【摘要】：隨著農(nóng)村經(jīng)濟(jì)的快速發(fā)展以及農(nóng)業(yè)法律體系的不斷完善,農(nóng)業(yè)行政執(zhí)法工作所涉及的范圍也越來越廣,農(nóng)業(yè)行政執(zhí)法面臨的基礎(chǔ)信息量也越來越大,同時(shí)執(zhí)法對(duì)象對(duì)執(zhí)法規(guī)范性、公平性要求也越來越高。運(yùn)用信息化手段,開發(fā)建設(shè)全省統(tǒng)一的農(nóng)業(yè)執(zhí)法信息系統(tǒng),對(duì)提高執(zhí)法質(zhì)量和效率,增強(qiáng)執(zhí)法快速的反應(yīng)能力,嚴(yán)格執(zhí)法管理,規(guī)范執(zhí)法行為,具有重要作用。根據(jù)江蘇省農(nóng)委農(nóng)業(yè)行政執(zhí)法總隊(duì)的要求,我們?cè)O(shè)計(jì)開發(fā)了“江蘇省農(nóng)業(yè)行政執(zhí)法信息系統(tǒng)”。論文針對(duì)江蘇省農(nóng)業(yè)行政執(zhí)法信息系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn)進(jìn)行了闡述,主要工作如下:1、根據(jù)江蘇省農(nóng)委農(nóng)業(yè)行政執(zhí)法總隊(duì)的開發(fā)需求,在分析了系統(tǒng)業(yè)務(wù)需求的基礎(chǔ)上,對(duì)系統(tǒng)功能進(jìn)行了劃分。對(duì)系統(tǒng)的硬件體系結(jié)構(gòu)、軟件體系結(jié)構(gòu)、系統(tǒng)架構(gòu)、移動(dòng)端、數(shù)據(jù)庫、安全性進(jìn)行了設(shè)計(jì),指出了系統(tǒng)開發(fā)的關(guān)鍵技術(shù),并對(duì)系統(tǒng)中的主要數(shù)據(jù)結(jié)構(gòu)、接口、以及系統(tǒng)實(shí)現(xiàn)的方法進(jìn)行了論述;2、根據(jù)需求,系統(tǒng)設(shè)計(jì)開發(fā)了一種移動(dòng)端直接驅(qū)動(dòng)打印機(jī)打印的技術(shù),可以實(shí)現(xiàn)移動(dòng)端實(shí)時(shí)無線打印各種行政執(zhí)法文件;3、為確保系統(tǒng)與用戶之間數(shù)據(jù)傳輸?shù)陌踩�、完整性以及�?shí)現(xiàn)身份認(rèn)證,在開發(fā)時(shí)采用HTTPs技術(shù)全程加密;4、對(duì)系統(tǒng)的九個(gè)功能模塊進(jìn)行了功能測(cè)試,系統(tǒng)與用戶間的數(shù)據(jù)傳輸進(jìn)行了安全性測(cè)試,對(duì)系統(tǒng)進(jìn)行了壓力測(cè)試。通過上述測(cè)試,說明了系統(tǒng)的穩(wěn)定性、可靠性和安全性。系統(tǒng)已經(jīng)在江蘇省各市農(nóng)業(yè)行政執(zhí)法部門廣泛應(yīng)用,運(yùn)行情況良好。在原系統(tǒng)平臺(tái)的基礎(chǔ)上,根據(jù)新的需求,目前正在進(jìn)行系統(tǒng)的二期開發(fā)。相關(guān)開發(fā)成果已獲得軟件著作權(quán)和申報(bào)軟件發(fā)明專利。
[Abstract]:With the rapid development of rural economy and the continuous improvement of agricultural legal system, the scope of agricultural administrative law enforcement is more and more extensive, and the basic information of agricultural administrative law enforcement is more and more large. At the same time, the law enforcement object to the law enforcement standard, the fairness request is also higher and higher. The development and construction of a unified agricultural law enforcement information system in the province by means of information technology plays an important role in improving the quality and efficiency of law enforcement, enhancing the ability to respond quickly to law enforcement, strictly managing law enforcement, and standardizing law enforcement behavior. According to the request of agricultural administrative law enforcement team of Jiangsu Agricultural Committee, we have designed and developed Jiangsu Province Agricultural Administrative Law Enforcement Information system. This paper expounds the design and implementation of agricultural administrative law enforcement information system in Jiangsu Province. The main work is as follows: 1. According to the development needs of agricultural administrative law enforcement team of Jiangsu Agricultural Commission, the paper analyzes the system business requirements. The function of the system is divided. The hardware architecture, software architecture, system architecture, mobile terminal, database and security of the system are designed. The key technologies of system development are pointed out, and the main data structures and interfaces in the system are also discussed. And the realization method of the system is discussed. According to the demand, the system designs and develops a technology of direct driving printer printing on the mobile end. In order to ensure the security, integrity and authentication of the data transmission between the system and the user, the mobile terminal can print all kinds of administrative law enforcement documents in real time and wireless. In the course of development, HTTPs technology is used to encrypt the whole process. The nine function modules of the system are tested, the data transmission between the system and the users is tested, and the system is tested under pressure. Through the above tests, the stability, reliability and safety of the system are explained. The system has been widely used in agricultural administrative law enforcement departments in Jiangsu Province, running well. On the basis of the original system platform and according to the new requirements, the second phase development of the system is under way. The related development achievement has obtained the software copyright and the application software invention patent.
