【摘要】：電子政務(wù)的概念提出的時(shí)間雖然不長(zhǎng),但是在各個(gè)國(guó)家的應(yīng)用已經(jīng)很廣。對(duì)于電子政務(wù)來(lái)說(shuō),公文交換過(guò)程的電子化是很重要的一部分。傳統(tǒng)的公文傳遞方式一半都是郵寄的方法,這種方法使得公文的交換不能實(shí)時(shí)實(shí)現(xiàn),還可能出現(xiàn)公文的丟失。電子公文是指通過(guò)專門的技術(shù)手段將紙質(zhì)公文轉(zhuǎn)化為數(shù)字化信息的過(guò)程,并且要保障電子公文在傳送過(guò)程中的安全,從而實(shí)現(xiàn)公文在政府部門的內(nèi)容實(shí)現(xiàn)信息的流轉(zhuǎn)和協(xié)同辦公。本文的研究?jī)?nèi)容包括:(1)目標(biāo)系統(tǒng)集成了多種管理公文交換的功能,在完善的電子政務(wù)環(huán)境下構(gòu)建了科學(xué)規(guī)范的交換系統(tǒng)。該系統(tǒng)包括的功能有管理系統(tǒng)、管理公文交換、管理電子公章等。(2)本文深入分析和介紹了有關(guān)系統(tǒng)設(shè)計(jì)、功能需求、功能實(shí)現(xiàn)等內(nèi)容。在開(kāi)發(fā)建立系統(tǒng)時(shí),應(yīng)用了多種技術(shù)。在設(shè)計(jì)系統(tǒng)時(shí)使用了流程圖,對(duì)一些模塊的主要功能進(jìn)行了詳細(xì)設(shè)計(jì)。(3)通過(guò)系統(tǒng)的開(kāi)發(fā)實(shí)現(xiàn)了政府部門公文交換管理的流程優(yōu)化。政府可利用該系統(tǒng)管理公文交換工作,并按照相關(guān)結(jié)果制定科學(xué)的決策。(4)政府在開(kāi)展公交交換管理工作時(shí)可應(yīng)用目標(biāo)系統(tǒng),它可以改善政府的管理效率,同時(shí)能夠?qū)⒍喾N管理系統(tǒng)整合在一起。這樣就能實(shí)現(xiàn)政府部門的各個(gè)方面的信息管理的整合。
[Abstract]:Although the concept of e-government has not been put forward for a long time, it has been widely used in various countries. Electronic document exchange is an important part of e-government. Half of the traditional way of document transmission is the method of mail, which makes the exchange of official documents can not be realized in real time, and the loss of official documents may occur. Electronic official document refers to the process of converting paper document into digital information through special technical means, and to ensure the security of electronic document in the course of transmission. In order to achieve official documents in the content of government departments to achieve the flow of information and collaborative office. The research contents of this paper are as follows: (1) the target system integrates many functions of document exchange, and a scientific and normative exchange system is constructed under the perfect e-government environment. The functions of the system include management system, management document exchange, electronic seal management and so on. (2) this paper deeply analyzes and introduces the system design, function requirement, function realization and so on. In the development and establishment of the system, the application of a variety of technologies. The flow chart is used in the design of the system, and the main functions of some modules are designed in detail. (3) the flow optimization of government document exchange management is realized through the development of the system. The government can use the system to manage the exchange of official documents, and make scientific decisions according to the relevant results. (4) the government can use the target system in carrying out the public transport exchange management, which can improve the efficiency of government management. At the same time can integrate a variety of management systems together. In this way, the integration of information management in all aspects of government departments can be realized.
