【摘要】：隨著國家戰(zhàn)略的大力推進(jìn),各港口正面臨的要轉(zhuǎn)型的艱巨任務(wù),建設(shè)智慧型港口將成為其發(fā)展的最新趨勢。目前,海事局已經(jīng)記錄了關(guān)于船舶、船員、水文氣象等各類數(shù)據(jù)源和完備的海上搜救體系等方面的數(shù)據(jù),為推動(dòng)智慧港口的建設(shè)奠定了信息化的基礎(chǔ)。擁有如此全面完備的數(shù)據(jù),海事局便可以不再依靠經(jīng)驗(yàn)、直覺來判斷解決事務(wù),進(jìn)行基于這些數(shù)據(jù)的分析研究可以更好地幫助海事局進(jìn)行日常及突發(fā)事故處理。本文便是要實(shí)現(xiàn)一套海上搜救中心應(yīng)急指揮系統(tǒng)來幫助海事局更好地分析問題、處理問題。本文首先針對海上搜救中心應(yīng)急指揮系統(tǒng)進(jìn)行了需求分析和詳細(xì)設(shè)計(jì)。在系統(tǒng)實(shí)現(xiàn)中,系統(tǒng)被依據(jù)基本功能劃分為監(jiān)控指揮模塊、決策支持模塊、電子海圖模塊、電子演練模塊、融合通訊模塊、系統(tǒng)工具及外部工具模塊這六個(gè)模塊�；�.NET平臺(tái)、客戶端/服務(wù)器(C/S)架構(gòu)和數(shù)據(jù)庫SQL Server 2005Express,配合WCF、WPF、MSMQ等技術(shù)進(jìn)行通訊、呈現(xiàn)等方面的實(shí)現(xiàn)來進(jìn)行系統(tǒng)的開發(fā)建設(shè)工作。海上搜救中心應(yīng)急指揮系統(tǒng)旨在成為海事應(yīng)急指揮的重要決策工具,是集水上安全監(jiān)控、海上搜救決策、信息分析處理等為一體的信息、指揮、協(xié)調(diào)工作平臺(tái),可以實(shí)現(xiàn)海上應(yīng)急指揮信息的綜合、快速查詢,高效、準(zhǔn)確和動(dòng)態(tài)的海上施救目標(biāo)定位和監(jiān)控,降低海事搜救指揮工作強(qiáng)度,提高搜救響應(yīng)速度,滿足海事搜救工作信息化的需要。
[Abstract]:With the development of national strategy, each port is facing the arduous task of transformation, the construction of intelligent port will become the latest trend of its development. At present, the Bureau of Maritime Affairs has recorded data on ships, crew, hydrometeorology and other data sources and a complete maritime search and rescue system, which has laid the foundation of information for the construction of intelligent ports. With such comprehensive and complete data, the MSA can no longer rely on experience and intuition to judge and solve the affairs, and the analysis and research based on these data can better help the MSA to deal with daily and unexpected accidents. The purpose of this paper is to implement an emergency command system of maritime search and rescue center to help the maritime bureau to better analyze and deal with problems. In this paper, the emergency command system of maritime search and rescue center is analyzed and designed in detail. In the implementation of the system, the system is divided into six modules according to the basic functions: monitoring and command module, decision support module, electronic chart module, electronic exercise module, fusion communication module, system tool and external tool module. Based on. Net platform, client / Server (C / S) architecture and database SQL Server 2005 express, communication and presentation with WCF,WPF,MSMQ and other technologies are implemented to develop and build the system. The emergency command system of the maritime search and rescue center aims to become an important decision-making tool for maritime emergency command. It is an information, command and coordination platform that integrates water safety monitoring, maritime search and rescue decision-making, information analysis and processing, etc. It can realize the synthesis of maritime emergency command information, quick inquiry, efficient, accurate and dynamic positioning and monitoring of maritime rescue targets, reduce the intensity of maritime search and rescue command work, and improve the speed of search and rescue response. To meet the needs of maritime search and rescue information.
