【摘要】：人類社會(huì)伴隨著信息技術(shù)的迅速發(fā)展進(jìn)入了數(shù)字信息時(shí)代。獲取和掌握信息的能力逐漸成為衡量一個(gè)國(guó)家實(shí)力強(qiáng)弱的基本要素。一切信息根據(jù)其不同的需求決定其不同的效益,然而一切有益的信息都是從大量數(shù)據(jù)中挖掘分析出來(lái)的。海量數(shù)據(jù)又隨著時(shí)間持續(xù)產(chǎn)生、不斷流動(dòng)、逐漸擴(kuò)散形成大數(shù)據(jù)。大數(shù)據(jù)用來(lái)描述數(shù)據(jù)量非常巨大的同時(shí)還突出強(qiáng)調(diào)處理數(shù)據(jù)的速度,因此大數(shù)據(jù)成為數(shù)據(jù)分析領(lǐng)域的前沿技術(shù)。大數(shù)據(jù)不僅限于技術(shù)維度它更是一種能力一種思維一個(gè)時(shí)代。大數(shù)據(jù)引發(fā)了一場(chǎng)巨大的社會(huì)變革,社會(huì)治理領(lǐng)域也受到了深刻的影響。本文以大數(shù)據(jù)技術(shù)與社會(huì)治理的基礎(chǔ)研究為前提研究了大數(shù)據(jù)技術(shù)對(duì)社會(huì)治理的影響。大數(shù)據(jù)技術(shù)是一把雙刃劍,在給社會(huì)治理帶來(lái)有效途徑的同時(shí)也帶來(lái)了潛在的社會(huì)風(fēng)險(xiǎn),在給社會(huì)治理帶來(lái)積極的正面影響的同時(shí)也產(chǎn)生了消極的負(fù)面影響,在推動(dòng)社會(huì)治理科學(xué)化實(shí)現(xiàn)社會(huì)善治的同時(shí)帶來(lái)了隱私保護(hù)、信息安全、數(shù)據(jù)崇拜、數(shù)字鴻溝和信息孤島等問(wèn)題。本文基于大數(shù)據(jù)技術(shù)對(duì)社會(huì)治理的正負(fù)影響及我國(guó)社會(huì)治理中大數(shù)據(jù)技術(shù)應(yīng)用的現(xiàn)狀進(jìn)而對(duì)我國(guó)社會(huì)治理中大數(shù)據(jù)技術(shù)的應(yīng)用提出相應(yīng)的對(duì)策選擇。首先,要樹(shù)立大數(shù)據(jù)治理意識(shí),全面推進(jìn)實(shí)行大數(shù)據(jù)治理戰(zhàn)略;其次,要完善大數(shù)據(jù)基礎(chǔ)設(shè)施建設(shè),根據(jù)我國(guó)的現(xiàn)狀可以從建立大數(shù)據(jù)公共服務(wù)體系及完善電子政務(wù)平臺(tái)兩方面著手;第三,要加強(qiáng)大數(shù)據(jù)相關(guān)人才的培養(yǎng),要準(zhǔn)確把握大數(shù)據(jù)的人才觀及人才需求進(jìn)而培養(yǎng)專業(yè)的大數(shù)據(jù)人才。第四,建立數(shù)據(jù)使用規(guī)范,優(yōu)化大數(shù)據(jù)立法,強(qiáng)化大數(shù)據(jù)倫理規(guī)范。真正改變社會(huì)的不只是技術(shù)或是數(shù)據(jù),而是有權(quán)進(jìn)行對(duì)策選擇、制度改革的政府部門(mén)和掌握技術(shù)擁有數(shù)據(jù)的社會(huì)公民,是無(wú)數(shù)開(kāi)放的自由人互相協(xié)作共同分享而產(chǎn)生的層出不窮的新觀念與新方法。
[Abstract]:With the rapid development of information technology, human society has entered the digital information age. The ability to obtain and master information has gradually become the basic factor to measure the strength of a country. All information determines its different benefits according to its different requirements. However, all useful information is mined from a large number of data. Mass data continue to produce with time, flow, gradually spread to form big data. Big data used to describe the huge amount of data, but also highlighted the speed of data processing. Therefore, big data has become the frontier technology in the field of data analysis. Big data is not limited to the technical dimension it is a kind of ability, a kind of thinking an era. Big data caused a huge social change, and the social governance field was also deeply affected. Based on the basic research of big data's technology and social governance, this paper studies the influence of big data's technology on social governance. Big data's technology is a double-edged sword. It not only brings effective ways to social governance, but also brings potential social risks. It has a positive and negative impact on social governance at the same time. At the same time, it brings many problems, such as privacy protection, information security, data worship, digital divide and information island. Based on the positive and negative effects of big data technology on social governance and the present situation of the application of big data technology in social governance in China, this paper puts forward corresponding countermeasures for the application of big data technology in social governance in China. First of all, we should set up big data's consciousness of governance and comprehensively promote the implementation of big data's governance strategy. Secondly, in order to perfect big data's infrastructure construction, according to the present situation of our country, we can start from two aspects: establishing public service system and perfecting E-government platform; Thirdly, it is necessary to strengthen the cultivation of big data's related talents, to accurately grasp the talent outlook and talent demand of big data, and then to train the professionals of big data. Fourth, the establishment of data use norms, optimize big data legislation, and strengthen big data ethical norms. What really changes society is not just technology or data, but government departments that have the right to make policy choices, institutional reforms, and social citizens who have access to technology and data. It is an endless stream of new ideas and methods produced by countless open free people who cooperate and share with each other.
