【摘要】："互聯(lián)網(wǎng)+政務(wù)服務(wù)"時(shí)代來臨,政府如何利用互聯(lián)網(wǎng)平臺(tái)更好地為民服務(wù)成為了一個(gè)熱門議題。目前,公眾服務(wù)的需求日益強(qiáng)烈,政府的配套服務(wù)設(shè)施也要跟隨步伐快速完善。隨著移動(dòng)互聯(lián)網(wǎng)的快速發(fā)展和普及,微信已然成為當(dāng)下最熱門、最受關(guān)注的移動(dòng)互聯(lián)網(wǎng)應(yīng)用軟件。微信公眾平臺(tái)結(jié)合"互聯(lián)網(wǎng)+政務(wù)服務(wù)"成為新的創(chuàng)新方式,可以成為了一個(gè)新興的為民服務(wù)平臺(tái),使得政府服務(wù)快速融入互聯(lián)網(wǎng)的大潮中。體現(xiàn)政務(wù)微信不僅僅是傳播信息的工具,更是為民服務(wù)的新平臺(tái)。本論文以微信公眾號(hào)及戶政辦理為基礎(chǔ),分析當(dāng)前戶政辦理業(yè)務(wù)具體流程的現(xiàn)狀,構(gòu)建了基于微信公眾平臺(tái)的戶政辦理信息系統(tǒng)。根據(jù)具體需求和應(yīng)用場(chǎng)景確定了解決方案和技術(shù)措施�；谖⑿殴娖脚_(tái)的南京市戶政辦理系統(tǒng)提供群眾申請(qǐng)業(yè)務(wù)功能、歷史記錄查詢、基于WebService的微信模板消息推送功能、公安內(nèi)網(wǎng)處理業(yè)務(wù)和配置群眾申請(qǐng)業(yè)務(wù)模板等功能。本系統(tǒng)是基于ASP.NET框架以B/S為架構(gòu)的WEB應(yīng)用,使用HTML、CSS、JavaScript等技術(shù)設(shè)計(jì)前端界面,以O(shè)racle數(shù)據(jù)庫存儲(chǔ)數(shù)據(jù)信息,使用AJAX技術(shù)和JSON協(xié)議進(jìn)行異步數(shù)據(jù)交互,利用身份證驗(yàn)證算法、MD5加密算法和防SQL注入保證系統(tǒng)穩(wěn)定性。同時(shí),在系統(tǒng)架構(gòu)、安全性設(shè)計(jì)和流程規(guī)劃等方面,以及滿足系統(tǒng)功能需求和非功能需求的前提下,通過采用成熟穩(wěn)定的框架、開發(fā)技術(shù)及微信公眾平臺(tái),構(gòu)建了一個(gè)系統(tǒng)穩(wěn)定、功能靈活、安全性高的戶政辦理信息系統(tǒng)。本文提出的設(shè)計(jì)方案,已經(jīng)成功應(yīng)用到南京市公安微信公眾號(hào)中,該系統(tǒng)已經(jīng)正式上線運(yùn)行,取得了良好的效果。本系統(tǒng)也成功探尋出政務(wù)微信在"互聯(lián)網(wǎng)+政務(wù)服務(wù)"方面的解決方案。
[Abstract]:With the advent of Internet Government Service, how to make use of Internet platform to better serve the people has become a hot issue.At present, the demand for public services is increasing, and the government's supporting services should follow the pace of rapid improvement.With the rapid development and popularization of mobile Internet, WeChat has become the hottest and most concerned mobile Internet application software.WeChat public platform combined with "Internet government service" has become a new innovative way to become a new platform for the service of the people, so that government services can quickly integrate into the tide of the Internet.Government WeChat is not only a tool to spread information, but also a new platform to serve the people.Based on Official account of WeChat and the management of household administration, this paper analyzes the current situation of the specific flow of household administration business, and constructs the information system of household administration based on WeChat public platform.The solutions and technical measures are determined according to the specific requirements and application scenarios.Based on the WeChat public platform, the Nanjing Municipal Household Administration processing system provides the functions of populace application business, historical record query, WeChat template message push function based on WebService, public security intranet processing business and configuring the mass application business template, and so on.This system is based on the WEB application of B / S architecture based on ASP.NET framework. The front-end interface is designed by using HTML / CSS / JavaScript technology, the data information is stored by Oracle database, and the asynchronous data exchange is carried out by using AJAX technology and JSON protocol.Using ID verification algorithm MD5 encryption algorithm and anti-SQL injection to ensure the stability of the system.At the same time, in the system architecture, security design and process planning, as well as to meet the functional and non-functional requirements of the system, through the adoption of a mature and stable framework to develop technology and WeChat public platform,A stable, flexible and high security information system for household administration is constructed.The design scheme proposed in this paper has been successfully applied to Official account of Nanjing Public Security WeChat. The system has been put into operation and has achieved good results.The system has also successfully explored the solution of government WeChat in the aspect of Internet government service.
