省級電信公司多級采購集中化業(yè)務(wù)處理系統(tǒng)的設(shè)計與實現(xiàn)

【摘要】:省級電信公司在未使用信息化進行多級采購集中化業(yè)務(wù)處理時容易出現(xiàn)以下問題:比如采購集中化業(yè)務(wù)處理成本較高,采購效率偏低,采購中招標(biāo)項目繁雜;采購審批過程繁瑣,審批浪費大量時間,嚴(yán)重影響采購的整個階段;沒有形成統(tǒng)一的供應(yīng)商管理辦法;公司沒有固定的采購產(chǎn)品庫,采購項目沒達(dá)成一致,維護過程復(fù)雜;數(shù)據(jù)規(guī)范不一致,訂單執(zhí)行統(tǒng)計比較費勁,很難合理方便的監(jiān)督采購申請有沒有按照采購計劃執(zhí)行等。所以,省級電信公司設(shè)計與實現(xiàn)多級采購集中化業(yè)務(wù)處理系統(tǒng)已成為大勢所趨。多級采購集中化業(yè)務(wù)處理系統(tǒng)使用B/S模式,MVC思想,JAVA語言,SSH框架作為技術(shù)支撐,系統(tǒng)按照MVC思想,在技術(shù)架構(gòu)設(shè)計中劃分為表示層、控制層、業(yè)務(wù)邏輯層及持久層。表示層內(nèi),主要利用JSP頁面、Struts標(biāo)簽通過Struts配置文件的幫助,利用FromBean進行表示層內(nèi)數(shù)據(jù)的封裝與綁定;控制層內(nèi),通過Action類及Action Servlet類完成請求的接收與傳遞;業(yè)務(wù)邏輯層內(nèi),使用Spring框架、利用IOC容器、業(yè)務(wù)邏輯組件進行事務(wù)處理,還使用Hibernate進行數(shù)據(jù)訪問;持久層內(nèi),調(diào)用Hibernate接口,根據(jù)具體的映射文件、配置文件,通過DAO模式進行數(shù)據(jù)的具體操作。系統(tǒng)實現(xiàn)了七個模塊,即集采需求管理、請購管理、采購方案、采購決策、采購訂單執(zhí)行、供應(yīng)商管理、基礎(chǔ)配置。集采需求管理主要實現(xiàn)需求收集、需求匯總、需求填報、突發(fā)需求申報、突發(fā)需求受理、突發(fā)需求匯總。請購管理主要實現(xiàn)新增請購單、查詢請購單、年度需求調(diào)查工單、調(diào)查統(tǒng)計列表、統(tǒng)計查詢、年度調(diào)查、年度查詢、年度集中。采購方案主要實現(xiàn)查詢采購方案、采購過程、監(jiān)察頁面、新增采購方案。采購決策主要實現(xiàn)新增采購決策、新增合同通知、查詢采購決策、查詢合同、查詢合同通知。采購訂單執(zhí)行主要實現(xiàn)查詢采購訂單、發(fā)貨通知審核、發(fā)貨通知/關(guān)聯(lián)決策、新增投訴、投訴信息查詢、新增提問。供應(yīng)商管理主要實現(xiàn)供應(yīng)商信息審核、新增供應(yīng)商、查詢供應(yīng)商。基礎(chǔ)配置主要實現(xiàn)采購目錄管理、產(chǎn)品類別管理、產(chǎn)品管理、產(chǎn)品供應(yīng)商管理、配額管理。系統(tǒng)的使用能夠簡化省級電信公司的采購集中化業(yè)務(wù)處理流程,能夠便于公司合理安排資產(chǎn),合理分配預(yù)算執(zhí)行;可以更好的發(fā)揮自身特色,減輕采購成本;同時也能給領(lǐng)導(dǎo)進行決策帶來更多的動態(tài)與形象的指標(biāo),更容易找出問題,增強監(jiān)督力度。
[Abstract]:Provincial telecom companies are prone to the following problems when they do not use information technology to deal with multi-level procurement centralization business: for example, procurement centralized business processing costs are high, procurement efficiency is low, procurement bidding projects are complicated; The procurement approval process is cumbersome, the approval wastes a lot of time, seriously affects the entire procurement stage; does not form the unified supplier management method; the company does not have the fixed procurement product storehouse, the purchase item does not reach the agreement, the maintenance process is complex; The data standard is inconsistent, the order execution statistics is more difficult, it is difficult to supervise the purchase application according to the purchase plan and so on. Therefore, the design and implementation of multi-level procurement centralized business processing system in provincial telecom companies has become the trend of the times. The multilevel purchasing centralized service processing system uses B / S pattern MVC thought and Java language SSH framework as the technical support. According to MVC thought, the system is divided into presentation layer, control layer, business logic layer and persistence layer in the technical architecture design. In the presentation layer, we mainly use the help of the Struts tag to encapsulate and bind the data in the presentation layer with the help of the Struts configuration file; in the control layer, the request is received and transferred through the Action class and the Action servlet class; in the business logic layer, the request is received and transferred through the Action class and the Action servlet class. Using Spring framework, using IOC container, business logic components for transaction processing, and hibernate for data access; persistent layer, call hibernate interface, according to the specific mapping file, configuration file, through Dao mode data specific operation. The system implements seven modules, which are collection demand management, requisition management, purchasing scheme, purchasing decision, purchase order execution, supplier management, and basic configuration. The collection demand management mainly realizes the demand collection, the demand summary, the demand fill out, the burst demand declaration, the burst demand acceptance, the burst demand summary. Requisition management mainly realizes new requisition, inquiry requisition, annual demand survey, survey statistical list, statistical inquiry, annual survey, annual inquiry, annual centralization. The procurement plan mainly realizes the inquiry purchase plan, the procurement process, the monitor page, the new purchase plan. Purchasing decision mainly realizes new purchase decision, new contract notice, inquiry purchase decision, inquiry contract notice. Purchase order execution mainly realizes inquiry purchase order, delivery notification audit, delivery notification / association decision, new complaint, complaint information query, new question. Supplier management mainly implements supplier information audit, add suppliers, query suppliers. Basic configuration mainly realizes purchasing catalog management, product category management, product supplier management, quota management. The use of the system can simplify the process of centralized procurement business of provincial telecom companies, facilitate the company to arrange assets reasonably, allocate budget execution reasonably, and better display its own characteristics and reduce the procurement costs. At the same time, it can also bring more dynamic and image indicators for leaders to make decisions, and it is easier to identify problems and strengthen supervision.
