【摘要】：黨中央將推進供給側(cè)結(jié)構(gòu)性改革作為"十三五"時期發(fā)展主線,是對我國經(jīng)濟結(jié)構(gòu)和供給管理的優(yōu)化調(diào)整做出的重大戰(zhàn)略舉措。這為我國轉(zhuǎn)變經(jīng)濟發(fā)展方式發(fā)展思路提供了新方向。供給側(cè)結(jié)構(gòu)性改革的提出,是對政府與市場關(guān)系認(rèn)識的進一步深化,對市場調(diào)節(jié)經(jīng)濟的方式,以及新常態(tài)下經(jīng)濟發(fā)展理念,都提出了新的要求。供給側(cè)結(jié)構(gòu)性改革著重解決實際問題,是對我國經(jīng)濟發(fā)展中的供求變化做出的重大決策,是社會主義市場經(jīng)濟的新發(fā)展。山西省煤炭行業(yè)供給側(cè)結(jié)構(gòu)性改革任重道遠(yuǎn),山西煤炭經(jīng)濟在發(fā)展過程中存在的主要問題是山西省煤炭行業(yè)產(chǎn)能嚴(yán)重過剩,庫存過高,煤炭生產(chǎn)成本高,煤炭市場機制不合理,煤企治理機制不完善,煤炭發(fā)展方式粗放,科技創(chuàng)新力度不夠,體制機制障礙,煤炭供給側(cè)結(jié)構(gòu)性改革的政策環(huán)境需要進一步優(yōu)化。本文通過總結(jié)山西省煤炭行業(yè)發(fā)展現(xiàn)狀以及存在的問題,借鑒國內(nèi)外煤炭供給側(cè)結(jié)構(gòu)性改革的經(jīng)驗,有針對性的提出山西煤炭行業(yè)走出困境的思路和對策。發(fā)展對策是化解過剩產(chǎn)能,完善煤炭市場機制,破除體制機制障礙,同時從政策、金融等方面推進廠辦大集體改革,以實現(xiàn)山西煤炭行業(yè)健康發(fā)展。本文分為四個章節(jié):第一章緒論。探討論文的選題背景和選題意義,綜述了國內(nèi)外關(guān)于煤炭供給側(cè)結(jié)構(gòu)性改革的研究現(xiàn)狀,說明了文章的研究思路和研究方法。第二章相關(guān)概念的界定,理論淵源和現(xiàn)實依據(jù)。梳理了煤炭供給側(cè)結(jié)構(gòu)性改革的基本概念和理論基礎(chǔ)。第三章分析了山西省煤炭行業(yè)發(fā)展現(xiàn)狀,闡明山西省煤炭供給側(cè)結(jié)構(gòu)性改革面臨的困境,并對山西省煤炭行業(yè)供給側(cè)結(jié)構(gòu)性改革面臨的困境進行原因分析。第四章對推動山西省煤炭行業(yè)供給側(cè)結(jié)構(gòu)性改革發(fā)展提出相應(yīng)的對策并加以分析。
[Abstract]:The CPC Central Committee will promote supply-side structural reform as the main line of development in the 13th Five-Year Plan period. It is an important strategic measure to optimize and adjust the economic structure and supply management of our country. This provides a new direction for the transformation of the mode of economic development in our country. It is the further deepening of the understanding of the relationship between the government and the market, the way in which the market regulates the economy, and the concept of economic development under the new normal. The supply-side structural reform focuses on solving practical problems. It is a major decision on the change of supply and demand in China's economic development and a new development of the socialist market economy. The supply side structural reform of the coal industry in Shanxi Province has a long way to go. The main problems in the development of Shanxi's coal economy are serious overcapacity, excessive inventory, high coal production cost, unreasonable coal market mechanism, imperfect coal enterprise governance mechanism and extensive coal development mode. The innovation of science and technology is not enough, the system and mechanism obstacle, the policy environment of coal supply-side structural reform need to be further optimized. Based on the experience of coal supply-side structural reform at home and abroad, this paper puts forward the ideas and countermeasures for Shanxi coal industry to get out of the predicament. The development countermeasures are to resolve the excess capacity, perfect the coal market mechanism, and break down the obstacles of the system mechanism. In order to realize the healthy development of Shanxi coal industry, this paper is divided into four chapters: the first chapter is introduction. This paper summarizes the current research situation of coal supply-side structural reform at home and abroad, explains the research ideas and research methods of the article. Theoretical origin and practical basis, combing the basic concepts and theoretical basis of coal supply-side structural reform. Chapter three analyzes the present situation of coal industry development in Shanxi Province, and expounds the difficulties faced by the structural reform of coal supply-side structure in Shanxi Province. The fourth chapter puts forward the corresponding countermeasures to promote the development of the supply-side structural reform of the coal industry in Shanxi Province and analyzes the reasons for the difficulties faced by the supply-side structural reform of the coal industry in Shanxi Province.
