【摘要】：無論是關(guān)于制度問題還是城鎮(zhèn)化問題,都是極為系統(tǒng)和龐大的,本文只能有針對性的局部重點(diǎn)探討,按照“是什么→為什么→怎么辦”的邏輯結(jié)構(gòu)提出問題并試圖予以解答。首先,“是什么”,即現(xiàn)象問題。首先需要搞清楚的就是兵團(tuán)城鎮(zhèn)化發(fā)展的歷程、現(xiàn)狀特征等；其次,“為什么”,即原理問題。對于兵團(tuán)這樣一個(gè)特殊制度產(chǎn)物,對其城鎮(zhèn)化問題的研究顯然無法離開其特殊的制度環(huán)境,本文以新制度經(jīng)濟(jì)學(xué)為基礎(chǔ),試圖構(gòu)建制度與兵團(tuán)城鎮(zhèn)化問題相互作用的邏輯關(guān)系,并以此分析兵團(tuán)城鎮(zhèn)化的特殊機(jī)制。第三,“怎么辦”,即應(yīng)對問題。重新審視研究的主體和問題,并有針對性的提出制度創(chuàng)新和規(guī)劃應(yīng)對,為兵團(tuán)的快速城鎮(zhèn)化發(fā)展和新一批擬建城市的規(guī)劃、管理問題提供參考。本文共分為六章,各章節(jié)的主要研究內(nèi)容安排如下：第一章是緒論。介紹本文的選題背景、研究意義、內(nèi)容和方法,介紹相關(guān)理論研究進(jìn)展,明確相關(guān)概念,提出本文的研究思路和論文框架。第二章是理論框架構(gòu)建。以新制度經(jīng)濟(jì)學(xué)為基礎(chǔ),同時(shí)引入權(quán)力和國家的概念,明確制度與權(quán)力、國家的基本概念,制度的構(gòu)成、功能和制度變遷的一般規(guī)律等內(nèi)容,闡明國家權(quán)力與制度安排、制度與資源配置、經(jīng)濟(jì)增長的相互關(guān)系。指出制度通過資源配置作用于城鎮(zhèn)化發(fā)展；制度環(huán)境的形成決定對外部資源的吸引能力并影響城鎮(zhèn)化發(fā)展；城鎮(zhèn)化反作用于制度并引導(dǎo)資源的空間再分配和制度創(chuàng)新,由此構(gòu)建制度與城鎮(zhèn)化的內(nèi)在邏輯和相互作用關(guān)系。第三章是發(fā)展歷程和現(xiàn)狀分析。通過縱向和橫向的比較研究,按照兵團(tuán)總體性制度變遷和經(jīng)濟(jì)社會(huì)發(fā)展水平將兵團(tuán)的城鎮(zhèn)化劃分為四個(gè)主要階段和八個(gè)細(xì)分階段；通過分析兵團(tuán)城鎮(zhèn)化的基本要素條件、總體水平、城鎮(zhèn)等級(jí)規(guī)模體系、空間分布、各師(市)的發(fā)展水平、城鎮(zhèn)化與工業(yè)化的關(guān)系等,指出兵團(tuán)城鎮(zhèn)化率高,增長速度快；城鎮(zhèn)規(guī)模小,城鎮(zhèn)化質(zhì)量較低；城鎮(zhèn)空間分布不均,區(qū)域發(fā)展差異顯著：城鎮(zhèn)化動(dòng)力不足,缺乏空間載體；城鎮(zhèn)管理尚不完善,兵地關(guān)系有待理順等主要特征。第四章是兵團(tuán)城鎮(zhèn)化的機(jī)制分析。從權(quán)力偏好、自上而下的資源配置、自下而上的制度創(chuàng)新和制度移植等四個(gè)方面說明制度對兵團(tuán)城鎮(zhèn)化的作用。指出國家通過自上而下的權(quán)力行使,直接對人口、資本、空間等要素資源進(jìn)行支配,直接影響兵團(tuán)城鎮(zhèn)化進(jìn)程。此外,通過打開國內(nèi)、國外兩個(gè)市場和制定設(shè)市建鎮(zhèn)標(biāo)準(zhǔn)等政策措施,間接性的對兵團(tuán)城鎮(zhèn)化產(chǎn)生促進(jìn)或約束作用。國家層面自上而下的行政推動(dòng)成了兵團(tuán)城鎮(zhèn)化的根本動(dòng)力。同時(shí),為了獲取更大的收益,兵團(tuán)不同層面的城鎮(zhèn)化主體通過自下而上的城鎮(zhèn)化模式創(chuàng)新,不僅實(shí)現(xiàn)了自身城鎮(zhèn)化的發(fā)展,推動(dòng)了制度變遷并促使國家制定新的正式規(guī)則,良好的制度創(chuàng)新為兵團(tuán)城鎮(zhèn)化發(fā)展提供了新動(dòng)力。第五章是制度創(chuàng)新與規(guī)劃應(yīng)對。對兵團(tuán)的特殊性和兵團(tuán)城鎮(zhèn)化的現(xiàn)實(shí)需求進(jìn)行了再審視,指出兵團(tuán)城鎮(zhèn)化與其法律地位之間、“企業(yè)辦城鎮(zhèn)”模式的目標(biāo)與需求之間、兵地利益再分配之間的多重矛盾等制度困境,以及城鎮(zhèn)化進(jìn)程中面臨的“人從哪里來”、“人口如何集聚”、“集聚后干什么”、“錢從哪里來”等城鎮(zhèn)化核心問題。并進(jìn)一步提出明確行政主體的法律地位、創(chuàng)新兵團(tuán)城鎮(zhèn)的管理制度、建立多元化投融資機(jī)制、完善兵地融合發(fā)展制度和配套完善制度支持系統(tǒng)等兵團(tuán)城鎮(zhèn)化制度創(chuàng)新的建議,并從城市規(guī)劃的角度提出構(gòu)建兵團(tuán)特殊制度下的城鄉(xiāng)規(guī)劃體系、在自治區(qū)層面形成兵地融合的城鎮(zhèn)體系、實(shí)行差別化的城鎮(zhèn)化政策、優(yōu)化兵團(tuán)城鎮(zhèn)空間格局和完善提升城鎮(zhèn)化支撐系統(tǒng)的保障能力等具體規(guī)劃應(yīng)對措施。第六章是結(jié)論與討論。梳理本文主要結(jié)論,提出文章的創(chuàng)新點(diǎn)和主要貢獻(xiàn),并展望兵團(tuán)城鎮(zhèn)化的未來研究方向。
[Abstract]:Whether it is on the system or the urbanization, it is very systematic and huge. This article can only be focused on the local focus and put forward the questions according to the logical structure of "what is it, why and how to do", and tries to answer it. First, the "what is", that is, the phenomenon. The first need to make clear is the city of corps. The course of the development of the town, the characteristics of the status quo and so on; secondly, "why", that is, the principle problem. For the product of a special system such as the Corps, the study of its urbanization is obviously unable to leave its special institutional environment. This article, based on the new institutional economics, tries to determine the logic of the interaction between the construction of the system and the problem of the urbanization of the Corps. This is to analyze the special mechanism of the urbanization of the Corps. Third, "how to do", that is, to deal with the problems, reexamine the subject and problems of the research, and put forward a targeted system innovation and planning response, and provide a reference for the rapid urbanization development of the corps and the planning of a new batch of proposed cities and management problems. This article is divided into six chapters and chapters. The main research content of the section is as follows: the first chapter is the introduction. It introduces the background, significance, content and method of this article, introduces the research progress of the relevant theories, defines the relevant concepts, and puts forward the research ideas and the framework of the