【摘要】：隨著城市化進(jìn)程不斷推進(jìn)，城市建設(shè)規(guī)模不斷擴(kuò)大、經(jīng)濟(jì)社會(huì)二元結(jié)構(gòu)體制長(zhǎng)期存在致使城中村問(wèn)題在大中城市中越趨嚴(yán)重。城中村是一種城市包圍農(nóng)村的普遍現(xiàn)象，并深刻影響著城市和農(nóng)村的健康有序發(fā)展，城中村問(wèn)題已經(jīng)嚴(yán)重阻礙了城市和諧發(fā)展。因此，對(duì)城中村問(wèn)題的研究探討和對(duì)其進(jìn)行改造是不斷推進(jìn)城市現(xiàn)代化進(jìn)程的必經(jīng)之路，也是構(gòu)建社會(huì)主義和諧社會(huì)的必然要求。 實(shí)施城中村改造是推進(jìn)城郊地區(qū)農(nóng)村城市化的一項(xiàng)重大舉措，不僅可以從根本上解決農(nóng)民生存環(huán)境改變、生活質(zhì)量提高、城鄉(xiāng)統(tǒng)籌發(fā)展等問(wèn)題，而且可以破解在城市化建設(shè)中的土地、資金等難題。 本文在以往研究成果的基礎(chǔ)上，界定了城中村改造項(xiàng)目風(fēng)險(xiǎn)的內(nèi)涵，，并以此為依據(jù)選取了專家評(píng)分法、定量與定性相結(jié)合法對(duì)東麗區(qū)城中村改造項(xiàng)目風(fēng)險(xiǎn)做出了評(píng)價(jià)，揭示了項(xiàng)目存在的安置房設(shè)計(jì)風(fēng)險(xiǎn)、項(xiàng)目?jī)斮J風(fēng)險(xiǎn)、項(xiàng)目招投標(biāo)風(fēng)險(xiǎn)、村民住宅拆遷情況、項(xiàng)目融資風(fēng)險(xiǎn)和項(xiàng)目管理風(fēng)險(xiǎn)等主要風(fēng)險(xiǎn)，并提出了相應(yīng)的風(fēng)險(xiǎn)規(guī)避、風(fēng)險(xiǎn)轉(zhuǎn)移和風(fēng)險(xiǎn)緩解等應(yīng)對(duì)策略。 總之，本文研究的主旨在于為城中村改造項(xiàng)目風(fēng)險(xiǎn)分析與應(yīng)對(duì)提供一種行之有效的方法，為政府主導(dǎo)的城中村改造項(xiàng)目風(fēng)險(xiǎn)管理提供一定的依據(jù)，從而使東麗區(qū)城中村改造工程能夠快速有序?qū)嵤?br/>[Abstract]:With the development of urbanization and the expansion of urban construction, the problem of village in city becomes more and more serious in large and medium cities because of the existence of dual structure system of economy and society for a long time. The village in city is a kind of universal phenomenon that the city encircles the countryside. It has a profound impact on the healthy and orderly development of cities and rural areas, and the problem of villages in cities has seriously hindered the harmonious development of cities. Therefore, it is the only way to continuously promote the process of urban modernization to study and reform the problems of villages in cities. It is also the inevitable requirement of building a harmonious socialist society. The implementation of the transformation of villages in cities is a major measure to promote the urbanization of rural areas in suburban areas. It can not only fundamentally solve the problems of changing the living environment of farmers, improving the quality of life, and coordinating the development of urban and rural areas, etc. And can solve in the construction of urbanization in the land, funds and other difficult problems. On the basis of previous research results, this paper defines the connotation of urban village reconstruction project risk, and based on this, selects expert scoring method, combining quantitative and qualitative methods to evaluate the risk of Dongli district urban village reconstruction project. This paper reveals the main risks of the project, such as the design risk of resettlement house, the risk of project repayment, the risk of project bidding, the situation of villagers' house demolition, the risk of project financing and the risk of project management, and puts forward the corresponding risk avoidance. Risk transfer and risk mitigation and other coping strategies. In a word, the main purpose of this paper is to provide an effective method for risk analysis and response of urban village reconstruction project, and to provide some basis for risk management of urban village reconstruction project led by the government. So that Dongli District village reconstruction project can be carried out quickly and orderly.
