【摘要】：本文針對(duì)滄州臨港經(jīng)濟(jì)技術(shù)開發(fā)區(qū)循環(huán)經(jīng)濟(jì)促進(jìn)中心在統(tǒng)一管理園區(qū)內(nèi)企業(yè)申報(bào)各類項(xiàng)目中出現(xiàn)的管理效率低的問題,提出加強(qiáng)項(xiàng)目管理,建設(shè)基于B/S架構(gòu)的項(xiàng)目服務(wù)系統(tǒng)。該項(xiàng)目主要解決目前經(jīng)濟(jì)促進(jìn)中心管理人員少、園區(qū)項(xiàng)目申報(bào)數(shù)量多、項(xiàng)目管理流程復(fù)雜,同時(shí)要提高對(duì)園區(qū)企業(yè)服務(wù)質(zhì)量的問題。課題研究的內(nèi)容包括:實(shí)現(xiàn)網(wǎng)上項(xiàng)目發(fā)布與申報(bào),以網(wǎng)絡(luò)發(fā)布為手段提高項(xiàng)目發(fā)布的實(shí)效性;通過網(wǎng)絡(luò)申報(bào)簡(jiǎn)化園區(qū)企業(yè)的辦事流程;實(shí)現(xiàn)項(xiàng)目的網(wǎng)絡(luò)評(píng)審,通過專家網(wǎng)絡(luò)評(píng)審,實(shí)現(xiàn)項(xiàng)目審核的匿名性,提高審核的公平、公正;實(shí)現(xiàn)項(xiàng)目過程管理的信息化,通過項(xiàng)目的經(jīng)費(fèi)管理、過程管理、驗(yàn)收管理,規(guī)范園區(qū)項(xiàng)目管理的過程。項(xiàng)目建設(shè)采用B/S架構(gòu),利用ASP.Net 4.0技術(shù)開發(fā),項(xiàng)目建設(shè)采用面向?qū)ο蟮姆治雠c設(shè)計(jì)方法,采用Visual Studio集成開發(fā)工具完成系統(tǒng)的UML設(shè)計(jì),即系統(tǒng)的用例圖設(shè)計(jì)、活動(dòng)圖設(shè)計(jì)和時(shí)序圖設(shè)計(jì),利用C#語言完成代碼編寫;通過集成環(huán)境的測(cè)試中心功能完成了系統(tǒng)的性能測(cè)試和負(fù)載測(cè)試。采用SQL Server數(shù)據(jù)庫完成系統(tǒng)的數(shù)據(jù)管理。經(jīng)過研發(fā)完成了項(xiàng)目的開發(fā)工作,經(jīng)過試用表明:系統(tǒng)安全穩(wěn)定運(yùn)行,項(xiàng)目設(shè)計(jì)完全符合用戶要求,實(shí)現(xiàn)的項(xiàng)目管理了全程數(shù)字化、網(wǎng)絡(luò)化。保障了園區(qū)項(xiàng)目申報(bào)過程的規(guī)范,提高了項(xiàng)目管理辦公室的工作的效率,簡(jiǎn)化了項(xiàng)目管理的流程。保障了項(xiàng)目評(píng)審過程的公開、公平;通過項(xiàng)目管理系統(tǒng)的應(yīng)用降低了企業(yè)的申報(bào)和經(jīng)濟(jì)促進(jìn)中心的管理成本。
[Abstract]:In view of the low management efficiency of circular economy promotion center of Cangzhou Port-facing Economic and technological Development Zone in unified management park, this paper puts forward to strengthen project management. Build a project service system based on BSS architecture. The project mainly solves the problems of fewer managers, more project declarations, complex project management process and improving the service quality of the park enterprises at the same time. The content of the research includes: to realize the online project release and declaration, to improve the effectiveness of the project publication by means of the network release; to simplify the business process of the park enterprises through the network declaration; Realize the network evaluation of the project, through the expert network review, realize the anonymity of the project audit, improve the fairness and justice of the audit; To realize the informatization of project process management, to standardize the process of project management by means of project funds management, process management, acceptance management and project management. The construction of the project is based on BSS architecture, the technology of ASP.Net 4.0.The method of object-oriented analysis and design is adopted in the construction of the project, and the UML design of the system is completed with the integrated development tool of Visual Studio, that is, the use case diagram design of the system. Activity diagram design and sequence diagram design, using C # language to complete the code; The performance test and load test of the system are completed through the test center function of the integrated environment. SQL Server database is used to complete the data management of the system. The research and development of the project shows that the system runs safely and stably, the design of the project accords with the requirements of users, and the project management is digitalized and networked. It ensures the standardization of the project declaration process, improves the efficiency of the project management office, and simplifies the project management process. Through the application of project management system, the application of project management system can reduce the management cost of enterprise declaration and economic promotion center.
