【摘要】：以"保護(hù)者受益"原則為基礎(chǔ),從維護(hù)和改善農(nóng)田生態(tài)環(huán)境角度出發(fā),通過(guò)建立不確定狀態(tài)下政府對(duì)農(nóng)田生態(tài)補(bǔ)償?shù)闹Ц兑庠负瘮?shù)和農(nóng)戶對(duì)農(nóng)田生態(tài)補(bǔ)償?shù)氖軆斠庠负瘮?shù),得到符合帕累托改進(jìn)的農(nóng)田生態(tài)補(bǔ)償標(biāo)準(zhǔn)的取值區(qū)間;再以湖北省為例證,利用條件價(jià)值法估算農(nóng)戶參與農(nóng)田生態(tài)補(bǔ)償政策的受償意愿,分析了影響農(nóng)戶受償意愿的相關(guān)因素。研究結(jié)果顯示:(1)政府制定的農(nóng)田生態(tài)補(bǔ)償標(biāo)準(zhǔn)應(yīng)不低于農(nóng)戶的平均受償意愿,對(duì)應(yīng)湖北省農(nóng)田生態(tài)補(bǔ)償標(biāo)準(zhǔn)應(yīng)不低于5 541.15~6 778.20元/hm2,低于這一標(biāo)準(zhǔn)的農(nóng)田生態(tài)補(bǔ)償政策在推行過(guò)程中不足以對(duì)農(nóng)戶形成有效的補(bǔ)償激勵(lì),從而導(dǎo)致整個(gè)社會(huì)福利水平的損失;(2)受訪者家庭農(nóng)業(yè)收入比重、農(nóng)田生態(tài)環(huán)境改善的心理期望對(duì)于農(nóng)戶參與農(nóng)田生態(tài)補(bǔ)償政策的受償意愿具有顯著正向影響,而受訪者年齡、家庭勞動(dòng)力比例和家庭承包地流轉(zhuǎn)情況對(duì)農(nóng)戶參與農(nóng)田生態(tài)補(bǔ)償政策的受償意愿具有顯著負(fù)向影響。
[Abstract]:Based on the principle of "the benefit of the protector" and from the point of view of maintaining and improving the farmland ecological environment, the paper establishes the willingness function of the government to pay the farmland ecological compensation under the uncertain state and the farmers' willingness function to the farmland ecological compensation. The value interval of farmland ecological compensation standard in line with Pareto's improvement is obtained, and then the conditional value method is used to estimate the farmers' willingness to participate in the farmland ecological compensation policy, and the relevant factors affecting the farmers' willingness to be compensated are analyzed. The results of the study show that the government should formulate the standard of compensation for farmland ecology not lower than the average willingness of farmers to receive compensation. The corresponding farmland ecological compensation standard in Hubei Province should be no less than 5 541.1510 / 6 778.20 yuan / hm ~ (2). The farmland ecological compensation policy below this standard is not enough to form an effective compensation incentive for farmers in the process of implementation. As a result of the loss of the whole social welfare level, the proportion of household agricultural income and the psychological expectation of improving the farmland ecological environment have a significant positive impact on the farmers' willingness to participate in the farmland ecological compensation policy, while the age of the interviewees is significant. The ratio of family labor force and the circulation of household contracted land have a significant negative effect on farmers' willingness to participate in the policy of farmland ecological compensation.
