【摘要】：應(yīng)急服務(wù)需要根據(jù)實(shí)際情況在城市的某些區(qū)位中提前布置,才能保證需求發(fā)生時(shí)能在規(guī)定時(shí)間內(nèi)到達(dá)需求位置,提供應(yīng)急服務(wù)。布置區(qū)位時(shí),需要根據(jù)時(shí)變交通條件的變化,適當(dāng)考慮時(shí)空的合理分布,以為城市居民提供較為公平的服務(wù)覆蓋。傳統(tǒng)最大區(qū)位覆蓋模型較少考慮服務(wù)的公平分配,特別是在時(shí)變交通和復(fù)雜大規(guī)模路網(wǎng)條件下,缺乏對(duì)公平量度的顯式建模�；谀壳皡^(qū)域覆蓋優(yōu)化模型的最近進(jìn)展,擴(kuò)展了傳統(tǒng)最大區(qū)位覆蓋模型,建立面向公平分配的時(shí)變應(yīng)急服務(wù)覆蓋模型,提出了相應(yīng)的啟發(fā)式高效求解方法。利用武漢市數(shù)據(jù)進(jìn)行實(shí)驗(yàn)驗(yàn)證,證實(shí)模型求解得到的區(qū)位配置解較之傳統(tǒng)模型,不僅提供了更加公平的應(yīng)急服務(wù)覆蓋,也考慮到了時(shí)變交通條件,改善了應(yīng)急資源在時(shí)空上的均衡配置水平,整體上提高了應(yīng)急服務(wù)質(zhì)量。
[Abstract]:Emergency services need to be arranged in advance in some urban areas according to the actual situation in order to ensure that the demand can reach the demand position in a specified time and provide emergency services. When the location is arranged, it is necessary to consider the reasonable distribution of time and space according to the change of time-varying traffic conditions, so as to provide fair service coverage for urban residents. The traditional maximum location coverage model seldom considers the fair distribution of services, especially under the condition of time-varying traffic and complex large-scale road network, and lacks explicit modeling of equity measurement. Based on the recent development of the regional coverage optimization model, the traditional maximum location coverage model is extended, and the time-varying emergency service coverage model for fair distribution is established, and the corresponding heuristic and efficient solution method is proposed. By using Wuhan data to verify, it is proved that the location allocation solution obtained by the model not only provides a fairer coverage of emergency services, but also takes into account the time-varying traffic conditions, compared with the traditional model. It improves the balanced allocation level of emergency resources in time and space, and improves the quality of emergency services as a whole.
