【摘要】：本文主要是做了西寧市停車管理改革發(fā)展這一研究。因此,作者調(diào)查了西寧市城區(qū)的停車現(xiàn)狀,針對供需均衡性、停車場運行等情況進(jìn)行了分析,制訂了西寧市城區(qū)停車改革發(fā)展戰(zhàn)略和改革發(fā)展對策,為今后其他城市停車管理改革發(fā)展提供了相關(guān)的參考和借鑒。第一,西寧市城市停車現(xiàn)狀和問題分析。包括停車供需均衡性,尤其是西寧城區(qū)和西寧核心區(qū)公共停車供需進(jìn)行分析,公共停車場現(xiàn)狀問題及停車收費方面進(jìn)行深入剖析。第二,根據(jù)西寧市的停車現(xiàn)狀,通過對現(xiàn)狀需求率,停車周轉(zhuǎn)率,高峰系數(shù)進(jìn)行分析,制訂了西寧城區(qū)建筑停車配建標(biāo)準(zhǔn)。第三,從主管部門協(xié)調(diào),停車場配建,公共停車場規(guī)劃,信息技術(shù)化提高,差別化停車收費五個方面闡述停車管理改革,完善停車管理體制戰(zhàn)略。第四,分別以配建停車場,公共停車場,停車信息化,停車收費四個方面來研究停車管理改革的對策。第五,以財政保障體系,用地保障體系,法律保障體系來保障停車管理改革可持續(xù)發(fā)展的保障體系。本文以西寧市停車改革發(fā)展研究為出發(fā)點,以西寧市停車管理改革發(fā)展研究為課題,深入剖析停車問題,制定西寧市停車管理改革發(fā)展戰(zhàn)略,提出科學(xué)的停車管理改革對策,為維護(hù)西寧市交通環(huán)境,解決停車問題,合理利用城市土地空間,城市的可持續(xù)發(fā)展,為解決其他城市停車管理類似問題提供了參考依據(jù)。
[Abstract]:This paper is mainly to do Xining parking management reform and development of this study. Therefore, the author investigates the current situation of parking in Xining City, analyzes the balance of supply and demand, the operation of parking lot and so on, and formulates the development strategy and countermeasures of parking reform in Xining City. It provides reference and reference for the reform and development of parking management in other cities in the future. First, Xining city parking situation and problems analysis. It includes the balance of parking supply and demand, especially the supply and demand of public parking in Xining urban area and Xining core area, the current situation of public parking lot and parking charge. Secondly, according to the parking situation of Xining city, through the analysis of the current demand rate, parking turnover rate and peak coefficient, the standard of building parking allocation in Xining city is formulated. Thirdly, the reform of parking management is expounded from five aspects: the coordination of the competent department, the construction of parking lot, the planning of public parking lot, the improvement of information technology and the differentiation of parking charge, so as to perfect the strategy of parking management system. Fourthly, the countermeasures of parking management reform are studied in four aspects: parking lot, public parking lot, parking informatization and parking charge. Fifthly, the guarantee system of sustainable development of parking management reform should be guaranteed by financial security system, land security system and legal guarantee system. Based on the research of parking reform and development in Xining city, this paper analyzes the parking problem deeply, draws up the development strategy of parking management reform in Xining city, and puts forward the scientific countermeasures of parking management reform, and takes the research of parking management reform and development of Xining city as the subject. In order to maintain the traffic environment of Xining City, solve the parking problem, make rational use of the urban land space, and the sustainable development of the city, the reference basis is provided for solving the similar problems of parking management in other cities.
