【摘要】：隨著國際經(jīng)濟和貿(mào)易的發(fā)展，港口在全球的經(jīng)濟地位逐漸提升。然而，港口發(fā)展的經(jīng)濟和環(huán)境矛盾也越發(fā)明顯。為防治港口的環(huán)境污染，優(yōu)化港口的產(chǎn)業(yè)發(fā)展，促進(jìn)港口的自然、經(jīng)濟和社會協(xié)調(diào)發(fā)展，建設(shè)綠色港口，我們需在以“生態(tài)”為導(dǎo)向的理念上，改善港口規(guī)劃的價值觀，，更新港口規(guī)劃的認(rèn)識論，從經(jīng)濟主導(dǎo)的規(guī)劃轉(zhuǎn)向經(jīng)濟與環(huán)境協(xié)調(diào)發(fā)展的港口規(guī)劃。 在各大港口紛紛提出“建設(shè)綠色港口”的口號背景下，有關(guān)綠色港口規(guī)劃的理論和方法研究尚處于起步階段。為此，本文作者通過學(xué)習(xí)綠色港口規(guī)劃與建設(shè)有關(guān)的法律法規(guī)、管理條例、規(guī)范和技術(shù)導(dǎo)則，借鑒國外生態(tài)港口的建設(shè)與實踐經(jīng)驗，結(jié)合我國生態(tài)省、市、縣建設(shè)指標(biāo)與環(huán)境保護規(guī)劃，再銜接城市規(guī)劃、水利規(guī)劃、海洋規(guī)劃、土地規(guī)劃等內(nèi)容，融入港口環(huán)境影響評價內(nèi)容的基礎(chǔ)上，完善了綠色港口規(guī)劃的理論體系內(nèi)容，分析了綠色港口規(guī)劃的內(nèi)外部處境，又通過運用多學(xué)科融合的方法，對綠色港口規(guī)劃的理論進(jìn)行拓展和分析，并總結(jié)出綠色港口規(guī)劃的要點，再又結(jié)合層次分析法和基于中心點的改進(jìn)的三角白化權(quán)函數(shù)的灰評估方法，對綠色港口規(guī)劃進(jìn)行評價，聚類劃分。最后，基于以上得出的綠色港口規(guī)劃理論體系、規(guī)劃方法，將其應(yīng)用于董家口港區(qū)的綠色規(guī)劃，并進(jìn)行相關(guān)的港口經(jīng)濟規(guī)劃、港口資源規(guī)劃、港口環(huán)境規(guī)劃和港口自然-經(jīng)濟-社會的復(fù)合系統(tǒng)的規(guī)劃建議。 本文主要圍繞著兩個問題進(jìn)行研究：什么是綠色港口規(guī)劃？怎么樣進(jìn)行綠色港口規(guī)劃？該研究的規(guī)劃理論與方法成果將有助于推動綠色港口規(guī)劃的更深入研究，并為綠色港口規(guī)劃的實踐工作提供參考價值。
[Abstract]:With the development of international economy and trade, the economic status of ports in the world is rising gradually. However, the economic and environmental contradictions of port development are becoming more and more obvious. In order to prevent and control the environmental pollution of the port, optimize the industrial development of the port, promote the harmonious development of the port's nature, economy and society, and build the green port, we need to improve the values of the port planning in the concept of "ecology". The epistemology of port planning should be updated, from economic-oriented planning to port planning with coordinated development of economy and environment. Under the background of the slogan of "building green port", the theory and method of green port planning is still in its infancy. Therefore, by studying the laws and regulations, management regulations, norms and technical guidelines related to the planning and construction of green ports, the author draws lessons from the construction and practical experience of foreign ecological ports, and combines the ecological provinces and cities of our country. The indexes of county construction and environmental protection planning are connected with the contents of urban planning, water conservancy planning, marine planning, land planning and so on. Based on the contents of port environmental impact assessment, the theoretical system content of green port planning is perfected. In this paper, the internal and external situation of green port planning is analyzed, and the theory of green port planning is expanded and analyzed by using the method of multi-disciplinary integration, and the main points of green port planning are summarized. Combining with the analytic hierarchy process (AHP) and the grey evaluation method of the improved triangular whitening weight function based on the center point, the green port planning is evaluated and clustered. Finally, based on the green port planning theory system and planning method, it is applied to the green planning of Dongjiakou Port, and the relevant port economic planning and port resource planning are carried out. Planning recommendations for port environmental planning and port natural-economic-social complex systems. This paper focuses on two issues: what is the green port planning? How to carry out green port planning? The theoretical and methodological results of this study will help to promote the further study of green port planning and provide reference value for the practice of green port planning.
