【摘要】：就業(yè)是民生之本,就業(yè)穩(wěn)則心定、家寧、國(guó)安。國(guó)家高度重視人才和就業(yè)工作,《人力資源和社會(huì)保障事業(yè)發(fā)展"十二五"規(guī)劃綱要》明確提出,加強(qiáng)公共就業(yè)和人才服務(wù)信息網(wǎng)絡(luò)建設(shè),加強(qiáng)人力資源供求信息采集和發(fā)布,促進(jìn)信息資源共享,規(guī)范發(fā)展人力資源服務(wù)。但是,各地市人力資源市場(chǎng)管理部門(mén)為用人單位和求職者提供的服務(wù)形式較少,信息化程度較低,有的地市人力資源管理部門(mén)甚至僅僅為單位和求職者提供桌椅等基本設(shè)施。隨著社會(huì)經(jīng)濟(jì)發(fā)展、技術(shù)水平的提升,PC、手機(jī)和PAD等設(shè)備的使用逐漸普及,如何充分利用各種信息化技術(shù)和手段滿(mǎn)足人民群眾不斷增長(zhǎng)的人力資源和社會(huì)保障公共服務(wù)需求,實(shí)現(xiàn)服務(wù)均等化、專(zhuān)業(yè)化和信息化,建設(shè)新型的人力資源和社會(huì)保障公共服務(wù)系統(tǒng),是當(dāng)前各級(jí)人力資源管理部門(mén)的迫切需求。如皋市人力資源管理部門(mén)順應(yīng)形勢(shì)發(fā)展,提出了建設(shè)創(chuàng)新型人力資源市場(chǎng)信息管理平臺(tái)的需求。通過(guò)分析國(guó)內(nèi)外人力資源市場(chǎng)建設(shè)情況,結(jié)合如皋市人力資源市場(chǎng)的業(yè)務(wù)需求和業(yè)務(wù)流程,完成了如皋市人力資源市場(chǎng)信息管理平臺(tái)的設(shè)計(jì)開(kāi)發(fā)。如皋市人力資源市場(chǎng)信息管理平臺(tái)在設(shè)計(jì)和實(shí)現(xiàn)過(guò)程中,遵循軟件工程思想和方法,使用面向?qū)ο蟮睦砟詈蚒ML工具,采用J2EE平臺(tái)的體系結(jié)構(gòu),使用Spring、Axis等開(kāi)源框架技術(shù),設(shè)計(jì)開(kāi)發(fā)滿(mǎn)足用戶(hù)需求的系統(tǒng)。同時(shí),利用Android系統(tǒng)框架開(kāi)發(fā)手機(jī)APP,提供公共就業(yè)移動(dòng)服務(wù)。如皋市人力資源市場(chǎng)信息管理平臺(tái)為招聘單位、求職者和管理員三類(lèi)用戶(hù)提供服務(wù)。通過(guò)平臺(tái),招聘單位能夠查看招聘會(huì)信息、維護(hù)單位信息、上報(bào)招聘崗位、搜索求職者、單位及招聘崗位宣傳,以及接收求職者報(bào)名信息等服務(wù);求職者能夠護(hù)求職簡(jiǎn)歷、查看招聘崗位、投遞簡(jiǎn)歷、查詢(xún)招聘會(huì),以及求職面試技巧等服務(wù);管理員審核單位信息和招聘崗位信息、組織發(fā)布招聘會(huì)、推薦崗位、推薦求職者等服務(wù)。通過(guò)招聘單位、求職者和管理員的互動(dòng),形成公共就業(yè)服務(wù)的服務(wù)閉環(huán),為求職者和招聘單位建立了一個(gè)高效、便捷的新型求職招聘服務(wù)平臺(tái)。如皋市人力資源信息管理平臺(tái)投入使用后,實(shí)現(xiàn)了招聘服務(wù)網(wǎng)絡(luò)化,拓寬了求職招聘服務(wù)渠道,提升了求職招聘工作效率和服務(wù)水平,減少單位宣傳海報(bào)和求職者紙質(zhì)簡(jiǎn)歷的使用,節(jié)省單位招聘和求職者求職成本。另外,平臺(tái)沉淀了大量的求職招聘數(shù)據(jù),為后續(xù)的數(shù)據(jù)分析提供了有力的支撐。如皋市人力資源信息管理平臺(tái)有助于政府轉(zhuǎn)變職能,由"管理型政府"轉(zhuǎn)變?yōu)?服務(wù)型政府",為人民群眾提供創(chuàng)新型求職招聘公共就業(yè)服務(wù)模式。

The domestic and foreign human resources market construction, combined with the human resources market in Rugao's business needs and business processes, complete the design and development of information management platform of Rugao city human resources market. Rugao city human resources market information management platform in the design and implementation process, follow the software engineering ideas and methods, using the object oriented idea and UML using the tools, system structure, J2EE platform using Spring, Axis and other open source framework technology, design and development to meet the needs of users with the system. When using the Android system framework for the development of mobile phone APP, providing public employment services. Mobile information management platform of Rugao city human resources market as the recruitment unit, to provide services for job seekers and administrators of three types of users. Through the platform, the recruitment unit can view the recruitment information, maintenance unit information, reporting recruitment, job search, and unit job recruitment and job seekers receive publicity, registration information and other services; job seekers can support your resume, view the recruitment, resume, query recruitment, interview skills and other services; management audit unit information and recruitment information, the organization issued recruitment, job seekers recommended, recommended by recruitment services.
