【摘要】：隨著依法治國(guó)基本方略的實(shí)施,廣大人民群眾的法律意識(shí)和法制觀念也在逐步加強(qiáng),對(duì)于各級(jí)政府以及政府的各級(jí)工作部門(mén)來(lái)說(shuō),如何更深入的貫徹落實(shí)依法行政,是目前比較重要的一個(gè)問(wèn)題。黨和國(guó)家領(lǐng)導(dǎo)人也多次重大會(huì)議上都提到了提高行政權(quán)力運(yùn)行的透明程度,保證權(quán)力運(yùn)行的公平性。因此,青州市政府希望開(kāi)發(fā)一款行政權(quán)力運(yùn)行管理系統(tǒng),借助現(xiàn)代化的信息技術(shù),通過(guò)行政資源整合、行政數(shù)據(jù)共享以及工作流程管理實(shí)現(xiàn)行政權(quán)力運(yùn)行的網(wǎng)絡(luò)化、數(shù)字化。在青州市行政權(quán)力運(yùn)行管理系統(tǒng)的開(kāi)發(fā)技術(shù)方面,主要使用的開(kāi)發(fā)語(yǔ)言是JAVA,并使用了 JSP的相關(guān)技術(shù),采用面向?qū)ο蟮姆治雠c設(shè)計(jì)方法和UML建模語(yǔ)言,數(shù)據(jù)庫(kù)則使用了 SQL Server 2014。另外,系統(tǒng)架構(gòu)采用瀏覽器/服務(wù)器模式,并輔以目前比較流行的SSH和MVC相結(jié)合的開(kāi)發(fā)設(shè)計(jì)模式,應(yīng)用于企業(yè)級(jí)軟件系統(tǒng)的開(kāi)發(fā),有利于進(jìn)一步提供系統(tǒng)開(kāi)發(fā)的效率。青州市行政權(quán)力運(yùn)行管理系統(tǒng)主要實(shí)現(xiàn)了行政權(quán)力事項(xiàng)管理、行政處罰管理、法制監(jiān)督管理三大功能。其中,行政權(quán)力事項(xiàng)管理功能包括事項(xiàng)維護(hù)管理、報(bào)審事項(xiàng)管理、事項(xiàng)瀏覽管理、非稅收費(fèi)條目管理和事項(xiàng)審核管理五個(gè)子功能;行政處罰管理功能實(shí)現(xiàn)一般程序、簡(jiǎn)易流程、案件督辦、流程設(shè)計(jì)、文書(shū)維護(hù)和其他管理;法制監(jiān)督管理功能包括行政復(fù)議行政訴訟、執(zhí)法人員資格、執(zhí)法人員資格證和規(guī)范性文件備案維護(hù)四個(gè)子功能。行政權(quán)力運(yùn)行管理系統(tǒng)的投入和使用,有利于政府加強(qiáng)對(duì)行政權(quán)力的管理,提高行政處罰的公平公正以及處罰的力度,同時(shí)加強(qiáng)法制監(jiān)督,有利于政府的廉政建設(shè)。當(dāng)然,系統(tǒng)本身還存在一定的不足,比如系統(tǒng)的功能結(jié)構(gòu)還可以進(jìn)一步的劃分和完善,系統(tǒng)的性能仍有較大的提升空間。
[Abstract]:With the implementation of the basic strategy of governing the country according to law, the legal consciousness and legal concept of the broad masses of the people are also gradually strengthened. For governments at all levels and their work departments at all levels, how to carry out and implement administration by law more deeply,It is an important issue at present.Party and state leaders have also mentioned how to improve the transparency of the operation of administrative power and ensure the fairness of its operation.Therefore, the government of Qingzhou city hopes to develop an administrative power operation management system, with the help of modern information technology, through the integration of administrative resources, administrative data sharing and workflow management to realize the network and digitization of the operation of administrative power.In the development technology of Qingzhou administrative power operation management system, the main development language is Java, and the related technology of JSP is used. The object-oriented analysis and design method and UML modeling language are used in the database, and SQL Server 2014 is used in the database.In addition, the system architecture adopts the browser / server mode and the popular development and design mode of SSH and MVC at present, which is applied to the development of enterprise software system, which is helpful to provide the efficiency of system development.The operation and management system of administrative power in Qingzhou has three main functions: administrative power item management, administrative punishment management and legal supervision and management.Among them, the administrative power item management function includes the item maintenance management, the report item management, the item browse management, the non-tax charge item management and the item audit management, the administrative punishment management function realizes the general procedure, the simple flow,The functions of supervision and management of legal system include administrative reconsideration, qualification of law enforcement personnel, qualification of law enforcement personnel and filing and maintenance of normative documents.The input and use of the administrative power operation management system is helpful for the government to strengthen the administration of the administrative power, improve the fairness and justice of the administrative punishment and the intensity of the punishment, at the same time, strengthen the supervision of the legal system and the construction of the government's clean government.Of course, the system itself also has some shortcomings, such as the system functional structure can be further divided and improved, the performance of the system still has a large room for improvement.
