【摘要】：耕地是經濟社會發(fā)展的重要保障,科學保護和合理開發(fā)利用耕地資源是全社會的共同責任。由于耕地的重要補充來源是耕地后備資源,對耕地后備資源開展調查與評價工作是國土綜合利用的基礎,同時其研究結果能夠在理論上為耕地總量動態(tài)平衡調控決策提供依據,因此對耕地后備資源的調查與評價進行研究是很有意義的。本文以磐石市為調查對象全面、系統(tǒng)的分析了耕地后備資源的內涵、特征及其分類以及耕地后備資源調查的內涵、目的與依據、調查步驟、耕地后備資源的總體分布特征、調查的成果及其應用;不同層次的分析研究了耕地后備資源適宜性評價內涵、評價的目的與意義、評價原則、評價一般過程及適宜性評價指標;闡述了耕地后備資源調查與適宜性評價結果、宜耕耕地后備資源類型、不宜耕土地的主要限制因素分析、耕地后備資源開發(fā)復墾對策。通過對磐石市耕地后備資源調查與評價的研究,實現(xiàn)磐石市耕地后備資源合理開發(fā)利用,使土地開發(fā)復墾效益的達到最大化,建立和完善土地復墾的各項規(guī)章制度。耕地后備資源是開展土地整治工作的重要基礎,是實現(xiàn)占補平衡的重要保障。通過對耕地后備資源進行清查和摸底,準確掌握耕地后備資源的數量、分布及其質量狀況和生態(tài)環(huán)境條件,是科學開展土地整治活動,合理開發(fā)利用耕地后備資源和科學制定耕地保護政策的依據。掌握當前耕地后備資源的基本狀況,不僅能夠為保護國家糧食安全,同時也能夠為耕地后備資源的開發(fā)與利用提供一個穩(wěn)定的基礎。
[Abstract]:Cultivated land is an important guarantee of economic and social development. It is the common responsibility of the whole society to scientifically protect and rationally develop and utilize cultivated land resources. As the important supplementary source of cultivated land is cultivated land reserve resources, the investigation and evaluation of cultivated land reserve resources is the basis of comprehensive utilization of land, and the research results can theoretically provide the basis for the dynamic balance adjustment and control decision of the total cultivated land volume. Therefore, it is meaningful to investigate and evaluate the cultivated land reserve resources. This paper takes Panshi city as the investigation object, systematically analyzes the connotation, the characteristic and the classification of the cultivated land reserve resources, the connotation, the purpose and the basis, the investigation procedure, the overall distribution characteristic of the cultivated land reserve resources. The results of the investigation and its application, different levels of analysis and study of arable land reserve resources suitability evaluation connotation, evaluation purpose and significance, evaluation principles, evaluation process and suitability evaluation indicators; The results of investigation and suitability evaluation of cultivated land reserve resources, the types of arable land reserve resources, the analysis of main limiting factors of unsuitable cultivated land, and the countermeasures of cultivated land reserve resources development and reclamation are expounded. Through the investigation and evaluation of the cultivated land reserve resources in Panshi City, the rational exploitation and utilization of the reserve cultivated land resources in Panshi City are realized, the benefits of land development and reclamation are maximized, and various rules and regulations for land reclamation are established and perfected. The reserve resources of cultivated land is the important foundation of land regulation and the important guarantee to realize the balance of occupation and compensation. Through the inventory and mapping of cultivated land reserve resources, it is necessary to accurately grasp the quantity, distribution, quality and ecological environment conditions of cultivated land reserve resources, so as to carry out scientific land regulation activities. Reasonable exploitation and utilization of cultivated land reserve resources and scientific basis for formulating cultivated land protection policies. Mastering the basic situation of cultivated land reserve resources can not only protect the national food security, but also provide a stable basis for the development and utilization of cultivated land reserve resources.
