衛(wèi)生應(yīng)急指揮系統(tǒng)之綜合運(yùn)營管理子系統(tǒng)的設(shè)計與實現(xiàn)

【摘要】:隨著世界經(jīng)濟(jì)一體化進(jìn)程的加速,經(jīng)濟(jì)和交流活動的逐漸增加,人口流動變得越來越頻繁,這為疾病的傳播、爆發(fā)提供了良好環(huán)境,同時,還有環(huán)境的惡化,使得我國所面臨的公共衛(wèi)生和健康問題越來越嚴(yán)重。所以公共衛(wèi)生的安全和突發(fā)事件的處置已經(jīng)成為了衛(wèi)生行政部門一項相當(dāng)重要且具有挑戰(zhàn)性的工作。如何更高效的利用目前現(xiàn)有的資源,盡最大可能去提高衛(wèi)生行政機(jī)構(gòu)對公共衛(wèi)生突發(fā)事件的反應(yīng)能力和抵御風(fēng)險的能力,是一個亟待解決的重要課題。本課題來源于本人實習(xí)單位為我國某市實施的實際項目,通過對本項目的建設(shè),對于加強(qiáng)某市的公共衛(wèi)生突發(fā)事件應(yīng)急機(jī)制和能力建設(shè)具有極為重要的意義。本文研究的內(nèi)容為衛(wèi)生應(yīng)急指揮系統(tǒng)之綜合運(yùn)營管理子系統(tǒng)。該子系統(tǒng)是衛(wèi)生應(yīng)急指揮系統(tǒng)對外部通信的重要入口,也是實現(xiàn)衛(wèi)生應(yīng)急指揮系統(tǒng)“平戰(zhàn)結(jié)合”的重要體現(xiàn),是判斷事件信息是否達(dá)到應(yīng)急響應(yīng)要求的把關(guān)者,通過該系統(tǒng)的建設(shè)可有效提升衛(wèi)生應(yīng)急指揮系統(tǒng)的整體響應(yīng)效率和工作效率。該子系統(tǒng)主要包括七大子功能,包括:信息接入、值班管理、日程管理、信息監(jiān)測、要情專報、公文管理、事件管理。信息接入模塊是值班管理人員與外界進(jìn)行信息交互的主要手段,值班管理模塊提供對值班信息登記、核實、建檔及查詢、排班管理、值班人員管理等功能,日程管理模塊提供值班管理人員每日的工作安排管理,信息監(jiān)測模塊包括CDC疫情信息監(jiān)測、直報事件信息監(jiān)測、系統(tǒng)預(yù)警管理等功能,要情專報模塊提供要情的編輯、修改、刪除、查詢、領(lǐng)導(dǎo)批示等功能,公文管理模塊提供公文的收發(fā)、查詢,事件管理模塊提供事件的建檔、維護(hù)、評估、歷史事件查看和管理等功能。在系統(tǒng)的技術(shù)實現(xiàn)上,采用了目前成熟、穩(wěn)定的開發(fā)結(jié)構(gòu)linux+java+Oracle、B/S計算模式、移動通信技術(shù)、面向?qū)ο蟮某绦蜷_發(fā)技術(shù),同時采用Oracle RAC實時應(yīng)用集群技術(shù)來保障系統(tǒng)數(shù)據(jù)庫的高可用;在排班管理功能中引入了分組連續(xù)(APN)排班算法模式使得排班管理得到了大幅度優(yōu)化;在預(yù)警功能中采用了移動百分位數(shù)法預(yù)警模型算法使得系統(tǒng)變得智能化、更高效,既體現(xiàn)了整體衛(wèi)生應(yīng)急指揮系統(tǒng)“平戰(zhàn)結(jié)合”的思想,又提高了系統(tǒng)整體響應(yīng)效率。實踐證明本課題的研究方案是可行且具備較高的工程應(yīng)用價值,具有一定的前瞻性。
[Abstract]:With the acceleration of the process of world economic integration and the gradual increase of economic and communication activities, population movements have become more and more frequent, which provides a good environment for the spread and outbreak of disease, and at the same time, the deterioration of the environment. The public health and health problems faced by our country are becoming more and more serious. Therefore, the safety of public health and the management of emergencies have become a very important and challenging task of health administration. How to make more efficient use of the existing resources and improve the ability of health administration to respond to public health emergencies and resist risks as much as possible is an important issue to be solved urgently. This topic comes from the actual project implemented by my internship unit for a city in our country. Through the construction of this project, it is of great significance to strengthen the emergency mechanism and capacity construction of public health emergencies in a city. The content of this paper is the integrated operation and management subsystem of health emergency command system. This subsystem is not only an important entrance to the external communication of the health emergency command system, but also an important embodiment of the "combination of peace and war" of the health emergency command system. It is also a gatekeeper to judge whether the incident information meets the requirements of emergency response. Through the construction of the system, the overall response efficiency and work efficiency of the health emergency command system can be effectively improved. The subsystem mainly includes seven sub-functions, including: information access, duty management, schedule management, information monitoring, special reporting, official document management, event management. The information access module is the main means for the duty management personnel to interact with the outside world. The duty management module provides the functions of registration, verification, filing and inquiry, scheduling management, duty personnel management and so on. The schedule management module provides the daily work arrangement management of the duty manager. the information monitoring module includes the functions of CDC epidemic situation information monitoring, direct reporting incident information monitoring, system early warning management, etc., and the special situation reporting module provides the editing and modification of the key situation. Delete, query, lead instruction and other functions, document management module to provide official documents receiving and receiving, query, event management module to provide event filing, maintenance, evaluation, historical event viewing and management functions. In the implementation of the system technology, the mature and stable development structure linux java Oracle,B/S computing mode, mobile communication technology, object-oriented program development technology are adopted. At the same time, Oracle RAC real-time application cluster technology is used to ensure the high availability of the system database. In the scheduling management function, the packet continuous (APN) scheduling algorithm model is introduced to optimize the scheduling management greatly. In the early warning function, the mobile percentile early warning model algorithm is used to make the system intelligent and more efficient, which not only embodies the idea of "the combination of peace and war" in the overall health emergency command system, but also improves the overall response efficiency of the system. The practice proves that the research scheme of this subject is feasible, has high engineering application value, and has certain foresight.
