【摘要】：隨著規(guī)劃理論和實(shí)踐的發(fā)展,學(xué)術(shù)研究領(lǐng)域?qū)Τ鞘幸?guī)劃產(chǎn)生的影響以及規(guī)劃實(shí)施情況的評(píng)估越來(lái)越重視。然而在中國(guó)的規(guī)劃實(shí)踐過(guò)程中,鮮有系統(tǒng)的針對(duì)城市規(guī)劃實(shí)施情況及其對(duì)現(xiàn)實(shí)城市空間發(fā)展影響的研究。本文通過(guò)文獻(xiàn)綜述,整理和介紹了從兩個(gè)視角出發(fā)的城市規(guī)劃實(shí)施評(píng)估方法 :基于規(guī)劃—現(xiàn)狀一致性的評(píng)估方法和基于表現(xiàn)性能的評(píng)估方法。通過(guò)對(duì)以上兩種評(píng)估方法的理論框架和評(píng)估指標(biāo)及步驟的詳細(xì)研究,本文發(fā)現(xiàn)不同評(píng)估方法的選擇取決于研究者對(duì)城市規(guī)劃的不同認(rèn)識(shí)。以上兩種評(píng)估方法由于采取不同的評(píng)估標(biāo)準(zhǔn)、步驟和技術(shù),適用于對(duì)不同規(guī)劃單元和城市開(kāi)發(fā)類(lèi)型的評(píng)估。本文最后分析了以上兩種規(guī)劃評(píng)估方法在中國(guó)快速發(fā)展的規(guī)劃實(shí)踐中應(yīng)用的迫切性和必要性,及其對(duì)更為廣泛的城市規(guī)劃實(shí)踐的借鑒意義。
[Abstract]:With the development of planning theory and practice, more and more attention has been paid to the impact of academic research on urban planning and the evaluation of its implementation. However, in the process of planning practice in China, There is little systematic research on the implementation of urban planning and its impact on the development of real urban space. This paper summarizes and introduces the evaluation methods of urban planning implementation from two perspectives: the evaluation method based on plan-actuality consistency and the evaluation method based on performance performance. The theoretical framework of these two evaluation methods is given. And a detailed study of the assessment indicators and procedures, This paper finds that the choice of different evaluation methods depends on the researchers' different understanding of urban planning. It is suitable for the evaluation of different planning units and urban development types. Finally, this paper analyzes the urgency and necessity of applying the above two planning evaluation methods in the rapid development planning practice in China. And its reference significance to the wider urban planning practice.
