鄂爾多斯市高等級公路發(fā)展戰(zhàn)略研究

【摘要】：公路交通基礎(chǔ)設(shè)施建設(shè)是拉動地區(qū)經(jīng)濟(jì)發(fā)展、促進(jìn)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和保障公路運輸需求的重要途徑,對于保持經(jīng)濟(jì)快速健康增長、改善地方投資環(huán)境和加快農(nóng)牧民脫貧致富步伐具有非常重要的作用。近十多年來,鄂爾多斯市緊緊圍繞“十一五”和“十二五”公路交通建設(shè)規(guī)劃總體目標(biāo),按照內(nèi)蒙古自治區(qū)“三橫九縱十二出口”的公路交通發(fā)展思路,進(jìn)一步加快交通基礎(chǔ)設(shè)施建設(shè),公路交通狀況特別是高等級公路建設(shè)發(fā)生了翻天覆地的變化,建設(shè)速度、通車?yán)锍�、等級提升和投資額度成為我市公路交通運輸發(fā)展史上發(fā)展最快、最顯著的時期,經(jīng)過十多年的大規(guī)模投資建設(shè),高等級公路為我市經(jīng)濟(jì)社會持續(xù)快速發(fā)展奠定了堅實的交通運輸保障基礎(chǔ)。但是,鄂爾多斯市高等級公路建設(shè)起步較晚,目前的發(fā)展?fàn)顩r與當(dāng)?shù)亟?jīng)濟(jì)社會發(fā)展需求仍然差距較大,阻礙著經(jīng)濟(jì)結(jié)構(gòu)轉(zhuǎn)型升級和持續(xù)發(fā)展。隨著國際國內(nèi)經(jīng)濟(jì)下行壓力的影響,鄂爾多斯也面臨經(jīng)濟(jì)增長放緩、財政收入增長乏力和籌融資環(huán)境惡化等問題,而且高等級公路建設(shè)項目投資巨大,公路投資回收周期慢且風(fēng)險較大,在這種相互矛盾的環(huán)境下,鄂爾多斯市公路交通建設(shè)特別是高等級公路建設(shè)面臨前所未有的困難和問題�，F(xiàn)階段,政府出資能力嚴(yán)重不足,加快發(fā)展高等級公路建設(shè)卻面臨較為艱難復(fù)雜的籌融資環(huán)境,籌集公路建設(shè)資金和保障投資者收益是鄂爾多斯市高等級公路建設(shè)藍(lán)圖順利實施的基礎(chǔ),也是高等級公路投資建設(shè)發(fā)展戰(zhàn)略中的重點和難點,因此從科學(xué)、持續(xù)、前瞻的角度研究高等級公路建設(shè)和融資戰(zhàn)略,對提升鄂爾多斯市交通基礎(chǔ)建設(shè)整體水平、推進(jìn)區(qū)域區(qū)經(jīng)濟(jì)協(xié)同發(fā)展具有重要意義。 基于上述背景,通過總結(jié)鄂爾多斯市公路交通建設(shè)的經(jīng)驗、歸納存在的困難和問題,并進(jìn)行深入調(diào)查研究,客觀分析高等級公路建設(shè)面臨的形勢,按照公路交通建設(shè)規(guī)劃目標(biāo)要求,研究探索符合鄂爾多斯市公路交通建設(shè)特別是高等級公路建設(shè)發(fā)展戰(zhàn)略和籌融資模式,并提出相應(yīng)的對策、建議和措施。 通過研究,對鄂爾多斯高等級公路建設(shè)的下一步發(fā)展提供了諸多措施和建議,比如加強(qiáng)科學(xué)規(guī)劃和項目管理、拓寬籌融資渠道等。
[Abstract]:The construction of highway traffic infrastructure is an important way to stimulate regional economic development, promote economic structure adjustment and ensure the demand of highway transportation. To improve the local investment environment and accelerate the pace of farmers and herdsmen to get rid of poverty has a very important role. In the past decade or so, Ordos City has closely focused on the overall goals of the highway traffic construction planning for the 11th Five-Year Plan and the 12th Five-Year Plan, according to the road traffic development thinking of "three horizontal, nine vertical and twelve exports" in Inner Mongolia Autonomous region. Further speeding up the construction of traffic infrastructure, the road traffic situation, especially the construction of high-grade highways, has undergone earth-shaking changes, the construction speed and the mileage of the highway have been opened to traffic. Grade upgrading and investment quota have become the fastest growing and most significant period in the history of highway transportation in our city. After more than 10 years of large-scale investment and construction, High-grade highway has laid a solid foundation of transportation guarantee for the sustained and rapid development of our city's economy and society. However, the construction of high grade highway in Ordos starts late, and the current development situation is still far from the needs of local economic and social development, which hinders the upgrading and sustainable development of economic structure. With the impact of the downward pressure on the international and domestic economy, Ordos is also faced with the problems of slowing economic growth, weak growth of fiscal revenue and deteriorating financing environment. Moreover, the investment in high-grade highway construction projects is huge. The return period of highway investment is slow and the risk is large. In this contradictory environment, the construction of highway traffic in Ordos, especially the construction of high-grade highway, faces unprecedented difficulties and problems. At this stage, the government has a serious shortage of funding capacity, but speeding up the development of high-grade highways is facing a more difficult and complex financing environment. Raising funds for highway construction and ensuring investors' income are the basis for the smooth implementation of the blueprint for the construction of high-grade highways in Ordos, and are also the key points and difficulties in the development strategy of high-grade highway investment and construction. The study of highway construction and financing strategy from a prospective perspective is of great significance to improve the overall level of traffic infrastructure in Ordos and to promote the coordinated development of regional economy. Based on the above background, through summing up the experience of highway traffic construction in Ordos city, summarizing the existing difficulties and problems, and carrying out in-depth investigation and research, the paper objectively analyzes the situation facing the construction of high grade highway. According to the requirements of highway traffic construction planning, this paper studies and explores the development strategy and financing mode of highway traffic construction in Ordos, especially the high-grade highway construction, and puts forward the corresponding countermeasures, suggestions and measures. Through the research, this paper provides many measures and suggestions for the further development of Ordos highway construction, such as strengthening scientific planning and project management, widening the channels of raising and raising funds, and so on.
