【摘要】：隨著我國經濟與社會的進步,人口不斷的持續(xù)增長,各類突發(fā)公共事件頻繁發(fā)生,極大的威脅著人民人身安全,給社會與經濟造成了巨大損失,嚴重影響了社會的穩(wěn)定與經濟的發(fā)展。因此,加強政府應急救援管理系統(tǒng)的研究具有重要的現實意義。通過政府應急救援管理平臺,可以確切的提高政府對突發(fā)事件的應急處理能力,還能提升應急救援隊伍的戰(zhàn)斗力與水平,從而為政府經濟建設與社會發(fā)展提供了非常好的安全環(huán)境。本文對政府應急救援信息管理系統(tǒng)進行了研究與設計,主要內容如下:(1)針對一般縣市級中小城市的要求,進行了政務及功能需求分析,在需求分析的基礎上,對整個系統(tǒng)進行了設計與開發(fā)。(2)本系統(tǒng)采用了B/S架構、MVC設計模式、SSM框架(Spring+Struts2+MyBatis)以及Oracle數據庫設計并實現了應急機構管理、值班管理、突發(fā)事件管理、應急預案管理、人力資源管理等功能。(3)利用Web GIS技術進行設計,并在地圖上實現添加地圖圖層及測量距離等操作。基于天地圖API設計并實現了應急隊伍管理、應急物資管理及危險源管理等功能。(4)根據系統(tǒng)的功能要求,設計了功能測試表,并對系統(tǒng)的主要功能模塊進行了測試,測試結果顯示,系統(tǒng)設計合理,運行正常。
[Abstract]:With the progress of our country's economy and society, the continuous growth of the population and the frequent occurrence of all kinds of public emergencies, it is a great threat to the personal safety of the people and has caused huge losses to the society and economy. It has seriously affected the stability of the society and the development of the economy. Therefore, it is of great practical significance to strengthen the research of government emergency rescue management system. Through the government emergency rescue management platform, the government can definitely improve the emergency response capacity of the government, but also can improve the fighting capacity and level of the emergency rescue team. Thus provides a very good security environment for the economic construction and social development of the government. In this paper, the government emergency rescue information management system is studied and designed. The main contents are as follows: (1) according to the requirements of the general county and city-level small and medium-sized cities, the government affairs and functional requirements are analyzed, on the basis of the demand analysis, The whole system is designed and developed. (2) the system adopts BES architecture, MVC design pattern, SSM framework (Spring Struts2 MyBatis) and Oracle database to design and implement emergency organization management, duty management and emergency management. Emergency plan management, human resources management and other functions. (3) using Web GIS technology to design, and to add map layers on the map and measure the distance and other operations. The functions of emergency team management, emergency material management and dangerous source management are designed and realized based on API. (4) according to the functional requirements of the system, the function test table is designed, and the main function modules of the system are tested. The test results show that the design of the system is reasonable and the operation is normal.
