【摘要】：在過去幾十年里,隨著信息技術(shù)快速發(fā)展,信息技術(shù)外包得到了社會的認可和重視。但在地質(zhì)行業(yè),因認識和重視不夠,地質(zhì)信息技術(shù)外包市場發(fā)展依然在盲目、無序中緩慢前行,違約事件、外包風險、知識產(chǎn)權(quán)得不到保護、失敗案例時有發(fā)生。對于地質(zhì)企業(yè),選擇什么樣的信息技術(shù)外包模式,運用什么方式、手段進行選擇,并如何加強對信息技術(shù)外包管控,防范信息技術(shù)外包風險,確保信息技術(shù)外包在安全、持續(xù)有效的基礎(chǔ)上得以實施,并能達到預期效果顯得尤為重要。本文針對這些問題從以下幾個方面進行了研究。首先,將信息技術(shù)外包這一普遍存在的現(xiàn)象,納入地質(zhì)礦產(chǎn)勘查與開發(fā)信息化工程理論研究的范疇,并對其發(fā)展過程中存在的問題進行了梳理和歸納,對信息技術(shù)外包的類型和面臨的信息技術(shù)風險進行了總結(jié),分別從11個不同的視角對信息技術(shù)外包進行了分類。其次,經(jīng)過廣泛的調(diào)研和分析論證,提出了可供地質(zhì)勘查和開發(fā)單位選擇的八種外包模式,即自由外包模式、租賃外包模式、戰(zhàn)略聯(lián)盟模式、關(guān)聯(lián)外包模式、自控公司模式、離岸外包模式、內(nèi)包模式、自主主導模式。第三,在問卷調(diào)查的基礎(chǔ)上,從效益、風險及實施三個維度,借助Quinn理論和SWOT分析方法,對不同外包模式進行了比較研究。第四,在總結(jié)各種外包模式特征的基礎(chǔ)上,結(jié)合相關(guān)理論對外包運作模式的評估要素進行提煉,從效益、風險和實施等要素維度,提煉出了評價要素和評價指標,并進一步給出了一整套外包模式選擇的量化決策體系�；谔釤挸龅脑u價要素和評價指標,綜合層次分析法(AHP)和模糊分析法優(yōu)勢,把信息技術(shù)外包模式特點和企業(yè)特性結(jié)合起來,設(shè)計了一整套綜合模糊評價模型。借助決策模型,對每一種外包模式進行了量化分析研究,并通過比較給出了不同規(guī)模地質(zhì)企業(yè)信息技術(shù)外包模式選擇的理論基礎(chǔ)。第五,就地質(zhì)信息技術(shù)外包治理及管控體系進行了分析研究,研究內(nèi)容包括信息技術(shù)外包治理管控框架體系、治理要素和治理模式、治理內(nèi)容和制度體系設(shè)計安排等,同時針對外包要素的多元性,就信息技術(shù)外包政策傳導機制進行了研究。
[Abstract]:In the past several ten years, with the rapid development of information technology, information technology outsourcing has been recognized and valued by the society. Geological information technology outsourcing market development is still blind, slow progress in disorder, default events, outsourcing risks, intellectual property rights can not be protected, failure cases occur from time to time. What kind of information technology outsourcing mode, what way and means to choose, and how to strengthen the control of information technology outsourcing, prevent the risk of information technology outsourcing, and ensure the information technology outsourcing in the security. On the basis of continuous and effective implementation, and can achieve the desired results is particularly important. This paper studies these problems from the following aspects. First, the information technology outsourcing is a common phenomenon. Into the geological and mineral exploration and development of information engineering theory research category, and its development process of the existing problems are sorted out and summarized. It summarizes the types and risks of IT outsourcing, classifies IT outsourcing from 11 different perspectives. Secondly, through extensive research and analysis. This paper puts forward eight kinds of outsourcing modes for geological exploration and development units, that is, free outsourcing mode, leasing outsourcing mode, strategic alliance mode, associated outsourcing mode, self-control company model and offshore outsourcing mode. Third, based on the questionnaire survey, from the benefit, risk and implementation of the three dimensions, with the help of Quinn theory and SWOT analysis method. 4th, on the basis of summing up the characteristics of various outsourcing modes, combined with the relevant theory to extract the evaluation elements of outsourcing operation model, from the benefit. In the dimension of risk and implementation, the evaluation factors and evaluation indexes are extracted, and a set of quantitative decision-making system of outsourcing mode selection is further given, which is based on the extracted evaluation elements and evaluation indicators. Based on the advantages of AHP (Analytic hierarchy process) and fuzzy analysis, this paper combines the characteristics of IT outsourcing mode with enterprise characteristics, and designs a set of comprehensive fuzzy evaluation model with the help of decision-making model. This paper makes a quantitative analysis and research on each outsourcing mode, and gives the theoretical basis of IT outsourcing mode selection for different geological enterprises by comparison. 5th. This paper analyzes and studies the governance and control system of geological information technology outsourcing, including information technology outsourcing governance management and control framework system, governance elements and governance model, governance content and system design arrangements and so on. At the same time, aiming at the diversity of outsourcing elements, the transmission mechanism of information technology outsourcing policy is studied.
