【摘要】：生態(tài)保護(hù)紅線是中國(guó)生態(tài)保護(hù)的一項(xiàng)重要?jiǎng)?chuàng)新,已被列為國(guó)家監(jiān)管生態(tài)環(huán)境的重要政策。國(guó)家環(huán)境保護(hù)部于2015年發(fā)布了《生態(tài)保護(hù)紅線劃定技術(shù)指南》,確定了生態(tài)保護(hù)紅線的劃定方法,但是在識(shí)別生態(tài)保護(hù)紅線邊界時(shí)還存在一些技術(shù)難點(diǎn)。針對(duì)這一問(wèn)題,本文探索了生態(tài)保護(hù)紅線邊界的優(yōu)化方法。提出了生態(tài)保護(hù)紅線邊界優(yōu)化遵循基本原則。以北京市昌平區(qū)為例,闡明了如何利用Arc GIS軟件將劃定生態(tài)保護(hù)紅線的技術(shù)流程,包括評(píng)價(jià)各類生態(tài)功能區(qū)和敏感區(qū),識(shí)別生態(tài)保護(hù)紅線范圍,準(zhǔn)確定位生態(tài)紅線邊界3個(gè)主要步驟。最后通過(guò)對(duì)比優(yōu)化前后的生態(tài)保護(hù)紅線劃定方案,闡明了該方法的可行性和存在的問(wèn)題。
[Abstract]:Red ecological protection is an important innovation of ecological protection Chinese, has been listed as an important policy of national regulatory environment. The State Environmental Protection Department issued the "technical guidelines for the delineation of ecological protection red in 2015, the red delineation method of ecological protection, but there are still some technical difficulties in the identification of ecological protection red border. To solve this problem, this paper explores the optimization method of ecological protection of the red line boundary. Put forward the ecological protection of the red line. Following the basic principles of boundary optimization in Beijing city of Changping District as an example, illustrate how to use the Arc GIS software will define the technical process of the ecological protection of the red line, including the evaluation of various ecological function areas and sensitive areas, identification the ecological protection red line, the 3 main steps of accurate positioning of ecological red line boundary. Finally through the delineation of ecological protection red scheme comparison before and after optimization, expounds the method The feasibility and existing problems.
