【摘要】：國(guó)家經(jīng)濟(jì)水平在不斷提高和改革程度的加深,我國(guó)農(nóng)村家庭承包責(zé)任制越來(lái)越不能適應(yīng)我國(guó)農(nóng)業(yè)的發(fā)展,為了較好的發(fā)展現(xiàn)代化農(nóng)業(yè),國(guó)家進(jìn)行了全國(guó)范圍內(nèi)的農(nóng)村土地承包經(jīng)營(yíng)權(quán)的調(diào)查。農(nóng)村土地承包經(jīng)營(yíng)權(quán)調(diào)查主要是確定地塊的形狀和空間位置,地塊的形狀和空間位置主要依靠界址點(diǎn)和面積來(lái)確定,所以對(duì)地塊來(lái)說(shuō)界址點(diǎn)誤差和面積相對(duì)誤差大小就顯得十分重要。本論文主要分析界址點(diǎn)誤差和面積相對(duì)誤差的影響因素和如何提高界址點(diǎn)精度和面積相對(duì)誤差精度,主要是保證地塊的位置和面積準(zhǔn)確,同時(shí)也為相關(guān)工作提供參考。論文主要內(nèi)容是首先闡述承包地塊經(jīng)營(yíng)權(quán)的整個(gè)作業(yè)過(guò)程,在每個(gè)具體環(huán)節(jié)上作業(yè)人員應(yīng)該注意哪些具體問(wèn)題。通過(guò)參與承包地經(jīng)營(yíng)權(quán)地塊外業(yè)精度檢測(cè)的具體實(shí)踐,發(fā)現(xiàn)農(nóng)業(yè)部《農(nóng)村土地承包經(jīng)營(yíng)權(quán)調(diào)查規(guī)程》中對(duì)界址點(diǎn)精度和面積相對(duì)誤差精度的規(guī)定不是很完善,對(duì)滿足界址點(diǎn)精度要求需要多大的面積才能保證面積相對(duì)誤差不超出規(guī)定沒(méi)有給出具體的規(guī)定;在進(jìn)行檢測(cè)數(shù)據(jù)處理時(shí),還發(fā)現(xiàn)面積的相對(duì)誤差和地塊的長(zhǎng)寬比例有較大的關(guān)系,這在《農(nóng)村土地承包經(jīng)營(yíng)權(quán)調(diào)查規(guī)程》中也沒(méi)有體現(xiàn);論文探討了滿足面積相對(duì)誤差要求時(shí),地塊的長(zhǎng)寬比例應(yīng)該如何選擇;并且還分析了在面積相對(duì)誤差一定時(shí),應(yīng)該使長(zhǎng)寬比例為多少能夠提高界址點(diǎn)的精度。其次,對(duì)數(shù)字正射影像微分糾正進(jìn)行了研究,得出DEM誤差對(duì)影像圖糾正能夠產(chǎn)生多大的誤差,糾正后的DOM還存在那些問(wèn)題,這些誤差的存在對(duì)地塊的界址點(diǎn)精度和面積相對(duì)誤差精度產(chǎn)生那些影響,并分析DOM平面精度和農(nóng)村土地確權(quán)調(diào)查規(guī)程中界址點(diǎn)中誤差之間不合理性。最后主要分析圓弧、陰影和遮擋對(duì)地塊繪制的影響,針對(duì)這些影響提出合理的解決辦法,使地塊在繪制過(guò)程中能夠保證界址點(diǎn)和面積相對(duì)誤差的要求。
[Abstract]:With the continuous improvement of the national economic level and the deepening of the degree of reform, the rural household contract responsibility system in our country is increasingly unable to adapt to the development of agriculture in China, in order to better develop modern agriculture, The state has carried out a nationwide investigation into the right to contract and manage rural land. The survey of rural land contractual management right is mainly to determine the shape and spatial position of the land block, and the shape and spatial position of the land block are mainly determined by the boundary point and area. Therefore, it is very important for the site error and area relative error. This paper mainly analyzes the influence factors of boundary point error and area relative error and how to improve the accuracy of boundary point and area relative error, which is mainly to ensure the location and area accuracy of land block, and to provide reference for related work. The main content of this paper is to expound the whole operation process of the contracted land management right first, and what concrete problems should operators pay attention to in each concrete link. By taking part in the concrete practice of measuring the precision of land plots of contracted land management right, it is found that the regulations of the Ministry of Agriculture on the Survey rules of Rural Land contract Management right on the accuracy of boundary point and relative error of area are not very perfect. There is no specific regulation on how much area is required to meet the precision requirement of boundary point to ensure that the relative error of area does not exceed the stipulation. It is also found that the relative error of the area is related to the ratio of the length and width of the plot, which is not reflected in the investigation rules of the right of contracted Management of Rural Land, and the paper discusses how to meet the requirements of the relative error of the land area. How to choose the ratio of length to width of the plot and how to improve the accuracy of the boundary point when the relative error of the area is fixed is also analyzed. Secondly, the differential correction of digital orthophoto image is studied, and how much error can be caused by the Dem error to correct the image map is obtained, and those problems still exist in the corrected Dom. The existence of these errors has some effects on the accuracy of the boundary point and the relative error of the area, and analyzes the irrationality between the Dom plane accuracy and the error of the boundary point in the rules for the investigation of rural land rights. Finally, the influence of arc, shadow and occlusion on plot drawing is analyzed, and a reasonable solution is put forward to ensure the relative error of boundary point and area in the process of plot drawing.
