日照城市交通擁堵問題及治理研究

【摘要】：城市交通是城市社會、經(jīng)濟(jì)活動的橋梁和動脈,對城市進(jìn)步和人民生活水平的提升起著非常重要的作用。進(jìn)行日照市交通擁堵的探究,從理論上揭示城市交通規(guī)劃與科學(xué)利用土地資源、合理安排城市布局之間的內(nèi)在聯(lián)系,保障城市交通順暢運行,從而減少擁堵、降低交通所消耗的能源及CO2等污染氣體的排放。 日照市這樣的中小型城市交通擁堵以“點”為主,比如在學(xué)校門口,雜亂無章的市場路口等地是日照市這樣的中小型城市易誘發(fā)交通擁堵的“點”。當(dāng)前,日照市道路網(wǎng)絡(luò)不夠完美,環(huán)城道路建造滯后,特別是老城區(qū),現(xiàn)有交通路面在結(jié)構(gòu)和功能上沒法滿足經(jīng)濟(jì)社會發(fā)展而快速增長的交通需求。加之城市交通管理方面的問題,各管理部門合力不夠,缺乏交通安全設(shè)施管理維護(hù)經(jīng)費,造成了道路通行環(huán)境不理想的局面。根據(jù)對居民的問卷調(diào)查發(fā)現(xiàn),日照市居民對現(xiàn)有城市交通環(huán)境的滿意度并不高,問題集中于交通擁堵帶來的不便和對公共交通設(shè)施的不滿。國內(nèi)外成功的治堵經(jīng)驗告訴我們,利用經(jīng)濟(jì)杠桿實行交通需求管理能夠有效的控制城市居民自駕出行的欲望,與此同時,加強(qiáng)城市公共交通建設(shè),加大投入力度,讓城市公共交通更加便捷、快速、舒適刁‘能夠吸引更多的出行者,突出其城市交通的主體地位。 本文認(rèn)為改善日照市中心城區(qū)交通擁擠現(xiàn)狀關(guān)鍵在于：科學(xué)規(guī)劃城市布局促進(jìn)城市交通協(xié)調(diào)發(fā)展。主要在于注重城市長遠(yuǎn)規(guī)劃和布局、加強(qiáng)交通需求研究和政策調(diào)控、完善道路以提升城區(qū)道路通行能力；機(jī)動車總量控制提高道路使用率。主要從大力發(fā)展公共交通、加強(qiáng)對機(jī)動車的控制規(guī)劃與使用管理、限制機(jī)動車增長等著手；嚴(yán)格執(zhí)法治理城市交通擁堵。應(yīng)建立道路交通安全“精細(xì)化管控”機(jī)制和道路交通管理“合成化作戰(zhàn)”機(jī)制,源頭管理提高城市文明交通指數(shù),并實現(xiàn)警務(wù)管理模式由被動到主動的改變和規(guī)范執(zhí)勤執(zhí)法；加強(qiáng)宣傳提高公民的交通意識。強(qiáng)化交通安全宣傳,找準(zhǔn)交通宣傳的出發(fā)點,加大交通法律宣傳的難度,進(jìn)一步推進(jìn)文明交通安全宣傳社會化。
[Abstract]:Urban traffic is the bridge and artery of urban social and economic activities, which plays a very important role in urban progress and the improvement of people's living standards. This paper explores the traffic congestion in Rizhao City, theoretically reveals the inherent relationship between urban traffic planning and the scientific utilization of land resources, reasonably arranges the urban layout, and guarantees the smooth operation of urban traffic, thereby reducing congestion. Reduce energy consumption and emissions of polluting gases such as CO2. The traffic jams in small and medium-sized cities like Rizhao are mainly "points". For example, at the entrance of schools and at random market junctions and other places, small and medium-sized cities like Rizhao are prone to induce traffic jams. At present, the road network of Rizhao is not perfect, the construction of the road around the city is lagging behind, especially in the old city, the existing traffic surface can not meet the rapid growth of the traffic demand in the structure and function of the economic and social development. In addition, due to the problems in urban traffic management, the joint efforts of various management departments are not enough, and the lack of funds for the management and maintenance of traffic safety facilities has resulted in an unsatisfactory road traffic environment. According to the survey of residents, it is found that the satisfaction of Rizhao residents to the existing urban traffic environment is not high, the problem is concentrated on the inconvenience caused by traffic congestion and dissatisfaction with public transport facilities. Successful domestic and foreign experiences show that the use of economic leverage to implement traffic demand management can effectively control the desire of urban residents to drive, at the same time, strengthen the construction of urban public transport and increase investment. Making urban public transportation more convenient, fast and comfortable can attract more travelers and highlight the main position of urban transportation. This paper holds that the key to improve the traffic congestion in Rizhao city center lies in the scientific planning of urban layout to promote the coordinated development of urban traffic. It mainly lies in paying attention to the long-term planning and layout of the city, strengthening the research of traffic demand and policy regulation, perfecting the road to improve the traffic capacity of the urban area, and increasing the utilization rate of the road under the control of the total amount of motor vehicles. Mainly from the development of public transport, strengthen the control of motor vehicles planning and use management, limit the growth of motor vehicles, and strictly control urban traffic congestion. It is necessary to establish the mechanism of "fine control and control" of road traffic safety and the mechanism of "synthetic warfare" of road traffic management, to improve the urban civilized traffic index by source management, and to realize the change of policing management mode from passive to active and to standardize the enforcement of law on duty. We will step up publicity and raise citizens' awareness of transportation. Strengthen traffic safety propaganda, find out the starting point of traffic propaganda, increase the difficulty of traffic law propaganda, and further promote the socialization of civilized traffic safety propaganda.
