【摘要】:摘要:近十幾年來,工程總承包在國(guó)際工程中發(fā)展十分迅速,在高層建筑和大型工業(yè)項(xiàng)目等建設(shè)工程領(lǐng)域廣泛應(yīng)用,已成為工程承包的主要實(shí)施模式。采購作為EPC工程項(xiàng)目的核心環(huán)節(jié),在設(shè)計(jì)、采購、施工之間的邏輯關(guān)系中居于承上啟下的中心位置,直接影響著工程質(zhì)量、成本和EPC總承包商的整體經(jīng)濟(jì)效益,對(duì)EPC工程項(xiàng)目采購活動(dòng)進(jìn)行績(jī)效評(píng)價(jià)十分必要。 論文從評(píng)價(jià)指標(biāo)體系和評(píng)價(jià)方法兩條線路進(jìn)行研究。對(duì)于評(píng)價(jià)指標(biāo)體系,在績(jī)效評(píng)價(jià)理論和EPC工程項(xiàng)目采購理論的研究基礎(chǔ)上,結(jié)合EPC工程項(xiàng)目及采購活動(dòng)的特點(diǎn),從效果指標(biāo)和效率指標(biāo)的角度提煉評(píng)價(jià)指標(biāo),提出包含價(jià)格、成本、質(zhì)量、時(shí)間、滿意度、綜合、人員和管理八大方面的指標(biāo)體系。針對(duì)EPC工程項(xiàng)目采購績(jī)效指標(biāo)的特性,將其績(jī)效評(píng)價(jià)的考核期設(shè)定為分部工程,保證采購績(jī)效評(píng)價(jià)指標(biāo)和考核期的一致性,使評(píng)價(jià)結(jié)果更具有依據(jù)性。對(duì)于評(píng)價(jià)方法,在比較已有的績(jī)效評(píng)價(jià)方法后,分析其優(yōu)缺點(diǎn),結(jié)合EPC工程項(xiàng)目采購指標(biāo)體系的灰色性和信息的不完備性,運(yùn)用灰色綜合評(píng)價(jià)方法評(píng)價(jià)EPC工程項(xiàng)目采購績(jī)效。將評(píng)價(jià)方法和評(píng)價(jià)指標(biāo)有機(jī)結(jié)合,構(gòu)建EPC工程項(xiàng)目采購績(jī)效評(píng)價(jià)模型。最后在案例分析中,對(duì)EPC工程項(xiàng)目不同分部工程采購績(jī)效進(jìn)行評(píng)價(jià),分析其采購績(jī)效的好壞,為領(lǐng)導(dǎo)層的做出相應(yīng)的決定提供依據(jù)。 本文將灰色綜合評(píng)價(jià)模型應(yīng)用于EPC工程項(xiàng)目采購績(jī)效評(píng)價(jià)中,將分部工程設(shè)定為評(píng)價(jià)考核期,為EPC工程項(xiàng)目整體效益的提高提供了新思路。圖4幅,表21個(gè),參考文獻(xiàn)68篇。
[Abstract]:Absrtact: in the past ten years, general contracting has developed rapidly in international engineering, and has been widely used in the field of high-rise buildings and large-scale industrial projects. Procurement, as the core link of EPC project, plays a central role in the logical relationship among design, procurement and construction. It has a direct impact on the project quality, cost and the overall economic benefit of the EPC contractor. It is necessary to evaluate the performance of the procurement activities of the EPC project. In this paper, the evaluation index system and evaluation method of two lines are studied. For the evaluation index system, on the basis of performance evaluation theory and EPC project procurement theory. According to the characteristics of EPC project and purchasing activities, the evaluation index is refined from the point of view of effect index and efficiency index, and the index includes price, cost, quality, time, satisfaction and synthesis. According to the characteristics of EPC project procurement performance indicators, the appraisal period of performance evaluation is set as branch engineering. To ensure the consistency of procurement performance evaluation indicators and evaluation period, so that the evaluation results have more basis. For evaluation methods, after comparing the existing performance evaluation methods, analyze their advantages and disadvantages. Combined with the gray of EPC project procurement index system and the imperfection of information, the grey comprehensive evaluation method is used to evaluate the procurement performance of EPC project. The evaluation method and evaluation index are combined organically. Finally, in the case analysis, the paper evaluates the procurement performance of different parts of EPC project and analyzes its procurement performance. To provide the basis for the leadership to make the appropriate decision. In this paper, the grey comprehensive evaluation model is applied to the performance evaluation of EPC project procurement, and the segment project is set as the appraisal period, which provides a new idea for the improvement of the overall benefit of the EPC project.
