【摘要】：陜西省作為我國的煤炭資源大省,其煤炭產(chǎn)業(yè)面臨著資源儲(chǔ)量減少和資源浪費(fèi)等問題。傳統(tǒng)煤炭產(chǎn)業(yè)的粗放式開采及加工模式造成了嚴(yán)重的煤炭資源浪費(fèi)及生態(tài)環(huán)境破壞,為陜西省經(jīng)濟(jì)的可持續(xù)發(fā)展帶來了嚴(yán)峻的挑戰(zhàn)。陜西省要從能源大省變成經(jīng)濟(jì)強(qiáng)省,必須兼顧眼前利益和長(zhǎng)遠(yuǎn)利益,在保護(hù)環(huán)境的前提下發(fā)展經(jīng)濟(jì)。循環(huán)經(jīng)濟(jì)作為一種促進(jìn)資源利用、環(huán)境保護(hù)與經(jīng)濟(jì)協(xié)調(diào)發(fā)展的模式成為陜西省煤炭產(chǎn)業(yè)探索新型工業(yè)化道路的必然選擇。論文首先總結(jié)了國內(nèi)外循環(huán)經(jīng)濟(jì)相關(guān)理論及循環(huán)經(jīng)濟(jì)在煤炭產(chǎn)業(yè)的研究及應(yīng)用現(xiàn)狀,同時(shí)對(duì)循環(huán)經(jīng)濟(jì)理論、產(chǎn)業(yè)發(fā)展理論及支持向量機(jī)理論進(jìn)行了分析和介紹;其次以陜西省煤炭產(chǎn)業(yè)為研究對(duì)象,在循環(huán)經(jīng)濟(jì)理念的基礎(chǔ)上構(gòu)建了煤炭產(chǎn)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展水平評(píng)價(jià)指標(biāo)體系,再次運(yùn)用支持向量機(jī)方法獲取了訓(xùn)練樣本數(shù)據(jù)和測(cè)試樣本數(shù)據(jù),對(duì)數(shù)據(jù)進(jìn)行了處理,確定學(xué)習(xí)參數(shù)并對(duì)陜西省煤炭產(chǎn)業(yè)循環(huán)經(jīng)濟(jì)發(fā)展水平進(jìn)行了評(píng)價(jià)與預(yù)測(cè);最后提出了包含政策體系、企業(yè)自身、技術(shù)支持體系及法律制度共4個(gè)方面促進(jìn)陜西省煤炭產(chǎn)業(yè)發(fā)展循環(huán)經(jīng)濟(jì)的對(duì)策。
[Abstract]:Shaanxi Province is a big province of coal resources in our country, its coal industry is faced with the problems such as the decrease of reserves and waste of resources. The extensive mining and processing mode of traditional coal industry has caused serious waste of coal resources and destruction of ecological environment, which has brought severe challenges to the sustainable development of Shaanxi economy. In order to transform Shaanxi Province from a big energy province into a strong economic province, it is necessary to take into account the immediate and long-term interests and develop the economy under the premise of protecting the environment. As a mode of promoting the utilization of resources, the coordinated development of environment protection and economy, circular economy has become the inevitable choice for the coal industry in Shaanxi province to explore the new road of industrialization. This paper first summarizes the domestic and foreign circular economy related theories and the circular economy research and the application present situation in the coal industry, at the same time has carried on the analysis and the introduction to the circular economy theory, the industry development theory and the support vector machine theory; Secondly, taking the coal industry of Shaanxi Province as the research object, based on the concept of circular economy, the evaluation index system of the development level of the circular economy of the coal industry is constructed, and then the training sample data and the test sample data are obtained by using the support vector machine method. The data are processed, the learning parameters are determined, and the development level of circular economy of Shaanxi coal industry is evaluated and forecasted. Technical support system and legal system are four measures to promote the development of circular economy in Shaanxi coal industry.
