【摘要】：近年來,隨著黃河三角洲開發(fā)建設(shè),東營市及附屬區(qū)縣經(jīng)濟(jì)迅速發(fā)展,山東省東青路東營市沿線路段交通量增長迅速,重載車輛、超載車輛急劇增加,經(jīng)過多年運(yùn)營后,廣饒縣大王鎮(zhèn)至青州界段路面裂縫、坑槽、沉陷等病害較為嚴(yán)重,路面問題越來越突出,導(dǎo)致公路行車速度、通行能力、行車安全性大大降低,成為區(qū)域路網(wǎng)的瓶頸路段。為此,東營市公路管理局決定對該路段進(jìn)行改建升級,以提高本路段的通行服務(wù)能力、行車安全,適應(yīng)城市規(guī)劃及未來交通量發(fā)展的需要。論文從東青路大王鎮(zhèn)到青州界段改建項(xiàng)目的實(shí)際情況出發(fā),分析了項(xiàng)目建設(shè)實(shí)施的必要性,簡要的介紹了東青路改建項(xiàng)目建設(shè)的規(guī)模和具體的技術(shù)標(biāo)準(zhǔn)。同時(shí),研究了項(xiàng)目成本的主要構(gòu)成,項(xiàng)目成本控制的特點(diǎn)及參與單位,提出了項(xiàng)目成本控制面臨的主要問題。作為東營市政府建設(shè)的重點(diǎn)工程,項(xiàng)目部對項(xiàng)目成本的控制提出了較高的要求。為保障東青路改建項(xiàng)目成本控制工作的順利實(shí)施,論文制定了項(xiàng)目成本控制的總體思路和關(guān)鍵點(diǎn),同時(shí)對成本控制的主要責(zé)任體系進(jìn)行了完善。并對項(xiàng)目成本控制的主要方法和措施以及考核進(jìn)行了具體的研究。制定了項(xiàng)目建設(shè)實(shí)施的各個(gè)階段成本控制的具體措施,針對項(xiàng)目成本控制面臨的主要問題和成本控制工作的主要問題,提出了具體的保障措施,從而促進(jìn)項(xiàng)目成本控制的順利實(shí)施,保障管理目標(biāo)的有效完成。
[Abstract]:In recent years, with the development and construction of the Yellow River Delta and the rapid economic development of Dongying City and its affiliated districts and counties, the traffic volume along Dongying City, Dongqing Road, Shandong Province has increased rapidly, heavy vehicles and overloaded vehicles have increased sharply. After many years of operation, Pavement cracks, potholes, subsidence and other diseases are more serious in the boundary section between Dawang Town and Qingzhou in Guangrao County, and the pavement problems are becoming more and more prominent, which leads to the great reduction of highway speed, traffic capacity and driving safety, which has become the bottleneck section of the regional road network. Therefore, Dongying Highway Administration Bureau has decided to reconstruct and upgrade the section in order to improve the traffic service capacity, traffic safety and meet the needs of urban planning and future traffic development. Based on the actual situation of the reconstruction project from Dawang Town to Qingzhou Section of Dongqing Road, this paper analyzes the necessity of the construction and implementation of the project, and briefly introduces the scale and specific technical standards of the reconstruction project of Dongqing Road. At the same time, the main composition of project cost, the characteristics of project cost control and the participating units are studied, and the main problems faced by project cost control are put forward. As the key project of Dongying municipal government construction, the project department has put forward higher requirements for the control of project cost. In order to ensure the smooth implementation of cost control of Dongqing Road reconstruction project, this paper formulates the overall idea and key points of project cost control, and perfects the main responsibility system of cost control. The main methods and measures of project cost control and assessment are studied concretely. This paper formulates the concrete measures of cost control in each stage of the implementation of the project construction, and puts forward some concrete safeguard measures in view of the main problems faced by the project cost control and the main problems in the cost control work. So as to promote the smooth implementation of project cost control and ensure the effective completion of management objectives.
