基于3G技術(shù)的海事移動(dòng)監(jiān)控系統(tǒng)

【摘要】:近年來(lái),我國(guó)海事在船舶監(jiān)管方面積極創(chuàng)新,突破以往監(jiān)管模式,積極利用現(xiàn)代信息化設(shè)備進(jìn)行創(chuàng)新模式管理,然而海事的水上安全監(jiān)管基礎(chǔ)設(shè)施仍然很薄弱,違規(guī)違紀(jì)的現(xiàn)象也屢見不鮮,給國(guó)家造成了巨大的經(jīng)濟(jì)損失,同時(shí)給人民生命財(cái)產(chǎn)安全帶來(lái)了嚴(yán)重危害。因此,為加大對(duì)水運(yùn)船只的監(jiān)管力度,對(duì)各種客船、鄉(xiāng)鎮(zhèn)渡口渡船實(shí)時(shí)監(jiān)控、定位和導(dǎo)航技術(shù)的應(yīng)用迫在眉睫,本文對(duì)旅游客船、運(yùn)輸船舶實(shí)現(xiàn)無(wú)線視頻監(jiān)控管理、陸地視頻監(jiān)控管理和突發(fā)事件發(fā)生時(shí)的遠(yuǎn)程調(diào)度指揮,減少財(cái)產(chǎn)損失和保障生命安全,為水上交通安全提供有力的支持和保障。 本文提出一種基于3G技術(shù)的海事無(wú)線監(jiān)控系統(tǒng)設(shè)計(jì)方案,采用3G無(wú)線通信技術(shù)及計(jì)算機(jī)網(wǎng)絡(luò)等技術(shù),運(yùn)用3G無(wú)線船舶監(jiān)控終端硬件,提高海事監(jiān)管能力,分析了3G與以往CCTV監(jiān)控系統(tǒng)的優(yōu)勢(shì),結(jié)合3G無(wú)線監(jiān)控系統(tǒng)特點(diǎn),闡明3G可視一體化海事監(jiān)督管理系統(tǒng)在海事監(jiān)管中的重要作用。 1.選擇遠(yuǎn)程無(wú)線視頻圖像的通信方式。通過對(duì)現(xiàn)有視頻監(jiān)控系統(tǒng)的通信方式分析,選擇適合于本系統(tǒng)的遠(yuǎn)程無(wú)線視頻圖像監(jiān)控方式。 2.選擇無(wú)線網(wǎng)絡(luò)的接入方式。依據(jù)遠(yuǎn)程無(wú)線視頻圖像的通信方式來(lái)確定最佳的無(wú)線網(wǎng)絡(luò)接入方式。 3.選擇合適的視頻流封裝方法。根據(jù)選擇的無(wú)線網(wǎng)絡(luò)視頻圖像的傳輸方式、實(shí)時(shí)傳輸視頻流監(jiān)控圖像數(shù)據(jù)的要求以及視頻數(shù)據(jù)的編碼形式,結(jié)合視頻流封裝方法,高效的實(shí)施遠(yuǎn)程無(wú)線視頻圖像的實(shí)時(shí)監(jiān)控,并提高視頻流監(jiān)控圖像數(shù)據(jù)傳輸?shù)娜蒎e(cuò)性。 4.視頻無(wú)線網(wǎng)絡(luò)傳輸?shù)膬?yōu)化方式。針對(duì)選擇的無(wú)線網(wǎng)絡(luò)通信方式解決視頻監(jiān)控圖像在傳輸過程中的高誤碼的問題,提出有效的解決措施,實(shí)現(xiàn)視頻圖像傳輸?shù)母呷蒎e(cuò)性。
[Abstract]:In recent years, China's maritime industry has been actively innovating in ship supervision, breaking through the previous regulatory model and actively using modern information equipment to carry out innovative mode management. However, maritime safety supervision infrastructure is still very weak. The phenomenon of violating rules and regulations is also common, which causes huge economic loss to the country, and brings serious harm to the safety of people's life and property at the same time. Therefore, in order to strengthen the supervision of waterborne vessels and the application of real-time monitoring, positioning and navigation technology to all kinds of passenger ships, township ferries, this paper implements wireless video surveillance management for tourist ships and transport vessels. The land video surveillance management and the remote dispatch command when the emergency occurs reduces the property loss and guarantees the life safety and provides the powerful support and the safeguard for the water transportation safety. This paper presents a design scheme of maritime wireless monitoring system based on 3G technology, which adopts 3G wireless communication technology and computer network technology, and uses 3G wireless ship monitoring terminal hardware to improve maritime supervision ability. This paper analyzes the advantages of 3G and CCTV monitoring system, and expounds the important role of 3G visual integrated maritime supervision and management system in maritime supervision and management combined with the characteristics of 3G wireless monitoring system. 1. Select the communication mode of remote wireless video image. By analyzing the communication mode of the existing video surveillance system, the remote wireless video image monitoring mode suitable for this system is selected. 2. Select the access mode of the wireless network. According to the communication mode of remote wireless video image, the best wireless network access mode is determined. 3. Select the appropriate video stream encapsulation method. According to the selection of wireless network video image transmission mode, real-time transmission of video stream monitoring image data requirements and video data coding form, combined with the video stream encapsulation method, the real-time monitoring of remote wireless video image is implemented efficiently. And improve the fault tolerance of video stream monitoring image data transmission. 4. Video wireless network transmission optimization. In order to solve the problem of high error code in video surveillance image transmission, an effective solution is put forward to realize the high fault tolerance of video image transmission.
