【摘要】：現(xiàn)階段各種關(guān)于質(zhì)量技術(shù)監(jiān)督管理的軟件系統(tǒng)、網(wǎng)站大多數(shù)都是各自為政,這樣就導(dǎo)致質(zhì)檢系統(tǒng)內(nèi)部上級(jí)單位對(duì)下級(jí)單位的檢定工作不能夠及時(shí)、準(zhǔn)確的掌握;并且各個(gè)企業(yè)單位為了減少開支,對(duì)于到期應(yīng)該送檢的設(shè)備沒(méi)有及時(shí)送檢或者不送檢,以至于質(zhì)檢機(jī)構(gòu)大量投資的檢測(cè)設(shè)備資金回收周期較長(zhǎng)。另外,對(duì)于檢定單位來(lái)說(shuō),如何合理化安排檢定流程當(dāng)中服務(wù)臺(tái)的使用率也是勢(shì)在必行。針對(duì)以上所提出的問(wèn)題,本文以某省質(zhì)量技術(shù)監(jiān)督局計(jì)量器具檢定管理流程為研究對(duì)象,并且在計(jì)量器具檢定流程管理中采用排隊(duì)論,提高窗口服務(wù)臺(tái)的使用效率。日常計(jì)量檢定管理系統(tǒng)實(shí)現(xiàn)了從窗口登記、設(shè)備接收、設(shè)備檢測(cè)、設(shè)備審核、領(lǐng)導(dǎo)審批、證書打印等一系列的日常檢定流程,對(duì)到期未檢的設(shè)備進(jìn)行報(bào)警,并責(zé)令稽查部門予以處罰。三級(jí)計(jì)量系統(tǒng)管理平臺(tái)主要是對(duì)上報(bào)的檢定數(shù)據(jù)進(jìn)行集中化、分級(jí)化的統(tǒng)一管理。日常計(jì)量檢定管理系統(tǒng)對(duì)于有效的檢定數(shù)據(jù),按照統(tǒng)一的格式上傳給三級(jí)計(jì)量系統(tǒng)管理平臺(tái)。三級(jí)計(jì)量系統(tǒng)管理平臺(tái),根據(jù)上級(jí)單位只能對(duì)本單位及所屬下級(jí)單位的檢定數(shù)據(jù)進(jìn)行查詢、統(tǒng)計(jì)、對(duì)比的業(yè)務(wù)要求,系統(tǒng)對(duì)每個(gè)系統(tǒng)用戶劃分了不同權(quán)限、職能,逐級(jí)管理。最后,采用黑盒測(cè)試,模擬了整個(gè)系統(tǒng)的業(yè)務(wù)流程,經(jīng)過(guò)幾次用例測(cè)試,驗(yàn)證了本系統(tǒng)能夠充分解決現(xiàn)階段質(zhì)量技術(shù)監(jiān)督管理工作中存在的缺陷,并且能夠安全可靠的運(yùn)行。
[Abstract]:At this stage, most of the software systems of quality and technical supervision and management have their own websites, which leads to the quality inspection system internal superior units' verification work of the subordinate units can not be timely and accurate grasp; And each enterprise unit in order to reduce the expenditure, for the equipment that should be submitted for inspection at the due time or not, so that a large number of quality inspection institutions invest in the detection equipment fund recovery cycle is longer. In addition, for the verification unit, how to rationalize the verification process in the use of help-desk is also imperative. In order to improve the efficiency of window service desk, this paper takes the management flow of measuring instrument verification in a provincial bureau of quality and technology supervision as the research object, and adopts the queuing theory in the management of measuring instrument verification process. The daily measurement verification management system has realized a series of routine verification processes from window registration, equipment receiving, equipment testing, equipment auditing, leading examination and approval, certificate printing and so on. And ordered the audit department to punish. The management platform of three-level metrology system is mainly centralized and unified management of the reported verification data. Daily measurement verification management system for effective verification data, according to the unified format uploaded to the three-level measurement system management platform. The three-level metrology system management platform, according to the superior unit can only inquire the verification data of the unit and the subordinate unit, statistics, contrast the business request, the system has divided the different authority, the function, the level management to each system user. Finally, the business process of the whole system is simulated by using black box test. After several use case tests, it is verified that the system can fully solve the defects existing in the quality and technical supervision and management work at the present stage, and can run safely and reliably.
