【摘要】：隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展,人口不斷增多,因土地而引發(fā)的問(wèn)題也日益嚴(yán)峻。土地違法的主體已經(jīng)從個(gè)人上升到地方政府,土地督察迫在眉睫。因此,建立國(guó)家土地督察機(jī)構(gòu),以各個(gè)省市的人民政府作為主要監(jiān)督對(duì)象,監(jiān)督其土地管理與利用情況,嚴(yán)守“18億畝”耕地紅線具有重要意義。目前,土地督察部門(mén)人員少、督察任務(wù)重,各部門(mén)人均督察面積大,是土地督察所面臨的最主要的問(wèn)題和困難。因此,在計(jì)算機(jī)高速發(fā)展的今天,急需信息化設(shè)備和先進(jìn)技術(shù)手段來(lái)改革土地督察的工作模式,以提升督察工作效率和質(zhì)量。本文針對(duì)目前土地督察工作跨區(qū)域、分散繁雜、效率低等問(wèn)題,以“在線土地督察系統(tǒng)”為研究?jī)?nèi)容,重點(diǎn)研究土地督察專(zhuān)題數(shù)據(jù)庫(kù)及系統(tǒng)的構(gòu)建,數(shù)據(jù)和系統(tǒng)的網(wǎng)絡(luò)發(fā)布等,建立“天上看、地上管、網(wǎng)上查”的在線土地督察系統(tǒng),并以上海土地督察局為例,進(jìn)行示范應(yīng)用。主要研究?jī)?nèi)容如下:(1)通過(guò)對(duì)土地督察工作需求分析,將土地督察整個(gè)業(yè)務(wù)流程進(jìn)行整合和統(tǒng)一,在現(xiàn)有研究成果的基礎(chǔ)上,設(shè)計(jì)了在線土地督察系統(tǒng)的總體架構(gòu)、運(yùn)行環(huán)境及功能模塊等。(2)依據(jù)土地督察不同數(shù)據(jù)來(lái)源,設(shè)計(jì)構(gòu)建土地督察業(yè)務(wù)數(shù)據(jù)庫(kù),對(duì)影像和矢量數(shù)據(jù)進(jìn)行數(shù)據(jù)有效組織和管理,并進(jìn)行相關(guān)業(yè)務(wù)保表設(shè)計(jì);基于.NET平臺(tái)開(kāi)發(fā)土地督察數(shù)據(jù)管理子系統(tǒng),實(shí)現(xiàn)土地督察數(shù)據(jù)的統(tǒng)一存儲(chǔ)和管理、查詢(xún)和實(shí)時(shí)更新等功能。(3)基于Rest+WCF體系架構(gòu)研發(fā)了TopRSServer實(shí)現(xiàn)對(duì)影像數(shù)據(jù)的網(wǎng)絡(luò)發(fā)布,采用ArcGIS Server實(shí)現(xiàn)對(duì)矢量數(shù)據(jù)的網(wǎng)絡(luò)發(fā)布。(4)設(shè)計(jì)開(kāi)發(fā)了二維地圖平臺(tái),實(shí)現(xiàn)柵格數(shù)據(jù)和矢量數(shù)據(jù)的調(diào)取與分析;采用Flex技術(shù)搭建了土地督察系統(tǒng)前端框架,并通過(guò)ArcGIS API for Flex實(shí)現(xiàn)了數(shù)據(jù)的調(diào)用、查詢(xún)和分析,以及現(xiàn)土地督察系統(tǒng)的網(wǎng)絡(luò)化共享。
[Abstract]:With the rapid development of China's economy, the population is increasing, and the problems caused by land are becoming more and more serious. The subject of land violation has risen from individual to local government, land inspector is imminent. Therefore, it is of great significance to establish a national land supervision institution, to take the people's government of every province and city as the main supervisory object, to supervise the land management and utilization, and to strictly observe the red line of "1.8 billion mu" cultivated land. At present, the land supervision department is faced with the most important problems and difficulties because of the small number of personnel, the heavy task and the large per capita area of each department. Therefore, with the rapid development of computer, information equipment and advanced technology are urgently needed to reform the work mode of land inspector in order to improve the efficiency and quality of supervision. In this paper, aiming at the problems of land supervision work, such as cross-region, scattered and complicated, low efficiency and so on, taking "online land supervision system" as the research content, the paper focuses on the construction of the land supervision thematic database and system, the data and the network release of the system, etc. This paper sets up an online land supervision system of "looking at the sky, managing on the ground and checking on the net", and takes Shanghai Land Supervision Bureau as an example to demonstrate and apply it. The main contents are as follows: (1) based on the existing research results, the overall framework of the online land supervision system is designed, which integrates and unifies the whole business process of the land inspector through the analysis of the work demand of the land inspector. (2) according to different data sources of land inspector, design and construct land inspector business database, organize and manage image and vector data effectively, and design related business maintenance table; Based on. Net platform, land inspector data management subsystem is developed to realize unified storage and management of land inspector data, query and real-time update. (3) based on Rest WCF architecture, TopRSServer is developed to realize the network release of image data. Using ArcGIS Server to realize the network release of vector data. (4) the two-dimensional map platform is designed and developed to realize the retrieval and analysis of raster data and vector data; The front-end frame of land supervision system is built by using Flex technology, and the data transfer, query and analysis are realized through ArcGIS API for Flex, and the network sharing of land supervision system is realized.