paper. The second chapter is the construction of the theoretical framework, based on the new institutional economics and the introduction of power and state at the same time. The concept, the clear system and power, the basic concept of the state, the constitution of the system, the general law of the function and the change of the system, clarifies the relationship between the state power and system arrangement, the system and the allocation of resources and the economic growth, and points out that the system has played a role in the development of urbanization through the allocation of resources; the formation of the system environment determines the external resources. The third chapter is the development process and the analysis of the present situation of the development and the status of the urbanization. The level of economic and social development divides the urbanization of the corps into four main stages and eight stages of subdivision. Through the analysis of the basic factors, the overall level, the urban scale and scale system, the spatial distribution, the development level of the divisions (cities) and the relationship between urbanization and industrialization, the urbanization rate and the growth rate of the regiment are pointed out. The town size is small, the urbanization quality is low, the urban spatial distribution is uneven, the regional development difference is remarkable: the urbanization power is not enough, the space carrier is lack; the urban management is not perfect, the military land relationship needs to be straightened out. The fourth chapter is the analysis of the mechanism of the urbanization of the Corps. The four aspects of system innovation and system transplantation illustrate the role of the system on the urbanization of the Corps. It points out that the state directly affects the resources of population, capital and space through the top-down power, and directly affects the process of urbanization of the Corps. In addition, the national, two foreign markets and the establishment of the city building standards are made through the opening of the country. At the same time, at the same time, in order to gain greater income, the main body of urbanization in different levels of the Corps, through the bottom-up urbanization mode innovation, not only realized its own urbanization. The development has promoted the institutional change and urged the state to formulate new formal rules. Good institutional innovation provides a new impetus for the development of the urbanization of the Corps. The fifth chapter is a response to the system innovation and planning. The particularity of the corps and the actual demand for the urbanization of the corps are reexamined, indicating that the urbanization of the corps and its legal status, "enterprises" The system dilemma between the target and demand of the "business town" model, the multiple contradictions between the redistribution of the army and the land, and the "where people come from" in the process of urbanization, "how the population gather", "what to do after the gathering", "where does the money come from" and so on, and to further raise the law of the administrative subject Law status, innovation of the management system of the town of military corps, the establishment of diversified investment and financing mechanism, the improvement of the integration and development system of the army and the supporting system for the improvement of the system support system and so on, and put forward the urban and rural planning system under the special system of the military corps from the perspective of urban planning, and form the integration of the soldiers in the autonomous region. The urban system, the implementation of the differentiated urbanization policy, the optimization of the urban spatial pattern and the improvement of the supporting capacity of the urbanization support system. The sixth chapter is the conclusion and discussion. The main conclusions of this paper are combed, the innovation points and main contributions of the article are put forward, and the future research direction of the urbanization of the Corps is also looked.
