【摘要】：改革開放以來，，我國(guó)快速城市化帶來了大量的城市規(guī)劃設(shè)計(jì)實(shí)踐需求。在此過程中國(guó)內(nèi)的規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)、理論技術(shù)及從業(yè)人員數(shù)量等方面都難以滿足這一需求。于是處于西方國(guó)家設(shè)計(jì)市場(chǎng)日趨飽和狀態(tài)下的外國(guó)建筑師、規(guī)劃師以及設(shè)計(jì)機(jī)構(gòu)轉(zhuǎn)入中國(guó)市場(chǎng)“淘金”。同時(shí)，我國(guó)加入WTO，也為境外規(guī)劃設(shè)計(jì)機(jī)構(gòu)在我國(guó)進(jìn)行規(guī)劃實(shí)踐提供了政策保護(hù)。近20年的實(shí)踐過程中，境外規(guī)劃設(shè)計(jì)機(jī)構(gòu)在規(guī)劃理論、規(guī)劃技術(shù)、理論基礎(chǔ)和價(jià)值取向等方面為我國(guó)城市規(guī)劃行業(yè)帶來了影響。深圳作為改革開放后快速建設(shè)起來的城市，為境外規(guī)劃設(shè)計(jì)機(jī)構(gòu)提供了大量的實(shí)踐機(jī)會(huì)。本文希望通過對(duì)境外規(guī)劃設(shè)計(jì)在深圳發(fā)展歷程的梳理與回顧，總結(jié)深圳市境外規(guī)劃設(shè)計(jì)實(shí)踐的演進(jìn)特征與經(jīng)驗(yàn)，使我們能夠認(rèn)清境外規(guī)劃設(shè)計(jì)的特點(diǎn)，有助于我們更加積極地參與國(guó)際合作和競(jìng)爭(zhēng)，同時(shí)為內(nèi)地快速建設(shè)的城市引進(jìn)境外規(guī)劃設(shè)計(jì)提供借鑒經(jīng)驗(yàn)。 本文借助文獻(xiàn)梳理與案例分析的方法，整理了境外規(guī)劃設(shè)計(jì)在深圳的實(shí)踐發(fā)展歷程，將其劃分為三個(gè)發(fā)展階段，并按照時(shí)間的順序?qū)χ匾?guī)劃項(xiàng)目成果進(jìn)行了總結(jié)。結(jié)合案例分析，從方案國(guó)際征集與后期深化實(shí)施兩個(gè)階段分析境外規(guī)劃設(shè)計(jì)機(jī)構(gòu)參與實(shí)踐的組織過程特征與不足，并總結(jié)組織形式的演進(jìn)特征；從規(guī)劃目標(biāo)、規(guī)劃空間組織、規(guī)劃技術(shù)三方面分析了境外規(guī)劃設(shè)計(jì)的成果特征，并對(duì)實(shí)效進(jìn)行了評(píng)價(jià)，總結(jié)出境外規(guī)劃設(shè)計(jì)機(jī)構(gòu)規(guī)劃成果的演進(jìn)特征。進(jìn)一步總結(jié)了深圳境外規(guī)劃設(shè)計(jì)實(shí)踐的作用與意義，在此基礎(chǔ)上對(duì)境外規(guī)劃設(shè)計(jì)實(shí)踐的發(fā)展趨勢(shì)進(jìn)行預(yù)測(cè)。未來我們會(huì)進(jìn)一步規(guī)范境外規(guī)劃設(shè)計(jì)機(jī)構(gòu)參與實(shí)踐的過程，并通過完善相關(guān)規(guī)章制度與政府指導(dǎo)等方式加強(qiáng)對(duì)境外規(guī)劃設(shè)計(jì)機(jī)構(gòu)的管理。而境外規(guī)劃設(shè)計(jì)機(jī)構(gòu)也會(huì)不斷根據(jù)環(huán)境的變化做出調(diào)整，逐漸滿足本土化的需求。
[Abstract]:Since the reform and opening up, China's rapid urbanization has brought a large number of urban planning and design practice needs, in the process of planning and design experience in China. It is difficult to meet this demand in terms of theory, technology and the number of employees, so foreign architects are in a state of increasingly saturated design market in western countries. At the same time, China's entry into the WTO also provides policy protection for overseas planning and design institutions to carry out planning practice in China. Overseas planning and design institutions have influenced the urban planning industry in the aspects of planning theory, planning technology, theoretical basis and value orientation. Shenzhen, as a rapidly built city after the reform and opening up, has brought great influence to the urban planning industry in China. This paper hopes to summarize the evolution characteristics and experience of overseas planning and design practice in Shenzhen by combing and reviewing the development of overseas planning and design in Shenzhen. This will enable us to recognize the characteristics of overseas planning and design, help us to participate in international cooperation and competition more actively, and at the same time provide reference experience for the introduction of overseas planning and design to the rapidly developing cities in the mainland. Based on the methods of literature combing and case analysis, this paper arranges the development course of overseas planning and design practice in Shenzhen, and divides it into three stages of development. And according to the time sequence of the important planning project results are summarized. Combined with the case study. This paper analyzes the organizational process characteristics and deficiencies of overseas planning and design institutions' participation in practice from the two stages of project international solicitation and later deepening implementation, and summarizes the evolution characteristics of organization form. This paper analyzes the characteristics of overseas planning and design from three aspects of planning goal, planning space organization and planning technology, and evaluates the actual effect. This paper summarizes the evolution characteristics of planning results of overseas planning and design institutions, and further summarizes the role and significance of Shenzhen's overseas planning and design practice. On this basis, the development trend of overseas planning and design practice is predicted. In the future, we will further standardize the process of overseas planning and design institutions participating in practice. And strengthen the management of the overseas planning and design institutions by perfecting the relevant rules and regulations and government guidance. And the overseas planning and design institutions will constantly adjust according to the changes of the environment and gradually meet the needs of localization.
