【摘要】：城市作為人類(lèi)活動(dòng)的經(jīng)濟(jì)、政治、文化中心,對(duì)人類(lèi)社會(huì)的發(fā)展有著巨大的推動(dòng)作用,隨著城市發(fā)展速度不斷加快,城市面臨著資源環(huán)境、產(chǎn)業(yè)發(fā)展、城市交通、城市管理、居民就業(yè)等多方面的挑戰(zhàn)。針對(duì)所遭遇的各類(lèi)困境,為了解決諸多“城市病”,全世界興起了建設(shè)“智慧城市”、“智慧國(guó)家”、“智慧地球”的熱潮。“智慧哈爾濱”這類(lèi)新型城市形態(tài)展示了未來(lái)城市發(fā)展的理念。以新一輪的信息技術(shù)在經(jīng)濟(jì)社會(huì)領(lǐng)域的應(yīng)用為主要支撐的智慧化城市形態(tài)給破解哈爾濱市目前的發(fā)展難題提供了方向,對(duì)進(jìn)一步提升哈爾濱市科學(xué)發(fā)展水平、增強(qiáng)城市綜合競(jìng)爭(zhēng)力具有十分重要的意義。本文立足于哈爾濱市實(shí)際,在調(diào)研、分析的基礎(chǔ)上,首先梳理、歸納智慧城市的研究現(xiàn)狀、概念內(nèi)涵、發(fā)展方向;其次,考察哈爾濱市智慧城市建設(shè)現(xiàn)狀和面臨的形勢(shì),對(duì)規(guī)劃制訂和實(shí)施現(xiàn)狀進(jìn)行分析;再次,針對(duì)哈爾濱市現(xiàn)況,運(yùn)用SWOT分析工具分析“智慧哈爾濱”建設(shè)過(guò)程中存在的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇、威脅,并指出在未來(lái)建設(shè)智慧城市的必要性;最后,重點(diǎn)對(duì)哈爾濱市未來(lái)的智慧基礎(chǔ)設(shè)施、智慧應(yīng)用體系等方面進(jìn)行謀劃,制定智慧城市的創(chuàng)建戰(zhàn)略,提出為智慧城市的創(chuàng)建順利實(shí)施所必需的保障措施。
[Abstract]:As the economic, political and cultural center of human activities, the city plays a great role in promoting the development of human society. With the acceleration of the speed of urban development, the city is facing resources and environment, industrial development, urban traffic, urban management. There are many challenges, such as employment of residents. In view of all kinds of difficulties encountered, in order to solve many "urban diseases", the world has sprung up the upsurge of building "intelligent city", "intelligent country" and "intelligent earth". Smart Harbin, a new urban form, shows the concept of urban development in the future. The intelligent city form, which is mainly supported by the application of the new round of information technology in the economic and social field, provides the direction for solving the current development problems of Harbin, and further improves the scientific development level of Harbin. It is of great significance to enhance the comprehensive competitiveness of cities. Based on the reality of Harbin, on the basis of investigation and analysis, this paper first combs and summarizes the research status, concept connotation and development direction of intelligent city. Secondly, the present situation of Harbin intelligent city construction and the situation faced by it are investigated, and the present situation of planning formulation and implementation is analyzed. Thirdly, in view of the present situation of Harbin, this paper analyzes the advantages, disadvantages, opportunities and threats existing in the construction of "Smart Harbin" by using SWOT analysis tool, and points out the necessity of building a smart city in the future. Finally, the future intelligent infrastructure and intelligent application system of Harbin are planned, the establishment strategy of intelligent city is worked out, and the necessary safeguard measures for the smooth implementation of intelligent city are put forward.
