【摘要】：[目的]循環(huán)經(jīng)濟(jì)模式已經(jīng)成為當(dāng)今農(nóng)業(yè)經(jīng)濟(jì)增長的主要方式,在農(nóng)業(yè)區(qū)域循環(huán)經(jīng)濟(jì)持續(xù)發(fā)展過程中充分發(fā)揮金融支持作用,優(yōu)化制定農(nóng)業(yè)循環(huán)經(jīng)濟(jì)協(xié)調(diào)發(fā)展的金融支持戰(zhàn)略,有助于實(shí)現(xiàn)農(nóng)業(yè)區(qū)域循環(huán)經(jīng)濟(jì)的可持續(xù)發(fā)展。[方法]采用問卷調(diào)查法對河北省農(nóng)村地區(qū)的部分企業(yè)、農(nóng)戶和金融機(jī)構(gòu)針對目前主要融資渠道、對綠色金融政策和產(chǎn)品的了解程度及綠色金融支持現(xiàn)狀等方面進(jìn)行分析研究。[結(jié)果]調(diào)查結(jié)果顯示,被調(diào)查的農(nóng)戶和企業(yè)大部分均有融資需求,但目前河北省大部分農(nóng)戶和企業(yè)并不了解當(dāng)?shù)鼐G色金融相關(guān)政策和相關(guān)產(chǎn)品,其中37.5%農(nóng)村企業(yè)目前主要的融資方式為銀行貸款,而85%農(nóng)戶主要通過民間借貸和親友間無償借款的融資方式,農(nóng)村地區(qū)金融機(jī)構(gòu)提供的綠色金融產(chǎn)品以綠色信貸為主,綠色保險(xiǎn)、綠色證券涉及較少,導(dǎo)致農(nóng)村融資渠道受限。[結(jié)論]深化企業(yè)和農(nóng)戶對綠色金融政策和產(chǎn)品的認(rèn)識和了解、完善綠色金融政策支持機(jī)制和法律法規(guī)體系,不斷豐富綠色金融產(chǎn)品種類和融資渠道,能夠?yàn)榇龠M(jìn)農(nóng)村經(jīng)濟(jì)的可持續(xù)發(fā)展提供理論基礎(chǔ),對農(nóng)業(yè)循環(huán)經(jīng)濟(jì)與生態(tài)環(huán)境的雙贏、可持續(xù)發(fā)展起到重要作用。
[Abstract]:[objective] Circular economy model has become the main way of agricultural economic growth nowadays. It is helpful to realize the sustainable development of agricultural regional circular economy by giving full play to the role of financial support in the process of sustainable development of agricultural regional circular economy and optimizing the formulation of financial support strategy for the coordinated development of agricultural circular economy. [methods] A questionnaire survey was used to analyze and study the main financing channels, the understanding of green financial policies and products and the present situation of green financial support in some enterprises, farmers and financial institutions in rural areas of Hebei Province. [results] the results of the survey show that most of the farmers and enterprises surveyed have financing needs, but at present, most farmers and enterprises in Hebei Province do not understand the local green financial policies and related products. 37.5% of the rural enterprises are currently mainly financed by bank loans, while 85% of the farmers are mainly financed through private loans and free loans between relatives and friends. The green financial products provided by rural financial institutions are mainly green credit, green insurance and green securities are less involved, which leads to the limitation of rural financing channels. [conclusion] deepening the understanding and understanding of green financial policies and products, perfecting the supporting mechanism of green financial policies and laws and regulations, and constantly enriching the types and financing channels of green financial products can provide a theoretical basis for promoting the sustainable development of rural economy, and play an important role in the win-win and sustainable development of agricultural circular economy and ecological environment.
