【摘要】：本文從當(dāng)前我國(guó)大城市交通擁堵、環(huán)境污染等"城市病"角度出發(fā),探討大城市交通擁堵特征與國(guó)際治理經(jīng)驗(yàn)對(duì)我國(guó)的借鑒。在比較研究我國(guó)大城市和國(guó)際大城市交通擁堵特征異同的基礎(chǔ)上,剖析了我國(guó)大城市交通擁堵的社會(huì)、經(jīng)濟(jì)、空間等因素,以及這些因素的作用機(jī)制,城市蔓延、交通供需矛盾、機(jī)動(dòng)化增長(zhǎng)、土地利用形態(tài)和生活方式變化等是造成交通擁堵的主要因素;借鑒國(guó)際治理交通擁堵的經(jīng)驗(yàn),下一步政策應(yīng)注重從宏觀空間結(jié)構(gòu)和微觀街區(qū)設(shè)計(jì)等方面優(yōu)化土地利用和交通關(guān)系,采用行政和經(jīng)濟(jì)等多手段加強(qiáng)小汽車使用管理,完善公交網(wǎng)絡(luò)服務(wù)、積極落實(shí)公交都市戰(zhàn)略等。
[Abstract]:From the point of view of urban diseases such as traffic congestion, environmental pollution and so on, this paper discusses the characteristics of traffic congestion in large cities and the reference of international management experience to our country. On the basis of a comparative study of the characteristics of traffic congestion between China's big cities and international cities, this paper analyzes the social, economic, spatial and other factors of traffic congestion in large cities in China, as well as the mechanism of action of these factors, the urban sprawl, and so on. The contradiction between supply and demand of traffic, the increase of motorization and the change of land use and life style are the main factors causing traffic congestion. Drawing lessons from the experience of international traffic congestion control, the next step of the policy should focus on optimizing the relationship between land use and transportation from the aspects of macro-spatial structure and micro-block design, and strengthen the management of car use by means of administration and economy. Improve public transport network services, actively implement the bus urban strategy and so on.
