【摘要】：濱海新區(qū)地理信息共享服務系統(tǒng)建設是落實《濱海新區(qū)信息化“十二五”規(guī)劃》的主要內容——建成濱海新區(qū)“一個平臺”,是提高濱海新區(qū)整體信息化建設水平的重要方式和手段,因此提出了建設濱海新區(qū)地理信息公共服務系統(tǒng)。論文主要從公共服務系統(tǒng)的研究目標、建設布局、建設內容以及系統(tǒng)的分析與設計來進行詳細的論述。首先,概述了論文的研究目標,主要有建設濱海新區(qū)基礎地理框架數(shù)據(jù)庫、一套地理信息共享服務系統(tǒng)、一種全新的地理信息服務模式等五個方面。然后,從系統(tǒng)的建設原則和系統(tǒng)的建設需要的硬件和軟件環(huán)境兩方面進行說明,還有進行系統(tǒng)設計需要的關鍵技術。接著,公共服務系統(tǒng)的建設內容主要從三方面進行說明,即地理信息框架數(shù)據(jù)庫建設、軟件平臺建設和運維機制建設,來創(chuàng)建系統(tǒng)的數(shù)據(jù)動態(tài)更新與完善機制和系統(tǒng)的推廣機制等。最后對建設完成的濱海新區(qū)的地理信息公共服務系統(tǒng)進行展示與評價,社會效益收到了很好地效果。整個系統(tǒng)的編寫采用的是在ArcGIS10.0的平臺上以JavaScript API和SilverlightAPI為接口開發(fā)的WebGIS應用的一套編程系統(tǒng),實現(xiàn)基于Web Service進行的數(shù)據(jù)訪問和更新。在硬件與軟件環(huán)境中,濱海新區(qū)的地理信息公共服務系統(tǒng)得到了很好的設計與開發(fā),并且在濱海新區(qū)范圍內得到了很好地應用。
[Abstract]:The construction of geographical information sharing service system in Binhai New area is the main content of implementing the 12th five-year Plan of Binhai New area Informatization-to build a platform for Binhai New area. It is an important way and means to improve the whole information construction level of Binhai New area, so it is put forward to construct the Public Service system of Geographic Information in Binhai New area. This paper mainly from the public service system research goal, construction layout, construction content and system analysis and design to carry on the detailed discussion. First of all, this paper summarizes the research objectives of the paper, including the construction of the basic geographic framework database of Binhai New area, a set of geographic information sharing service system, a new geographic information service mode and so on. Then, the construction principle of the system and the hardware and software environment required for the system construction are described, as well as the key technologies for the system design. Then, the construction of public service system is mainly explained from three aspects: the construction of geographic information framework database, the construction of software platform and the construction of operation and maintenance mechanism. To create the dynamic updating and perfecting mechanism of the system data and the extension mechanism of the system and so on. Finally, the GIS public service system of Binhai New area has been demonstrated and evaluated, and the social benefit has been very good. The whole system is written by a set of programming system of WebGIS application based on JavaScript API and SilverlightAPI, which is developed on the platform of ArcGIS10.0, and realizes the data access and update based on Web Service. In the hardware and software environment, the GIS of Binhai New area has been well designed and developed, and has been well applied in Binhai New area.
