【摘要】：高速公路收費費率標準不僅決定著道路收費的投資收益水平,而且影響道路使用者對出行路線和出行方式的選擇。如何調(diào)整高速公路的收費標準和費率,既能應(yīng)對高速公路通行量的變化,又符合道路投資經(jīng)營者和使用者的利益是非常重要的。論文以長萬高速公路為研究對象,研究高速公路在區(qū)域社會經(jīng)濟增長和存在競爭路線的情況下,收費費率和收費標準的優(yōu)化方案。 論文首先分析了長萬高速公路的工程概況、建設(shè)投資情況、現(xiàn)行的收費標準以及歷史營運情況。采用類比分析法,分析渝萬鐵路開通后對長萬高速公路的影響；綜合區(qū)域社會經(jīng)濟發(fā)展趨勢和渝萬鐵路的開通因素,分階段預(yù)測長萬高速公路的交通量,交通量預(yù)測結(jié)果作為費率優(yōu)化的依據(jù)。在分析路徑阻抗與費率之間轉(zhuǎn)換關(guān)系的基礎(chǔ)上,引入雙層規(guī)劃最優(yōu)收費費率模型,采用遺傳算法,得出最優(yōu)收費費率曲線,計算出長萬高速公路的最優(yōu)收費費率為0.638元／車公里。根據(jù)最優(yōu)收費費率,對現(xiàn)行長萬高速公路收費方案進行調(diào)整,對調(diào)整后的收費方案進行經(jīng)濟評價,評價結(jié)果顯示調(diào)整后的收費方案可以適應(yīng)渝萬鐵路開通對長萬高速公路的影響,并且更優(yōu)于現(xiàn)行的收費方案。 論文的研究成果可以為高速公路管理者在進行高速公路通行費率的調(diào)整決策時提供科學(xué)參考與理論支持,同時,論文的研究方法可用于其他高速公路收費方案的優(yōu)化項目中。
[Abstract]:Expressway toll rate standard not only determines the investment income level of road toll, but also affects the choice of travel route and mode by road users. It is very important how to adjust the toll standard and rate of expressway, which can not only deal with the change of expressway traffic volume, but also accord with the interests of road investment operators and users. Taking Changwan Expressway as the research object, this paper studies the optimized scheme of toll rate and toll standard in the case of regional social economic growth and competitive route. Firstly, the paper analyzes the general situation of Changwan Expressway, the construction investment, the current toll standard and the historical operation. The influence of Yu-Wan Railway on Chang-Wan Expressway is analyzed by analogy analysis. Based on the regional social and economic development trend and the opening factors of Yu-Wan Railway, the traffic volume of Chang-Wan Expressway is forecasted in stages, and the result of traffic volume prediction is taken as the basis of rate optimization. On the basis of analyzing the conversion relationship between path impedance and tariff rate, the optimal toll rate curve is obtained by using genetic algorithm and introducing the bilevel programming optimal toll rate model. The optimum toll rate of Changwan Expressway was calculated to be 0.638 yuan / car kilometer. According to the optimal toll rate, the current toll scheme of Changwan Expressway is adjusted, and the adjusted toll scheme is evaluated economically. The evaluation results show that the adjusted toll scheme can adapt to the impact of Yu-Wan Railway opening on Chang-Wan Expressway and is better than the current toll collection scheme. The research results of this paper can provide scientific reference and theoretical support for expressway managers when they make the adjustment decision of expressway tolls. At the same time, the research methods of this paper can be used in the optimization projects of other expressway toll collection schemes.
