【摘要】：隨著城市的物質(zhì)、文化繁榮和社會(huì)進(jìn)步,鄉(xiāng)村的停滯、落后,和城市生活的兩極分化、過度浪費(fèi)資源和愈來愈脫離人類賴以生存的自然環(huán)境等問題日益凸顯。這不僅抑制了鄉(xiāng)村的發(fā)展,也抑制了城市的發(fā)展,社會(huì)的固有潛力未能充分發(fā)揮,必須尋求新的城鄉(xiāng)結(jié)構(gòu)形態(tài),建設(shè)城鄉(xiāng)一體化的田園新村。伴隨我國(guó)城鄉(xiāng)統(tǒng)籌經(jīng)濟(jì)社會(huì)發(fā)展進(jìn)程的推進(jìn),田園新村建設(shè)進(jìn)入“工業(yè)反哺農(nóng)業(yè),城市帶動(dòng)農(nóng)村”的新階段。農(nóng)村人口眾多,發(fā)展滯后是我國(guó)農(nóng)村的基本現(xiàn)狀,農(nóng)村用地布局分散,公共設(shè)施配置短缺,經(jīng)濟(jì)發(fā)展落后,農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)單一等問題日益凸顯,城鄉(xiāng)發(fā)展的嚴(yán)重不均衡制約了我國(guó)現(xiàn)代化的發(fā)展。只有加快建設(shè)發(fā)展社會(huì)主義田園新村,才能如期實(shí)現(xiàn)建設(shè)全面小康社會(huì)的偉大目標(biāo)。 如何在田園新村規(guī)劃設(shè)計(jì)中構(gòu)建思路清晰且行之有效的規(guī)劃體系,確保田園新村規(guī)劃的邏輯性、科學(xué)性、生態(tài)性和可操作性,從而保障田園新村建設(shè)的穩(wěn)步推進(jìn)是本文研究探索的主要問題。 面對(duì)田園新村規(guī)劃設(shè)計(jì)的各項(xiàng)問題,本文借他山之石以攻玉。通過對(duì)國(guó)內(nèi)外鄉(xiāng)村規(guī)劃建設(shè)案例的分析,吸取了日本、韓國(guó)的鄉(xiāng)村發(fā)展經(jīng)驗(yàn)和教訓(xùn),并通過對(duì)不同類型的社會(huì)主義田園新村規(guī)劃發(fā)展的個(gè)案研究,總結(jié)出了這些國(guó)家及地區(qū)鄉(xiāng)村規(guī)劃發(fā)展有益的啟示,結(jié)合本文所研究的樺墅田園新村的具體現(xiàn)狀和問題,提出了樺墅田園新村規(guī)劃設(shè)計(jì)的路徑選擇。 本文對(duì)樺墅田園新村的規(guī)劃設(shè)計(jì)從村莊建設(shè)布局、產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化與調(diào)整、鄉(xiāng)村田園景觀的設(shè)計(jì)三個(gè)主要方面進(jìn)行,通過構(gòu)建村莊生態(tài)安全格局、合理規(guī)劃生產(chǎn)生活用地、完善綠色基礎(chǔ)設(shè)施、利用清潔能源等手段改變鄉(xiāng)村風(fēng)貌,營(yíng)造宜居的生活環(huán)境;通過優(yōu)化產(chǎn)業(yè)結(jié)構(gòu),增加第二、三產(chǎn)業(yè)比重,發(fā)展田園新村農(nóng)業(yè)觀光旅游,并合理延長(zhǎng)農(nóng)業(yè)產(chǎn)業(yè)鏈,提高農(nóng)業(yè)初級(jí)產(chǎn)品品質(zhì),發(fā)展一種或幾種有特色的,在一定的銷售半徑內(nèi)名列前茅的拳頭產(chǎn)品以及引進(jìn)城市高校企業(yè)先進(jìn)農(nóng)業(yè)科技,利用在當(dāng)?shù)卦O(shè)立高新農(nóng)業(yè)技術(shù)試驗(yàn)基地,積極培訓(xùn)農(nóng)民生產(chǎn)技術(shù)等方式,擴(kuò)大農(nóng)民就業(yè),增加農(nóng)民收入,以城市帶動(dòng)鄉(xiāng)村發(fā)展,徹底走出農(nóng)村經(jīng)濟(jì)發(fā)展困局；通過對(duì)鄉(xiāng)村田園景觀的設(shè)計(jì),將自然景觀與村莊生產(chǎn)景觀及歷史人文景觀相結(jié)合,保持山川優(yōu)美的農(nóng)村特色,打造出魅力而又可持續(xù)的鄉(xiāng)村生態(tài)美景。 本文具體分為五個(gè)部分,第一章緒論介紹了論文的研究背景、研究目的、研究意義、研究?jī)?nèi)容和方法及框架路線等基本信息,并在文獻(xiàn)分析法基礎(chǔ)上概括了國(guó)內(nèi)外學(xué)者相關(guān)研究動(dòng)態(tài)。第二章綜述部分簡(jiǎn)述了田園新村規(guī)劃的相關(guān)概念,介紹了村莊類型,提出新視角下田園新村規(guī)劃的內(nèi)涵以及綜合規(guī)劃要點(diǎn)。第三章國(guó)內(nèi)外案例分析中,重點(diǎn)選取了德國(guó)、日本、韓國(guó)的鄉(xiāng)村發(fā)展實(shí)踐,通過對(duì)國(guó)外鄉(xiāng)村發(fā)展經(jīng)驗(yàn)的總結(jié),得出對(duì)我國(guó)田園新村規(guī)劃建設(shè)的有益啟示,并通過對(duì)我國(guó)兩種不同類型的社會(huì)主義田園新村建設(shè)實(shí)踐的研究,提出本文可以借鑒的理論依據(jù)。第四章實(shí)證研究對(duì)樺墅田園新村規(guī)劃設(shè)計(jì)步驟及內(nèi)容進(jìn)行了具體闡述,展現(xiàn)了所有規(guī)劃成果,證明了以上理論研究的可操作性。最后一部分總結(jié)了本文的研究成果和對(duì)樺墅村現(xiàn)狀的改善積極影響,提出了今后我國(guó)田園新村規(guī)劃設(shè)計(jì)的路徑選擇及規(guī)劃建設(shè)中應(yīng)注意的問題。
[Abstract]:With the city's material, cultural prosperity and social progress, rural stagnation, backward, and city life problems of excessive polarization, waste of resources and more and more from the human survival of the natural environment has become increasingly prominent. This has not only restrained the development of the countryside, also inhibited the development of the city, failed to give full play to the potential inherent in society. We must seek a new form of the structure of urban and rural construction, the integration of urban and rural pastoral village. With China's urban and rural economic and social development to promote the process of rural village construction into the "industry nurturing agriculture, city with new countryside". Many of the rural population, is lagging behind the development of the basic status of China's rural, rural land scattered layout the layout of public facilities, shortage, backward economic development, agricultural industry structure has become increasingly prominent, and the serious imbalance in development has restricted the development of the modernization of our country Only by speeding up the development and development of a new socialist rural village, can we achieve the great goal of building a well-off society in an all-round way.
