哈爾濱市住房專項維修資金管理系統(tǒng)的設計與實現(xiàn)

【摘要】:住房專項維修資金被稱為房屋的“養(yǎng)老金”,隨著商品住宅的發(fā)展,國家出臺制定了一系列的維修資金法規(guī)和政策,而房地產(chǎn)的高速發(fā)展,使得很多房屋都進入了老化,失修的狀態(tài),需要使用已經(jīng)歸集的維修資金,一些老舊房屋未交存過維修資金也需要在房產(chǎn)進行交易的時候歸集維修資金,每套房子將有其自己的維修資金,維修資金的歸集金額比較大,如何按照法規(guī)政策管理住房維修資金涉及到千家萬戶的利益。本論文所研究的內容為哈爾濱市住房專項維修資金管理系統(tǒng)。系統(tǒng)建設時每套房屋隸屬一個項目,可以有一個或多個資金賬戶,每個賬戶都是獨立的,在使用時需要擁有賬戶的業(yè)務意見;系統(tǒng)主要包括資金歸集模塊,資金管理模塊和資金使用模塊。其中資金歸集模塊是專項維修資金的入口,主要功能包括項目及房屋管理,建設單位管理,業(yè)務受理及審核。業(yè)務受理及審核包括資金交存業(yè)務,補交業(yè)務,續(xù)交業(yè)務,返還業(yè)務,全額返還業(yè)務等業(yè)務的受理及審核。資金管理模塊主要功能包括票據(jù)管理,憑證管理,計息結息管理,臺賬管理等。資金使用模塊主要功能包括用戶清冊管理,使用申請審核功能,資金劃撥審核功能,質保金劃撥審核功能及工程款管理等功能。本文的計息結息包括業(yè)務辦理時計息結息和定時計息結息。根據(jù)辦理業(yè)務的不同調用計息和結息的功能。定時計息按照政策規(guī)定每年計息四次,結息一次。計息結息時的利率根據(jù)銀行的定期或活期的利息進行計算。本論文中資金歸集模塊,資金管理模塊和資金使用模塊都涉及資金,各個模塊間的邏輯關系也非常緊密。資金交存時產(chǎn)生的資金賬號是后期資金管理模塊和資金使用模塊的基礎,也是資金歸集其他業(yè)務的基礎。資金歸集的拆遷返還業(yè)務會將資金余額清零,賬戶注銷。資金使用模塊業(yè)務中使用維修資金時按照法規(guī)資金賬戶的余額不能低于百分之三十,且維修項目涉及的業(yè)主需要有三分之二同意方可使用維修資金。本論文采用Java為開發(fā)語言,Oracle10g數(shù)據(jù)庫建設系統(tǒng),同時系統(tǒng)使用了Spring框架,JQuery等。最后本論文介紹了系統(tǒng)的功能能和非功能測試,功能測試的測試用例說明系統(tǒng)的功能符合維修資金的業(yè)務功能和邏輯,滿足用戶提出的各項需求。準確性測試用例表明系統(tǒng)的計息結息與預期結果一致,其他非功能測試結果與預期結果相符,系統(tǒng)測試的結果說明系統(tǒng)符合預期結果,達到系統(tǒng)建設要求。
[Abstract]:Housing special maintenance fund is called the "pension" of housing. With the development of commercial housing, the state has issued a series of maintenance fund regulations and policies. With the rapid development of real estate, many houses have entered an aging period. In the state of disrepair, it is necessary to use the maintenance funds that have been collected, and some old houses that have not deposited maintenance funds also need to collect the maintenance funds when the property is traded. Each house will have its own maintenance funds. The amount of maintenance funds is large, how to manage housing maintenance funds according to laws and regulations is related to the interests of thousands of families. The content of this paper is Harbin housing special maintenance fund management system. When the system is built, each house belongs to a project, it can have one or more fund accounts, each account is independent, and it needs to have the business advice of the account when it is used. Fund management module and fund usage module. The fund collection module is the entrance of the special maintenance fund. The main functions include project and housing management, construction unit management, business acceptance and audit. Business acceptance and audit includes deposit of funds, replenishment, continuation, return, full return, etc. The main functions of fund management module include bill management, voucher management, interest balance management, account management and so on. The main functions of fund use module include user inventory management, application audit function, fund transfer audit function, quality guarantee transfer audit function and engineering fund management function. The interest balance includes business transaction interest balance and timing interest balance. According to the operation of the different transfer of interest and balance of the function. According to the policy, the fixed interest shall be calculated four times a year and the interest shall be paid once. The interest rate at which interest is payable is calculated on the basis of the bank's time or demand interest. In this paper, funds collection module, fund management module and fund use module all involve funds, and the logical relationship between each module is very close. The fund account generated when the fund is deposited is the foundation of the later fund management module and the fund usage module, and also the foundation of the collection of funds into other business. The removal and return business of the collection of funds will clear the fund balance and the account will be written off. The balance of the fund account should not be lower than 30% when using the maintenance fund in the operation of the fund use module, and the owner involved in the maintenance project needs to have 2/3 consent to use the maintenance fund. This paper uses Java as the development language Oracle10g database construction system, at the same time the system uses Spring framework JQuery and so on. Finally, this paper introduces the functional and non-functional testing of the system. The test cases of the functional test show that the function of the system conforms to the business function and logic of the maintenance fund, and meets the needs of the users. The accuracy test cases show that the interest balance of the system is consistent with the expected results, other non-functional test results are consistent with the expected results, and the system test results show that the system meets the expected results and meets the requirements of system construction.
