【摘要】：當前,大多數(shù)的企業(yè)、公司和事業(yè)單位在各種項目中都采用招投標的方式完成,采用這種方式的好處是能夠讓更多的人和單位獲得參與的機會,并讓項目的競爭更加公平。但是由于招投標的過程中涉及多個部門,并且每次都有多個人參與其中,再加上招標信息受到地域的限制,原有的人工管理方式已經(jīng)落后。目前,烏魯木齊鐵路局尚沒有一套完整的招投標管理系統(tǒng)對鐵路局招投標情況進行管理。因此,本文設計并開發(fā)了一套招投標管理系統(tǒng)。本文首先分析了招投標管理部門在招投標過程中存在的問題,對這些問題進行了簡要的概述,對課題產生的必要性和緊迫性進行了闡述,分析、對比了國內外招投標在管理上、技術上的特點,指出了本文的研究內容。在需求分析階段,通過和招投標管理部門的人員進行了大量的交流后,撰寫了需求技術文檔。通過業(yè)務流程圖、功能用例圖的方式整理并闡述了本系統(tǒng)的業(yè)務需求、功能需求、角色需求和非功能性需求。在緊接著的系統(tǒng)設計中根據(jù)所分析的功能需求結果詳細設計了系統(tǒng)功能模塊的劃分和各功能模塊的功能結構和部分功能的時序。對數(shù)據(jù)庫進行了詳細的設計,包含數(shù)據(jù)庫的概念結構設計和邏輯結構設計。在實現(xiàn)階段,對每個功能模塊的功能、流程進行了說明,同時也給出了關鍵的系統(tǒng)截圖。本文利用JAVA、SQL Server2008等技術設計并實現(xiàn)了烏魯木齊鐵路局招投標管理系統(tǒng),通過該系統(tǒng)的使用烏魯木齊鐵路局實現(xiàn)了項目在網(wǎng)上的招投標管理,多方面的提高了招投標工作的效率。系統(tǒng)在使用過程中性能穩(wěn)定,各項功能正常運行,符合用戶對招投標管理的實際需要。
[Abstract]:At present, most enterprises, companies and institutions use bidding in various projects, and the advantage of using this method is that more people and units can get the opportunity to participate. And to make the competition of the project fairer. However, due to the multiple departments involved in the bidding process and the participation of more than one person each time, and because the bidding information is subject to geographical restrictions, the original manual management method has fallen behind. At present, The Urumqi Railway Bureau does not yet have a complete bidding management system to manage the bidding situation of the Railway Bureau. This paper designs and develops a set of bidding management system. Firstly, this paper analyzes the problems existing in the bidding process of the bidding management department, and gives a brief summary of these problems. This paper expounds the necessity and urgency of the subject, analyzes on it, compares the management and technical characteristics of bidding at home and abroad, and points out the research contents of this paper. After a great deal of communication with the staff of the bidding management department, we have written the technical documents of the requirements. Through the business flow chart and the function case diagram, we have arranged and expounded the business requirements and functional requirements of the system. In the next part of the system design, according to the analysis of the functional requirements, the partition of the system functional modules, the functional structure of each functional module and the timing of some functions are designed in detail. According to the detailed design of the library, It includes conceptual structure design and logical structure design of database. In the realization stage, the function and flow of each function module are explained. At the same time, the key system screenshots are given. This paper designs and implements the bidding management system of Urumqi Railway Bureau by using Java SQL Server2008 technology, and realizes the project bidding management on the Internet through the use of this system. It improves the efficiency of bidding work in many aspects. The system has stable performance and normal operation in the process of use, which meets the actual needs of users for bidding management.
