KD軟件公司采購(gòu)管理

【摘要】:自從2001年中國(guó)正式加入WTO以后,中國(guó)企業(yè)高速成長(zhǎng),企業(yè)規(guī)模不斷壯大。為了更好提升企業(yè)市場(chǎng)競(jìng)爭(zhēng)力,中國(guó)企業(yè)在信息化建設(shè)上的投入逐年增加,尤其在企業(yè)管理軟件方面投入最大,從而促使中國(guó)企業(yè)管理軟件企業(yè)銷(xiāo)售收入高速增長(zhǎng)。在業(yè)務(wù)高速成長(zhǎng)的同時(shí)中國(guó)企業(yè)管理軟件企業(yè)也面臨著國(guó)內(nèi)外競(jìng)爭(zhēng)對(duì)手的激烈競(jìng)爭(zhēng),為了在激烈的市場(chǎng)競(jìng)爭(zhēng)中勝出以搶占更多市場(chǎng)份額,中國(guó)管理軟件企業(yè)在研發(fā)、市場(chǎng)營(yíng)銷(xiāo)、人力資源和行政管理方面投入了大量的配套資源,導(dǎo)致其采購(gòu)支出逐年增多。從中國(guó)管理軟件行業(yè)具有代表性的上市公司財(cái)務(wù)報(bào)表進(jìn)行分析發(fā)現(xiàn),部分上市公司2015年采購(gòu)支出占銷(xiāo)售收入的比重已達(dá)到31%。隨著采購(gòu)支出比重的增加,長(zhǎng)期被忽視的采購(gòu)管理逐漸被中國(guó)管理軟件企業(yè)管理者所重視。KD軟件公司作為中國(guó)企業(yè)管理軟件行業(yè)領(lǐng)軍企業(yè)之一,2012年以來(lái)因受宏觀經(jīng)濟(jì)和市場(chǎng)需求萎縮的影響,KD軟件公司銷(xiāo)售收入一直處于負(fù)增長(zhǎng)狀態(tài),而采購(gòu)支出占銷(xiāo)售收入的比重已達(dá)到8%以上。為了盡快突破困境,KD軟件公司一方面積極拓展新興業(yè)務(wù),推動(dòng)公司轉(zhuǎn)型升級(jí);另一方面加強(qiáng)公司內(nèi)部管理,在降低管理費(fèi)用和項(xiàng)目預(yù)算支出的同時(shí),不斷提升采購(gòu)部門(mén)的戰(zhàn)略地位,希望通過(guò)公司層面的采購(gòu)管理以達(dá)到降低整體采購(gòu)成本和提升企業(yè)利潤(rùn)的目的。對(duì)于習(xí)慣于操作型采購(gòu)的KD軟件公司的采購(gòu)部門(mén),隨著對(duì)采購(gòu)業(yè)務(wù)管理范圍的擴(kuò)大和深入,發(fā)現(xiàn)現(xiàn)有的組織架構(gòu)分工、采購(gòu)管理模式、采購(gòu)信息系統(tǒng)及采購(gòu)風(fēng)險(xiǎn)控制方式已經(jīng)無(wú)法有效支撐采購(gòu)業(yè)務(wù)的發(fā)展,如何搭建科學(xué)、高效、符合公司戰(zhàn)略發(fā)展的采購(gòu)管理體系,成為采購(gòu)部門(mén)急需思考和解決的問(wèn)題。本文以現(xiàn)代采購(gòu)管理理論為指導(dǎo),以KD軟件公司采購(gòu)管理現(xiàn)狀為研究對(duì)象,通過(guò)對(duì)KD軟件公司的采購(gòu)管理現(xiàn)狀進(jìn)行深入分析,歸納出其采購(gòu)管理中存在的問(wèn)題及產(chǎn)生的原因,然后以供應(yīng)定位模型、供應(yīng)商感知模型作為研究工具,從采購(gòu)組織架構(gòu)、需求管理、供應(yīng)商管理、采購(gòu)業(yè)務(wù)管控、采購(gòu)信息系統(tǒng)和采購(gòu)風(fēng)險(xiǎn)控制六個(gè)方面進(jìn)行改進(jìn),搭建符合KD軟件公司戰(zhàn)略發(fā)展需要的、科學(xué)、高效的采購(gòu)管理體系,有效推動(dòng)采購(gòu)部門(mén)操作型采購(gòu)向戰(zhàn)略型采購(gòu)轉(zhuǎn)型,對(duì)公司采購(gòu)成本降低和采購(gòu)效率提升也起到了積極作用。
[Abstract]:Since China formally joined the WTO in 2001, Chinese enterprises have grown rapidly and the scale of enterprises has been growing. In order to improve the market competitiveness of enterprises, the investment of Chinese enterprises in information construction is increasing year by year, especially in enterprise management software, which promotes the rapid growth of sales income of Chinese enterprise management software enterprises. While the business is growing at a high speed, Chinese enterprise management software enterprises are also facing fierce competition from domestic and foreign competitors. In order to win in the fierce market competition to seize more market share, Chinese management software enterprises are developing and marketing. Human resources and administration invested a large amount of matching resources, which led to the increase of procurement expenditure year by year. From the analysis of the financial statements of the representative listed companies in China's management software industry, it is found that the proportion of purchasing expenditure to sales revenue of some listed companies in 2015 has reached 31%. As the proportion of procurement expenditure increases, Procurement management, which has been neglected for a long time, has been paid more and more attention by the managers of Chinese management software enterprises. KD software company is one of the leading enterprises in Chinese enterprise management software industry. It has been affected by the shrinking macroeconomic and market demand since 2012. The sales revenue of KD Software Company has been in a negative growth state. The proportion of procurement expenditure in sales revenue has reached more than 8%. In order to break through the predicament as soon as possible, KD Software Company actively develops new business and promotes the transformation and upgrading of the company; on the other hand, it strengthens the internal management of the company, while reducing management costs and project budget expenditures. In order to reduce the overall purchasing cost and increase the profit of the enterprise, we hope to improve the strategic position of the purchasing department through the purchasing management at the company level. For the procurement department of KD Software Company, which is used to operational procurement, with the expansion and deepening of the scope of procurement business management, the existing organizational structure division of labor, procurement management model, Procurement information system and procurement risk control can not effectively support the development of procurement business, how to build a scientific, efficient, in line with the company's strategic development of the procurement management system, procurement departments need to think about and solve the problem. Under the guidance of modern purchasing management theory, this paper takes the current situation of KD software company's purchasing management as the research object, through the deep analysis to the KD software company's purchase management present situation, sums up the existing problems and the causes of the purchase management of the KD software company. Then, supply location model and supplier perception model are used as research tools to improve procurement organization structure, demand management, supplier management, procurement business control, procurement information system and procurement risk control. To set up a scientific and efficient procurement management system that meets the strategic development needs of KD software company, and to effectively promote the transformation of purchasing department from operational procurement to strategic procurement, which has also played a positive role in reducing procurement costs and improving procurement efficiency.
