【摘要】：當(dāng)前,現(xiàn)代化戰(zhàn)爭迫切需要部隊加強(qiáng)信息化建設(shè),在技術(shù)高度發(fā)展的今天,現(xiàn)代化管理以及遠(yuǎn)程控制、監(jiān)督已經(jīng)變成部隊管理中非常重要的手段。部隊車輛管理是執(zhí)行部隊運(yùn)輸和公務(wù)任務(wù)的重要組成部分,是保障部隊的物資運(yùn)輸和作戰(zhàn)中隨行任務(wù)的重要手段。將車輛管理現(xiàn)代化、網(wǎng)絡(luò)化和信息化,是提高部隊?wèi)?zhàn)斗力和適應(yīng)全軍信息化發(fā)展的趨勢,這就是本系統(tǒng)的目標(biāo)所在。本文主要研究了如何利用互聯(lián)網(wǎng)信息管理系統(tǒng)對部隊各種常用車輛進(jìn)行實(shí)時監(jiān)控和指揮,提高管理效率,增強(qiáng)車輛裝備的軍事經(jīng)濟(jì)效益。本文的主要內(nèi)容如下:1、基于部隊管理的特殊性,通過研究國內(nèi)與國外管理現(xiàn)狀,提出了在武警部隊中構(gòu)建車輛管理系統(tǒng)的重要性,同時對本系統(tǒng)需要運(yùn)用的核心技術(shù)進(jìn)行介紹,分析了車輛管理系統(tǒng)設(shè)計的可行性。2、對目前部隊車輛管理的主要需求進(jìn)行詳細(xì)描述和總結(jié),介紹了本系統(tǒng)的設(shè)計思路和設(shè)計流程,并對本系統(tǒng)的分組設(shè)計和安全性提出了要求。3、在設(shè)計本車輛管理系統(tǒng)時整合了各項先進(jìn)技術(shù),引入GIS系統(tǒng),配合車牌識別,使車輛管理系統(tǒng)得到優(yōu)化。將高端技術(shù)應(yīng)用于車輛管理系統(tǒng),讓車輛管理系統(tǒng)可進(jìn)行實(shí)時管理,數(shù)據(jù)更加準(zhǔn)確。4、利用系統(tǒng)實(shí)現(xiàn)了規(guī)范部隊車輛信息化管理的目的,將整個系統(tǒng)功能進(jìn)行分組處理,實(shí)現(xiàn)了用戶注冊、登陸系統(tǒng)、車輛與人員的管理、用車申請和審批以及任務(wù)的管理,同時確保系統(tǒng)的操作界面簡單、操作流程人性化,使用方便、快捷、安全。武警部隊車輛管理系統(tǒng)基本實(shí)現(xiàn)了人員管理、車輛管理,車輛審批與調(diào)度,信息管理等功能。本系統(tǒng)的優(yōu)點(diǎn)在于信息管理的準(zhǔn)確性和自動化,簡化了用車審批流程,申請與審批可實(shí)時進(jìn)行,車輛使用透明,使用軌跡可查,從大幅度上減少了公車私用,同時執(zhí)行任務(wù)車輛由系統(tǒng)自動匹配,匹配度高。本系統(tǒng)的推廣與實(shí)施,將會提高武警部隊車輛調(diào)度效率,增強(qiáng)安全性,提高部隊管理水平。
[Abstract]:At present, the modern war urgently needs the troops to strengthen the information construction, in the technical high development today, the modernized management and the remote control, the supervision has become the very important means in the troop management. The management of military vehicles is an important part of carrying out the transportation and official duties of the troops, and is an important means to ensure the transportation of materials and the accompanying tasks in the operations of the troops. The modernization, networking and informationization of vehicle management are the trend of improving the combat effectiveness of the army and adapting to the development of information technology in the whole army, which is the goal of this system. This paper mainly studies how to use the Internet information management system to monitor and command the military vehicles in real time, to improve the management efficiency and to enhance the military economic benefits of vehicle equipment. The main contents of this paper are as follows: 1. Based on the particularity of the army management, the importance of building the vehicle management system in the Armed Police Force is put forward by studying the present situation of the management at home and abroad. At the same time, the paper introduces the core technology of the system, analyzes the feasibility of the design of the vehicle management system, and describes and summarizes the main requirements of the vehicle management in the army in detail. This paper introduces the design idea and design flow of the system, and puts forward the requirements for the group design and security of the system. 3. The advanced technologies are integrated in the design of the vehicle management system, and the GIS system is introduced to cooperate with the license plate recognition. The vehicle management system is optimized. The high-end technology is applied to the vehicle management system, so that the vehicle management system can be managed in real time, and the data is more accurate. 4. The purpose of standardizing the information management of military vehicles is realized by using the system, and the whole system function is divided into groups. User registration, login system, vehicle and personnel management, vehicle application and approval, and task management are realized. At the same time, the operation interface of the system is simple, the operation flow is humanized, the use is convenient, quick and safe. The vehicle management system of the Armed Police Force basically realizes the functions of personnel management, vehicle approval and dispatch, information management and so on. The advantage of this system lies in the accuracy and automation of information management, which simplifies the process of vehicle examination and approval. The application and approval can be carried out in real time, the use of vehicles is transparent, the track of use is traceable, and the private use of buses is greatly reduced. At the same time, the vehicle is automatically matched by the system, and the matching degree is high. The popularization and implementation of the system will improve the efficiency of vehicle scheduling, enhance security and improve the management level of the armed police force.
