【摘要】：傳統(tǒng)"單一"的行政監(jiān)管模式,不僅效率低、成本高,而且無法形成食品質(zhì)量安全信息的有效披露機制,時常導(dǎo)致嚴重的信息不對稱和監(jiān)管失靈。本文借鑒國內(nèi)外物聯(lián)網(wǎng)關(guān)鍵技術(shù)在食品產(chǎn)業(yè)鏈質(zhì)量監(jiān)管的研究成果與成功案例,在研究分析現(xiàn)有蔬菜質(zhì)量安全監(jiān)管問題及成因的基礎(chǔ)上,探討了蔬菜質(zhì)量安全的社會化"多維"監(jiān)管機制、管控運行機制,設(shè)計了農(nóng)業(yè)物聯(lián)網(wǎng)運營環(huán)境下的蔬菜質(zhì)量安全平臺管控系統(tǒng),提出了以批發(fā)市場、超市為核心的市場準入制度體系,為蔬菜質(zhì)量安全問題的事前防范、實時跟蹤、事后追根溯源提供一套行之有效的監(jiān)管機制。
[Abstract]:The traditional "single" mode of administrative supervision is not only inefficient and costly, but also unable to form an effective disclosure mechanism for food quality and safety information. Often leads to serious information asymmetry and regulatory failure. This paper draws lessons from the domestic and foreign key technologies of the Internet of things in the food industry chain quality supervision research results and successful cases. On the basis of studying and analyzing the existing problems and causes of vegetable quality and safety supervision, this paper discusses the socialized "multidimensional" supervision mechanism and the control and operation mechanism of vegetable quality and safety. This paper designs the management and control system of vegetable quality and safety platform under the environment of agricultural Internet of things, and puts forward a market access system with wholesale market and supermarket as the core system, which can prevent and track vegetable quality and safety problems in advance and in real time. Tracing back to the source after the event provides a set of effective regulatory mechanisms.
