An improved genetic algorithm,evolving algorithm GASA was proposed,in which genetic algorithm was combined with simulated annealing algorithm. It avoided the premature convergence problem existed in Genetic Algorithm by useing Boltamann,and enhanced the global convergence. New cross operator and variation operator was proposed, which could dynamically regulate genetic operator according to...

The algorithm was used in the best path problem of emergency decision support system,and it is proved to be reasonable and efficient.

提出了一種將模擬退火算法和遺傳算法相結(jié)合的進(jìn)化算法GASA,利用Boltzmann機(jī)制 接收交叉和變異后的個(gè)體,避免遺傳算法中存在的早熟收斂問題,增強(qiáng)了算法的全局收斂性,并對(duì)遺 傳算子(選擇、交叉、變異算子)進(jìn)行重構(gòu),引入新的交叉算子和變異算子能根據(jù)種群的進(jìn)化情況動(dòng)態(tài) 調(diào)整遺傳算子,加速進(jìn)化后期搜索效率。實(shí)驗(yàn)表明,將此算法用于應(yīng)急決策系統(tǒng)的最優(yōu)路徑的求解中 與傳統(tǒng)算法相比,能加速進(jìn)化速度和全局尋優(yōu)能力,提高應(yīng)急決策效率。

It is a hot research issue to study unexpected public emergency events in recent years. Compared with cities, especially megacities, small towns do not receive the due attention. The paper aims to analyze the drawbacks in current emergency management of unexpected public emergency events, and introduce the process of designing and realizing the decision-making system of unexpected public emergency vents, which consists of three major functions including emergency plan, disaster history and law database....

It is a hot research issue to study unexpected public emergency events in recent years. Compared with cities, especially megacities, small towns do not receive the due attention. The paper aims to analyze the drawbacks in current emergency management of unexpected public emergency events, and introduce the process of designing and realizing the decision-making system of unexpected public emergency vents, which consists of three major functions including emergency plan, disaster history and law database. The emergency flowchart and frame elements of unexpected public incidents are emphatically illustrated and the integration pattern between the decision-making system and emergency management mechanism is analyzed.

近年來,突發(fā)公共事件的應(yīng)急研究是研究熱點(diǎn),但對(duì)小城鎮(zhèn)卻缺少應(yīng)有的關(guān)注和重視。本文剖析了當(dāng)前小城鎮(zhèn)突發(fā)公共事件應(yīng)急管理存在的弊端,簡要介紹了小城鎮(zhèn)突發(fā)公共事件應(yīng)急決策系統(tǒng)的設(shè)計(jì)與實(shí)現(xiàn),包括應(yīng)急預(yù)案、歷史災(zāi)情庫和法律法規(guī)庫三大功能。著重論述了小城鎮(zhèn)突發(fā)公共事件應(yīng)急流程和預(yù)案的框架要素,并分析了應(yīng)急決策系統(tǒng)與小城鎮(zhèn)應(yīng)急管理體制的融合機(jī)制問題。
