中醫(yī)藥項目預(yù)算精細化監(jiān)控管理系統(tǒng)構(gòu)建研究

【摘要】:隨著國家扶持中醫(yī)藥事業(yè)發(fā)展的力度不斷加大,國家向中醫(yī)藥行業(yè)撥付的預(yù)算金額逐年增長,每年立項的中醫(yī)藥項目數(shù)量不斷增加,覆蓋中醫(yī)藥基層單位范圍越來越廣,國家中醫(yī)藥管理部門對項目管理的重視程度不斷提高。預(yù)算管理作為中醫(yī)藥項目管理的重要組成部分,尤為重要。從2016年起,中醫(yī)藥項目預(yù)算資金分配方式發(fā)生改變,財政部、國家中醫(yī)藥管理部門不再規(guī)定項目承擔(dān)單位,而是根據(jù)因素法測算結(jié)果,向各省(市、區(qū))下達中醫(yī)藥項目總預(yù)算指標(biāo)及項目績效考核目標(biāo)。由省級中醫(yī)藥管理部門自行分解下達具體指標(biāo)、合理分配經(jīng)費、落實項目承擔(dān)單位及工作任務(wù)。預(yù)算分配方式的改變,提高了各省級部門的自主權(quán),同時也增加了國家中醫(yī)藥管理部門監(jiān)管預(yù)算資金具體去向的難度。當(dāng)前,中醫(yī)藥預(yù)算管理采取事后紙質(zhì)備案,管理手段相對落后、監(jiān)管環(huán)節(jié)滯后,已不能適應(yīng)新的資金分配方式。因此,迫切需要研究一套針對中醫(yī)藥項目預(yù)算精細化管理的系統(tǒng),運用信息化手段改變傳統(tǒng)的管理模式,改造預(yù)算管理流程,達到預(yù)算分配事前監(jiān)控,實現(xiàn)中醫(yī)藥項目預(yù)算的精細化管理。目的:構(gòu)建中醫(yī)藥項目預(yù)算精細化監(jiān)控管理系統(tǒng)(以下簡稱為“精細化系統(tǒng)”),實現(xiàn)預(yù)算申報、審核、下達功能,監(jiān)控各地方分配預(yù)算資金、落實項目承擔(dān)單位等項目管理過程,促進中醫(yī)藥項目經(jīng)費合理、有效分配,使每一筆項目經(jīng)費去向都有依可查,實現(xiàn)項目預(yù)算管理的精細化、透明化。為中醫(yī)藥管理部門項目立項決策提供科學(xué)依據(jù),促進中醫(yī)藥事業(yè)的持續(xù)健康發(fā)展。方法:主要運用了軟件生命周期、文獻研究、專家咨詢、現(xiàn)場調(diào)研等方法確定系統(tǒng)相關(guān)需求。設(shè)計了系統(tǒng)體系框架、功能模塊、項目編碼、數(shù)據(jù)庫結(jié)構(gòu)等。運用原型法,快速創(chuàng)建系統(tǒng)原型,依此開展系統(tǒng)軟件開發(fā),測試和應(yīng)用研究。結(jié)果:構(gòu)建了中醫(yī)藥項目預(yù)算精細化監(jiān)控管理系統(tǒng),在全國31個省(市、區(qū))建立了中醫(yī)藥項目預(yù)算三層監(jiān)控管理體系,實現(xiàn)了項目數(shù)據(jù)的入庫管理,并通過系統(tǒng)的應(yīng)用研究驗證了系統(tǒng)的實用性、有效性。結(jié)論:中醫(yī)藥項目預(yù)算精細化監(jiān)控管理系統(tǒng)為中醫(yī)藥項目預(yù)算數(shù)據(jù)資源的優(yōu)化配置、合理利用、效益最大化提供了有效手段,實現(xiàn)了中醫(yī)藥項目預(yù)算分配的有效監(jiān)控,促進了財務(wù)資源的合理配置和資金分配過程的有效監(jiān)管與項目規(guī)范化管理。
[Abstract]:With the development of national support for the development of traditional Chinese medicine, the national budget allocated to the Chinese medicine industry has increased year by year, and the number of Chinese medicine projects has been increasing every year. Covering the scope of grass-roots units of Chinese medicine more and more extensive, the national traditional Chinese medicine management departments of the importance of project management has been increasing. Budget management as an important part of traditional Chinese medicine project management. Especially important. From 2016, traditional Chinese medicine project budget fund allocation mode has changed, the Ministry of Finance, the national Chinese medicine management department no longer stipulates the project undertaking unit, but calculates the result according to the factor law. The implementation of the project undertaking units and work tasks, the changes in budget allocation methods, increased the autonomy of the provincial departments, but also increased the national traditional Chinese medicine management departments to monitor the specific direction of budget funds. The Chinese medicine budget management adopts the paper record after the event, the management means is relatively backward, the supervision link lags behind, can not adapt to the new fund distribution way. There is an urgent need to study a set of traditional Chinese medicine project budget management system, the use of information technology to change the traditional management model, reform the budget management process to achieve budget allocation monitoring. Objective: to construct the management system of Chinese medicine project budget refinement (hereinafter referred to as "fine system") to realize the function of budget declaration, audit and delivery. Monitoring the allocation of budgetary funds in various localities, implementing project undertaking units and other project management processes, promoting the rational and effective allocation of funds for traditional Chinese medicine projects, so that each project fund can be checked according to its direction. To achieve the project budget management refined, transparent. For the traditional Chinese medicine management department project decision to provide a scientific basis to promote the sustainable and healthy development of traditional Chinese medicine.