How to build clear and effective planning system in the planning and design of Tianyuan new village to ensure the logicality, scientificity, ecology and maneuverability of the new village planning, so as to guarantee the steady progress of the construction of the new rural village is the main problem of this paper.
In the face of the problem of rural village planning and design, this article through to the jade outside the box. Based on the analysis of domestic and international rural planning and construction of the case, Japan, South Korea's rural development experiences and lessons, and through the research on different types of socialist pastoral village planning development case, summed up the rural planning and development of these countries and regions the beneficial enlightenment, combined with the specific situation and problems of the rural village of Hua Shu, puts forward the path choice of Hua Shu pastoral village planning and design.
The birch villa village planning and design from the layout of rural village construction, industrial structure optimization and adjustment, the three main aspects of the design of the rural landscape, by building the village ecological security pattern, reasonable planning for production and life, improve the green infrastructure, clean energy and other means to change the rural landscape, to create a livable environment; by optimizing the industrial structure, increase the proportion of the second, third industry, the development of rural village agricultural tourism, and reasonable to extend the agricultural industry chain, improve the quality of primary agricultural products, the development of one or more distinctive, among the best in sales within a certain radius of products and the introduction of advanced agricultural science and Technology City University enterprises, the establishment of new test base in the local agricultural technology, actively training farmers production technology, expand the employment of farmers, increase farmers' income, to promote rural city The village development is out of the dilemma of the rural economic development. Through the design of the rural pastoral landscape, the natural landscape is combined with the village production landscape and the historical and cultural landscape, so as to maintain the beautiful rural characteristics and create a charming and sustainable rural ecological beauty.
This paper is divided into five parts, the first chapter introduces the research background, research purpose, research significance, research contents and methods and frame line and other basic information, and in the literature analysis method based on the summary of domestic and foreign scholars research. The second chapter review briefly describes the related concepts of rural village planning. Introduces the connotation of rural village, village planning from a new perspective and comprehensive planning points. The third chapter analyzes the case at home and abroad, mainly from Germany, Japan, South Korea, the practice of rural development, the development experience of foreign country summary, obtained the beneficial enlightenment to our country rural village planning and construction, and through the research on our two different types of socialist pastoral village construction practice, puts forward the theoretical basis of this paper can be used for reference. The fourth chapter is the empirical research of Hua Yuan Xin Cun Shu Tian planning design Design steps and contents in detail, showing all the planning results, it can be proved that the operation of the above theoretical study. The last part is the summary of this research and improvement of the status of the Hua Shu Cun positive influence, proposed should pay attention to the future of China's rural village planning and design of the path selection and planning and construction of the the problem.
