【摘要】：政府進(jìn)行網(wǎng)上服務(wù)業(yè)務(wù)系統(tǒng)的建設(shè)有利于增加為社會公眾服務(wù)的渠道,改善公共服務(wù)的質(zhì)量,從而高效率、低耗費地實現(xiàn)“為人民服務(wù)”。通過網(wǎng)絡(luò)進(jìn)行服務(wù),不僅可以減少政府服務(wù)的中間環(huán)節(jié),而且避免了傳統(tǒng)服務(wù)業(yè)務(wù)多部門受理,而部門之間互不相知,公眾只能費盡周折一個個部門跑的現(xiàn)象發(fā)生,提高了服務(wù)效率。具備上網(wǎng)條件的企業(yè)或個人,在家或者辦公室就可直接將所有項目所需的材料經(jīng)互聯(lián)網(wǎng)傳送給相關(guān)部門辦理。即使不具備網(wǎng)絡(luò)條件的企業(yè)或個人,可以到任一個政府服務(wù)機構(gòu),通過統(tǒng)一的“服務(wù)門戶”,即可得到相關(guān)的服務(wù)。綜合以上信息,本文結(jié)合遷安市政務(wù)服務(wù)的實際情況,針對目前在政務(wù)服務(wù)上存在的問題,對遷安市政務(wù)服務(wù)業(yè)務(wù)系統(tǒng)進(jìn)行了詳細(xì)的研究。本系統(tǒng)采用C#作為開發(fā)語言,采用ASP.NET技術(shù),并且使用了 B/S三層結(jié)構(gòu),選擇了 Visual Studio 2008作為系統(tǒng)的而開發(fā)環(huán)境。數(shù)據(jù)庫則選擇了安全性高,運行穩(wěn)定的SQL Server 2008數(shù)據(jù)庫。在功能上分別研究了政務(wù)宣傳功能、辦事服務(wù)大廳功能、民意交流功能和系統(tǒng)管理功能,其中政府宣傳功能包括政府新聞、法規(guī)政策、公示公告、今日動向四個子功能;辦事服務(wù)大廳功能包括個稅申報,出入境申請工商許可申辦、人資資源保障、辦事進(jìn)度查詢、下載中心子功能五個子功能;民意交流功能包括民意征集、民意調(diào)查、公開意見箱、監(jiān)督投訴四個子功能;系統(tǒng)管理包括賬戶信息管理、密碼管理、權(quán)限設(shè)置、系統(tǒng)日志四個子功能。這些功能的研究能夠使系統(tǒng)更好的為群眾服務(wù)。本文以遷安市政府為對象,進(jìn)行網(wǎng)上服務(wù)業(yè)務(wù)系統(tǒng)建設(shè)優(yōu)化了行政管理的組織結(jié)構(gòu),提高了信息傳遞的速度和效率,使得行政運作成本遵循邊際成本遞減規(guī)律,有利于降低政府管理運行成本。
[Abstract]:The construction of online service business system by the government is conducive to increasing the channels of serving the public and improving the quality of public services, so as to achieve "serving the people" with high efficiency and low cost. The service through the network can not only reduce the middle link of government service, but also avoid the acceptance of traditional service business by many departments, and the public can only go through a lot of trouble and run away from each other. The service efficiency is improved. Enterprises or individuals with Internet access conditions can directly transmit all the materials needed for the project to the relevant departments through the Internet at home or in the office. Even if the enterprise or individual who does not have the network condition, can go to any government service organization, through the unified "service portal", can obtain the related service. Based on the above information, combined with the actual situation of government service in Qian'an City, this paper makes a detailed study on the business system of government service in Qian'an City in view of the problems existing in the service at present. In this system, C # is used as the development language, ASP.NET technology is used, and the B / S three-tier structure is used. Visual Studio 2008 is selected as the development environment of the system. The database chooses the SQL Server 2008 database with high security and stable operation. In terms of function, this paper studies the function of government propaganda, the function of service hall, the function of public opinion exchange and the function of system management, among which the function of government propaganda includes four sub-functions: government news, regulation and policy, publicity announcement and today's trend. The function of the service hall includes five sub-functions: tax declaration, application for industrial and commercial license for entry and exit application, guarantee of human resources, inquiry of service progress and download of the sub-function of the center. The function of public opinion exchange includes four sub-functions: public opinion collection, public opinion box, supervision and complaint; system management includes four sub-functions: account information management, password management, authority setting and system log. The research of these functions can make the system better serve the masses. In this paper, taking Qian'an Municipal Government as the object, the construction of online service business system optimizes the organizational structure of administrative management, improves the speed and efficiency of information transmission, and makes the administrative operation cost follow the law of decreasing marginal cost. It is beneficial to reduce the operation cost of government management.
