【摘要】：城鄉(xiāng)規(guī)劃是一門(mén)實(shí)踐導(dǎo)向的學(xué)科,但在規(guī)劃的編制和學(xué)習(xí)過(guò)程中卻難以取得類型齊全、數(shù)量豐富、具有啟發(fā)性和借鑒意義的優(yōu)秀規(guī)劃案例,用以進(jìn)行相關(guān)案例的研究和規(guī)劃經(jīng)驗(yàn)知識(shí)的學(xué)習(xí)。本研究對(duì)象即是基于知識(shí)管理的城鄉(xiāng)規(guī)劃案例庫(kù),及其構(gòu)建與意義研究。研究主要包括四大內(nèi)容:1.基于知識(shí)管理案例庫(kù)研究方法在城鄉(xiāng)規(guī)劃中的適用性和方法研究;2.構(gòu)建城鄉(xiāng)規(guī)劃案例庫(kù)的分層構(gòu)架和編碼體系。通過(guò)參考城鄉(xiāng)規(guī)劃法定分類、規(guī)劃工作中的實(shí)踐、其他案例庫(kù)的分類方法,構(gòu)建案例庫(kù)框架,并基于此確定案例庫(kù)的編碼體系,賦予每個(gè)案例特定的身份編碼;3.制定案例標(biāo)準(zhǔn)格式和編寫(xiě)標(biāo)準(zhǔn)案例。首先,借鑒工商管理案例的編寫(xiě)格式,以“重現(xiàn)規(guī)劃困境、引發(fā)讀者思考、提供直接知識(shí)借鑒”為目標(biāo),制定出適合城鄉(xiāng)規(guī)劃領(lǐng)域的案例標(biāo)準(zhǔn)格式。然后,按照案例標(biāo)準(zhǔn)格式,以筆者參與的“山東省曲阜市明故城戰(zhàn)略規(guī)劃”為例,編寫(xiě)標(biāo)準(zhǔn)案例,為隨后入庫(kù)的案例提供參考,同時(shí)針對(duì)各類基本規(guī)劃案例進(jìn)行分析與示范;4.為便利城鄉(xiāng)規(guī)劃案例庫(kù)的使用與擴(kuò)展,采用網(wǎng)頁(yè)的形式,對(duì)案例庫(kù)中設(shè)計(jì)的各項(xiàng)模塊進(jìn)行了初步編程與呈現(xiàn)。本研究最突出的特點(diǎn)是學(xué)科交叉、實(shí)踐應(yīng)用性強(qiáng)。本研究運(yùn)用城鄉(xiāng)規(guī)劃、工商管理、圖書(shū)管理、計(jì)算機(jī)編程等多學(xué)科的專業(yè)知識(shí),構(gòu)建起了完整的城鄉(xiāng)規(guī)劃案例庫(kù)框架,編寫(xiě)的案例庫(kù)網(wǎng)頁(yè)可以交由運(yùn)營(yíng)單位直接投入開(kāi)發(fā)與運(yùn)營(yíng)�；谥R(shí)管理的城鄉(xiāng)規(guī)劃案例庫(kù)將案例研究方法引入中國(guó)城鄉(xiāng)規(guī)劃領(lǐng)域,可能應(yīng)用到規(guī)劃編制、管理、教學(xué)、出版、評(píng)優(yōu)等各方面,有效地加速規(guī)劃經(jīng)驗(yàn)的積累和規(guī)劃知識(shí)的傳播。
[Abstract]:Urban and rural planning is a practice-oriented subject, but in the process of planning and learning, it is difficult to obtain excellent planning cases of full type, abundant quantity and enlightening and referential significance. Use for case study and planning experience learning. The object of this study is the case base of urban and rural planning based on knowledge management, and its construction and significance. The research mainly includes four major contents: 1. Research on applicability and method of case Base Research method based on knowledge Management in Urban and Rural Planning. Construct the hierarchical framework and coding system of urban and rural planning case base. By referring to the legal classification of urban and rural planning, the practice of planning, the classification methods of other case bases, the frame of case base is constructed, and the coding system of case base is determined based on this. Develop standard case formats and prepare standard cases. First of all, draw lessons from the writing format of business administration cases, with the goal of "recreating the planning dilemma, arousing readers' thinking and providing direct knowledge for reference", a case standard format suitable for urban and rural planning is formulated. Then, according to the case standard format, taking the "strategic planning of Ming Gucheng City in Qufu City, Shandong Province" as an example, the standard case is compiled to provide reference for the case that enters the storehouse later, and the analysis and demonstration of various basic planning cases are also carried out. In order to facilitate the use and expansion of the case base of urban and rural planning, the modules designed in the case database are programmed and presented in the form of web pages. The most prominent feature of this study is the cross-discipline and strong practical application. Based on the knowledge of urban and rural planning, business administration, book management, computer programming and so on, a complete case base of urban and rural planning has been constructed. The case database web page can be directly put into development and operation by the operating unit. The case base of urban and rural planning based on knowledge management introduces the case study method into the field of urban and rural planning in China, which may be applied to planning, management, teaching, publishing, evaluation and so on. Effectively accelerate the accumulation of planning experience and the dissemination of planning knowledge.
