【摘要】:進入2010年大數(shù)據(jù)元年來,“大數(shù)據(jù)”迅速搶占學術(shù)研究各領(lǐng)域的制高點。自2015年,政府將“大數(shù)據(jù)”納入國家發(fā)展的戰(zhàn)略高度,與“大數(shù)據(jù)”相關(guān)的發(fā)展政策得到不斷的施行,由此開創(chuàng)了“十三五”數(shù)據(jù)中國的建設(shè)新局面。在此背景下,作為以數(shù)據(jù)為研究核心的統(tǒng)計學科在新的發(fā)展浪潮中蓄勢待發(fā),正經(jīng)歷“大數(shù)據(jù)+統(tǒng)計”的新變革。變革的目的并不僅僅局限于數(shù)據(jù)來源的改變,更重要的是與數(shù)據(jù)相匹配的分析技術(shù)的創(chuàng)新。在統(tǒng)計學科中,指數(shù)作為重要組成部分,正乘著政策之助力凸顯指數(shù)在社會、經(jīng)濟發(fā)展中的顯著優(yōu)勢,實現(xiàn)自身的變革,以使得其本身能夠在大數(shù)據(jù)時代下歷久彌新,形成獨有的“大數(shù)據(jù)+指數(shù)”的發(fā)展體系。本文則是以“大數(shù)據(jù)指數(shù)”為研究對象,研究其在“大數(shù)據(jù)+統(tǒng)計”變革下的自身新突破。本文的研究目的是在傳統(tǒng)統(tǒng)計調(diào)查指數(shù)的基礎(chǔ)上,對大數(shù)據(jù)指數(shù)完整分析體系進行構(gòu)建;并在研究目的的基礎(chǔ)上闡述了本文的研究內(nèi)容:首先是大數(shù)據(jù)指數(shù)的內(nèi)涵式界定,是從大數(shù)據(jù)指數(shù)的本質(zhì)出發(fā),包括大數(shù)據(jù)指數(shù)的定義、性質(zhì)及作用等,以及大數(shù)據(jù)指數(shù)的評價、完善以及應(yīng)用范圍等;然后是對大數(shù)據(jù)指數(shù)的編制原則進行理論性總結(jié),對于編制原則,參照傳統(tǒng)統(tǒng)計調(diào)查指數(shù)的編制原則,將其總結(jié)為六步驟:原始數(shù)據(jù)收集、指標體系構(gòu)建、數(shù)據(jù)預處理、基期、權(quán)重選擇和更新、計算方法和指數(shù)調(diào)整等;最后對大數(shù)據(jù)指數(shù)的應(yīng)用進行了研究探討,主要先從兩個角度出發(fā),一是對現(xiàn)有的大數(shù)據(jù)指數(shù)的深度剖析,并將其與傳統(tǒng)統(tǒng)計調(diào)查指數(shù)的編制原則進行了對比,更進一步的嘗試性的用大數(shù)據(jù)指數(shù)對傳統(tǒng)統(tǒng)計調(diào)查指數(shù)進行了實證估計;二是對傳統(tǒng)統(tǒng)計調(diào)查指數(shù)的改進性編制,選取了具有代表性的太原煤炭交易價格指數(shù),在其基礎(chǔ)上引入了新興大數(shù)據(jù)指數(shù),對其進行了大數(shù)據(jù)性質(zhì)的改進,以期符合大數(shù)據(jù)時代對指數(shù)發(fā)展的新要求。通過對以上內(nèi)容的研究,本文從大數(shù)據(jù)指數(shù)的本質(zhì)、編制原則和應(yīng)用對大數(shù)據(jù)指數(shù)編制進行了總結(jié)。在本質(zhì)上,明確了大數(shù)據(jù)指數(shù)的定義、性質(zhì)、作用等;而后對大數(shù)據(jù)指數(shù)的編制原則進行了詳細總結(jié);最后在應(yīng)用上,對大數(shù)據(jù)指數(shù)與傳統(tǒng)統(tǒng)計調(diào)查指數(shù)間的關(guān)系進行了分析。在當前形勢下,應(yīng)尋求統(tǒng)計部門獲取數(shù)據(jù)方式的改變,尋求多方合作,促進社會總體數(shù)據(jù)整合,有效的探索大數(shù)據(jù)指數(shù)與傳統(tǒng)統(tǒng)計調(diào)查指數(shù)的有益結(jié)合,從而提高整體社會運行效率。
[Abstract]:Entering the first year of big data in 2010, big data quickly seized the commanding point of academic research in various fields. Since 2015, the government has brought "big data" into the strategic height of the national development, and the development policies related to "big data" have been continuously implemented, thus creating a new situation for the construction of China according to the 13th Five-Year Plan. Under this background, as a statistical discipline with data as the core of research, it is ready for development in the new development tide, and is undergoing the new transformation of "big data Statistics". The purpose of the change is not only to change the source of data, but also to innovate the analytical techniques that match the data. In the field of statistics, the index, as an important part, is taking advantage of the help of policies to highlight the remarkable advantages of the index in social and economic development, and to realize its own transformation, so that it can last forever under big data's time. Form a unique "big data index" development system. This paper, taking big data Index as the research object, studies its own new breakthrough under the change of big data Statistics. The purpose of this paper is to construct the complete analysis system of big data index on the basis of the traditional statistical survey index. Proceeding from the essence of big data's index, including the definition, nature and function of the big data index, as well as the evaluation, perfection and scope of its application, and so on; then it makes a theoretical summary of the compilation principles of the big data index. Referring to the compiling principle of traditional statistical survey index, it is summarized as six steps: raw data collection, index system construction, data preprocessing, base period, weight selection and update, calculation method and index adjustment etc. Finally, the application of big data index is studied and discussed. First, it analyzes the depth of the existing big data index, and compares it with the compiling principle of traditional statistical survey index. Further try to use big data index to estimate the traditional statistical survey index; second, improve the compilation of the traditional statistical survey index, and select the representative Taiyuan coal trading price index. On the basis of it, the new big data index is introduced, and its nature is improved in order to meet the new requirement for the development of the index in big data era. Through the study of the above contents, this paper summarizes the compilation of big data index from the essence, compiling principle and application of big data index. In essence, the definition, nature and function of big data index are defined, then the principle of compiling big data index is summarized in detail. Finally, the relationship between big data index and traditional statistical survey index is analyzed in application. Under the current situation, we should seek a change in the way statistics departments obtain data, seek multi-party cooperation, promote the integration of overall social data, and effectively explore the beneficial combination of big data index and traditional statistical survey index. So as to improve the overall efficiency of social operation.
