【摘要】：X縣市場和質(zhì)量監(jiān)督管理局,作為負(fù)責(zé)市場監(jiān)督管理和行政執(zhí)法相關(guān)工作的政府部門,在當(dāng)今執(zhí)法手段日益信息化的發(fā)展趨勢中,逐漸推進監(jiān)管制度的完善,有效發(fā)揮出市場監(jiān)管機關(guān)在推動經(jīng)濟社會健康快速發(fā)展中的作用,加強市場監(jiān)管中行政執(zhí)法系統(tǒng)的開發(fā),設(shè)計一套適合該局日常執(zhí)法工作的系統(tǒng),對于規(guī)范縣市場監(jiān)管局行政行為,提高行政執(zhí)法監(jiān)管效能與相應(yīng)的服務(wù)水平具有極其重要的意義。該系統(tǒng)的設(shè)計希望能夠?qū)崿F(xiàn)一個信息較為安全、可靠,安裝更方便、快捷,使用起來簡潔、明了,易學(xué)且易用的縣市場監(jiān)管局行政執(zhí)法系統(tǒng)。通過開發(fā)該系統(tǒng),其各功能模塊總體上能滿足縣市場監(jiān)管局行政執(zhí)法工作的需要,該系統(tǒng)的性能也能滿足其設(shè)計目標(biāo),極大地提高其行政執(zhí)法業(yè)務(wù)的工作效率。本論文詳細(xì)介紹了X縣市場監(jiān)管局目前的行政執(zhí)法現(xiàn)狀,并根據(jù)行政執(zhí)法系統(tǒng)在市場監(jiān)管工作中的應(yīng)用,結(jié)合了國內(nèi)外執(zhí)法系統(tǒng)的現(xiàn)狀,對其需求及分析進行了探討,設(shè)計出一種基于基層市場監(jiān)管工作需要的行政執(zhí)法系統(tǒng)。X縣市場監(jiān)督管理行政執(zhí)法系統(tǒng)是一套針對目前市場監(jiān)管部門進行市場執(zhí)法與監(jiān)管的需要,綜合現(xiàn)有的國內(nèi)外執(zhí)法管理思想,以及市場目前的現(xiàn)狀,采用快捷的信息化手段,潛心研發(fā)而成的一套執(zhí)法系統(tǒng)。通過在該局運用先進的執(zhí)法系統(tǒng),以執(zhí)法監(jiān)管系統(tǒng)為依據(jù),可以使案管、注冊登記和消費投訴等各個工作節(jié)點法制化程度得到改善,實現(xiàn)工作法治化,提高市場監(jiān)管能力和執(zhí)法水平,為今后的市場監(jiān)管執(zhí)法提供良好的示范帶頭作用。

Through the development of the system, the overall module can meet the county market Need supervision of administrative law enforcement work, the performance of the system can meet the design target, greatly improve the working efficiency of the administrative law enforcement service.
