寧波市耕地質(zhì)量管理信息系統(tǒng)建設(shè)與應(yīng)用

【摘要】:隨著社會(huì)經(jīng)濟(jì)的發(fā)展,在耕地?cái)?shù)量減少趨勢(shì)短時(shí)期內(nèi)不可逆轉(zhuǎn)的同時(shí),耕地質(zhì)量總體下降的問(wèn)題也日益凸顯,糧食安全、耕地保護(hù)面臨嚴(yán)峻挑戰(zhàn)。有效保護(hù)耕地和提高耕地質(zhì)量,事關(guān)國(guó)家糧食安全、農(nóng)業(yè)可持續(xù)發(fā)展。應(yīng)用現(xiàn)代化科技手段提高耕地質(zhì)量管理水平,促進(jìn)耕地資源的科學(xué)合理利用已是當(dāng)務(wù)之急。本論文結(jié)合寧波市耕地質(zhì)量管理和決策的需要,以寧波市耕地資源為管理對(duì)象,綜合集成以地理信息系統(tǒng)技術(shù)為核心的先進(jìn)技術(shù)手段,開發(fā)了基于ArcGIS Engine 10.0的耕地質(zhì)量管理信息系統(tǒng)。系統(tǒng)包括標(biāo)準(zhǔn)農(nóng)田占補(bǔ)審核、標(biāo)準(zhǔn)農(nóng)田地力評(píng)價(jià)、耕地相關(guān)項(xiàng)目管理、耕地質(zhì)量定位監(jiān)測(cè)等專題應(yīng)用,具有強(qiáng)大的空間信息處理和分析功能,能夠高效、便捷地組織管理耕地質(zhì)量信息。本論文對(duì)系統(tǒng)的總體結(jié)構(gòu)設(shè)計(jì)、數(shù)據(jù)庫(kù)建立及功能開發(fā)與實(shí)現(xiàn)進(jìn)行了詳細(xì)的探討和分析。軟件提供友好的人機(jī)交互界面,方便用戶應(yīng)用,為農(nóng)業(yè)部門提供信息化、智能化的耕地質(zhì)量管理服務(wù)平臺(tái),完成耕地資源數(shù)據(jù)綜合管理和耕地質(zhì)量信息動(dòng)態(tài)監(jiān)管。該系統(tǒng)建立和應(yīng)用使動(dòng)態(tài)監(jiān)測(cè)融入耕地質(zhì)量的日常行政管理,實(shí)現(xiàn)耕地質(zhì)量的實(shí)時(shí)監(jiān)控,將在推動(dòng)寧波農(nóng)業(yè)信息化建設(shè)和促進(jìn)農(nóng)業(yè)健康發(fā)展中發(fā)揮重要作用,為高效管理區(qū)域耕地資源,服務(wù)政府決策提供基礎(chǔ)支撐。
[Abstract]:With the development of social economy, while the decrease of cultivated land quantity is irreversible in a short period of time, the problem of the overall decline of cultivated land quality is becoming increasingly prominent, and the food security and cultivated land protection are facing severe challenges. The effective protection of cultivated land and the improvement of cultivated land quality are related to national food security and sustainable development of agriculture. It is urgent to use modern scientific and technological means to improve the quality management level of cultivated land and to promote the scientific and rational utilization of cultivated land resources. According to the needs of cultivated land quality management and decision-making in Ningbo, this paper takes the cultivated land resources of Ningbo as the management object, and integrates the advanced technical means with GIS technology as the core. The cultivated land quality management information system based on ArcGIS Engine 10.0 is developed. The system includes special applications such as standard farmland occupation and compensation audit, standard farmland land fertility evaluation, arable land related project management, cultivated land quality positioning monitoring and other thematic applications. It has powerful spatial information processing and analysis functions, and can be highly efficient. Organize and manage cultivated land quality information conveniently. In this paper, the overall structure design, database establishment, function development and implementation of the system are discussed and analyzed in detail. The software provides friendly man-machine interface, convenient user application, provides information and intelligent service platform for cultivated land quality management, completes comprehensive management of cultivated land resources data and dynamic supervision of cultivated land quality information. The establishment and application of the system will bring dynamic monitoring into the daily administration of cultivated land quality and realize the real-time monitoring of cultivated land quality, which will play an important role in promoting the construction of agricultural informatization in Ningbo and promoting the healthy development of agriculture. For efficient management of regional cultivated land resources, to provide basic support for government decision-making.
